PETITION FOR ANNEXATION
The undersigned hereby petition the Council of the City of Fort Collins,
Colorado, for the anvexation 1of an area, to be referred to as the
,��� - 1 S�_l? '�r< f1ZlD� Annexation to the City of Fort
Collins. Said area, consisting of approximately aLpAE _ acres, is more
particularly described on Attachment "A", attached hereto.
The petitioners allege:
1. That it is desirable and necessary that such area be annexed to the
City of Fort Collins.
2. That the requirements of Sections 31-12-104 and 31-12-105, C.R.S., exist
or have been met.
3. That not less than one -sixth of the perimeter of the area proposed to
be annexed is contiguous with the boundaries of the City of Fort •
Collins.
4. That a community of interest exists between the area proposed to be
annexed and the City of Fort Collins.
5. That the area to be annexed is urban or will be urbanized in the
near future.
6. That the area proposed to be annexed is integrated with or capable of
being integrated with the City of Fort Collins.
7. That the petitioners herein
comprise
more than fifty
percent (50%) of
the landowners in the area
and own
more than fifty
percent (50%) of
the area to be annexed,
excluding
public streets,
alleys and lands
owned by the City of Fort
Collins.
8. That the City of Fort Collins shall not be required to assume any
obligation respecting the construction of water mains, sewer lines, gas
mains, electric service lines, streets or any other services or utilities
in connection with the property proposed to be annexed except as
may be provided by the ordinances of the City of Fort Collins.
Further, the petitioners consent pursuant to Section 37-45-136(3.6), C.R.S.,
to the inclusion of such property into the Municipal Subdistrict, Northern
Colorado Water Conservancy District.
WHEREFORE, said petitioners request that the Council of the City of
Fort Collins approve the annexation of said area. Furthermore, the petitioners
request that said area be placed in the EP, Employment Park Zoning District
pursuant to Chapter 29 (Zoning) of the Code of the City of Fort Collins.

Findings
1. The annexation of this property is consistent with policies
and agreements between Larimer County and the City of Fort
Collins as contained in the INTERGOVERNMENTAL AGREEMENT FOR
THE FORT COLLINS URBAN GROWTH AREA.
2. The area meets all criteria included in State law to qualify
for annexation by the City of Fort Collins.
3. On July 6th, City Council will consider a resolution setting
forth the intent to annex this property and establishing the
date of public hearing for the annexation and zoning
ordinances. Ordinances to annex and zone the property will be
considered by City Council on August 17, 1993.
4. The requested zoning of EP, Employment Park, is in conformance
with policies of the City's Land Use Policies Plan, the
Harmony Corridor Plan, and the Intergovernmental Agreement.
The requested zoning is compatible with the surrounding zoning
districts and existing land uses.
Staff recommends approval of the annexation and requested zoning.

Backaround
The property is located within the Fort Collins Urban Growth Area.
According to policies and agreements between the City of Fort
Collins and Larimer County contained in the INTERGOVERNMENTAL
AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA, the City will
agree to consider for annexation property in the UGA when the
property is eligible for annexation according to State law.
one sixth of the property boundary is contiguous to City limits,
through the proposed Ricketts First Annexation, therefore the
property is eligible for annexation to the City of Fort Collins.
The property to the north, known as the Ricketts First Annexation,
is in the process of being annexed simultaneously with the Ricketts
Second Annexation.
The property to be annexed is made up of one parcel under single
ownership. The current owners are:
Van and Norma Ricketts

Fort Collins, CO 80525
Zoning
The property is currently zoned FA-1, Farming, in the County.
There is an existing single family house on the property. The
proposed zoning for this annexation is EP, Employment Park, due to
its proximity to the Harmony Road corridor. The EP District
designation is for areas of the city which have been designated and
planned as "employment parks" in accordance with the city's
comprehensive plan and which are used for a variety of activities
including, without limitation: industrial uses, shopping centers
and residential dwellings. The proposed zoning will create a non-
conforming use for the residence, as residential uses are not
allowable uses, except as part of a Planned Unit Development. The
zoning designation is in accordance with policies of the Harmony
Corridor Plan.
The property to the north, across Harmony Road and zoned IL,
Limited Industrial, is developed with the Hewlett-Packard
industrial facility. Properties to the south, east, and west are
in the County and are zoned FA-1, Farming. Surrounding land uses
include large vacant parcels and large lot (2.5 to 5 acre)
residential lots. The property immediately to the north is being
annexed simultaneously as Ricketts First Annexation and Zoning.
Staff is recommending the EP Zone for this property as well.
The proposed zoning is compatible with the surrounding zoning and
land uses.

Request to annex and zone approximately 2.065 acres, located on the
south side of East Harmony Road, approximately one half mile east
of Timberline Road (County Road 11), at Cambridge Avenue. There is
an existing single family house on the property. The proposed
zoning is EP, Employment Park. This is a voluntary annexation.
RECOMMENDATION: Staff recommends approval of the annexation and
zoning request.
EXECUTIVE SUMMARY:
This is a request to annex and zone approximately 2.065 acres
located south of East Harmony Road and east of Timberline Road, at
Cambridge Avenue. The annexation consists of one parcel of land
under single ownership. The proposed zoning is EP, Employment
Park. This is a voluntary annexation. The proposed annexation
