109 2016) requires that all new business and multifamily complexes subscribe
to recycling service that is at minimum 1 /3 of their overall service capacity (total
bin capacity x number of weekly pickups, include both trash and recycling when
calculating overall service capacity). In general recycling containers must be at
least 50% the size of proposed trash containers to meet this requirement.
Please make sure proposed containers meet this requirement and that
adequate space is provided in all enclosures.

(one for trash and one for recycling) rather than carts for recycling. Carts are not
an efficient method of collecting cardboard (which is required to be recycled)
and they can quickly overflow from large or not perfectly broken-down boxes. In
general it is cheaper to have a larger container that is serviced less frequently
then it is to have smaller containers serviced more frequently.
Response: Option for both recycling dumpster and rolling carts has been shown and will owner discretion
on best fit for facility. Trash will be dumpster.

Use Code trash and recycling enclosures are required to be constructed of
masonry, metal or other durable material. Wood fencing is not considered to be
a durable material in this application, though it can be used to finish the exterior
of the enclosure to compliment the development to which it is associated.
Similar to the proposed gate design if wood fencing is desired it should be
internally framed with metal or other like material to increase its longevity.
Response: As discussed at staff review the posts and concrete pad have already been installed. Owner
and City agreed that providing additional 67x6" posts at no greater than 4' spacing along dumpster
enclosure interior wall as well as angle stop for dumpsters will protect the enclosure from damage. Detail
has been modified to show this.

trash and recycling enclosure do not provide efficient servicing conditions for
the eastern dumpsters within the enclosure. There is only -5.5' between the
dumpster and eastern side of the gate that the -4' dumpster would need to pass
through to be removed without removing the first dumpster as well. It is
recommended to center the service gates on the front of the enclosure and move

not warranted at this time, and the daycare will be adding less than 10 trips in
the peak hour to the westbound right turn movement, where there could be
consideration for a future right turn lane. A warrant for a turn lane is 40 trips in
the peak hour. The existing traffic volume is 33. Given the low impact from this
proposal, and the fact that the warrant may or may not be met, staff has
determined that no contribution towards the lane will be required. Bottom line,
there is no required fee in lieu from the Sunshine House proposal for
transportation improvements.
