There has been a previous subdivision by the name "Ricketts". Staff suggests that you choose another name, or use your first names as well, ie. Norma and Van Ricketts Minor.Subdivision. 7. Any new residential dwelling units will be required to pay a parkland fee of $625.00 per unit, at the time of building permit issuance. 8. Street oversizing fees will be collected as the property redevelops. Residential units pay $584.00 per unit, and commercial uses pay according to traffic generation at amounts set by the engineering department and City Council. 9. It would be to your advantage to dedicate your share of the right-of-way for Harmony Road with the minor plat. A total of 60' for the south side of the ultimate width will be required when the property redevelops. A 15' utility easement will be required behind the right-of-way on Harmony. The City anticipates an eventual need for 68' of right-of-way for Cambridge Avenue as a future collector street, with 8' utility easements on either side, outside of the right-of-way. 10. There is an existing Harmony Road Access Plan which indicates that the intersection of Harmony Road and Cambridge Avenue will be signalized at some time in the future. 11. The parcel adjacent to Harmony Road will have a difficult time redeveloping as a stand alone use. City Planning and Transportation staff recommend that you keep in contact with the owners of adjacent properties and become involved in long range planning activities which may occur. It will be important for all of the properties in this area to coordinate development plans, as each property is dependent on others for access, engineering, storm drainage, circulation, and other uses. For instance, the parcel to the east will likely need access through this site in order to access Harmony Road. 12. Future redevelopment of the property will require conformance with the existing Harmony Corridor Plan design guidelines. CONCEPTUAL MEETING DATE: June 14, 1993 COMMENTS ITEM: Ricketts Minor Subdivision, south of Harmony Road, east of Timberline Road. APPLICANT: Van and Norma Ricketts 4700 Cambridge Avenue Fort Collins, CO 80525 LAND USE DATA: This is a proposal for an annexation, zoning, and minor subdivision of a 5 acre parcel located south of Harmony Road, approximately 1/2 mile east of Timberline Road, at 4700 Cambridge Avenue. There is an existing single family house on the southern portion. The applicants propose to subdivide the lot into 2 roughly equal lots, the southern for existing residential use and the northern for business, commercial, or industrial uses. There are no development plans in progress at this time. Planning has recommended that the property be placed in the EP, Employment Park, Zoning District. COMMENTS: Light and Power will pick up development charges for any existing uses, but future uses will be charged normal Light and Power development fees according to the use. The existing house would become a non -conforming use in the EP Zone. It is possible that future additions to the house would require an expansion of a non -conforming use review by the Planning and Zoning Board. 3. Existing water supply may not be sufficient to meet City ;ire flow requirements when the property develops. Eventually City mains will be extended to this area. City sewer service is further in the future. There is an existing 16" water main on the north side of Harmony Road. The property is currently on a 2" Fort Collins/Loveland district water line. 4. The property is located in the McClelland -Mail Creek drainage basin. Stormwater development fees are $3717.00 per acres, depending' on the coefficient of run-off for proposed development. There are also detention and release requirements specific to this basin, which are as follows: 0.2 cfs for minor storms 0.5 cfs for major storms 5. Cross drainage easements should be made part of the minor subdivision plat, as the property to the north will likely have to transmit stormwater across the property to the south. It is easier to obtain these easements when the property is under single ownership.
