Please contact me for the number of folded revisions required for each document. PMT's, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due September 20, 1993. Final documents (including the signed development agreement, applicable mylars and utility plans) are due September 23, 1993 by 12:00 noon. Mike Jones, Northern Engineering file/Project Planner 9. The Landscape Plan does not indicate what turfgrass areas and planting beds are to be irrigated and how they are to be irrigated. A standard note defining the intent should be added to the plan. 10. Landscape Note 7 on the Landscape Plan should be expanded to restrict fencing other than the three -rail fence, as indicated, along rear lot lines abutting the detention pond and trail easement. No double fences will be allowed. Is the developer or the individual property owner responsible for the installation of the three -rail fence? 11. Parkland fees of $779 per dwelling unit will apply and be collected at the time of issuance of building permits. The new fee amount was approved by City Council and went into effect on August 1J, 1993. 12. Information about this, development's compliance with the City's Solar Orientation Ordinance must be shown on both the Site Plan and the subdivision plat, as per the requirements of the Land Development Guidance System and the ordinance. All lots except Lot 4 (being in excess of 15,OOO square feet) are subject to the ordinance. 13. A future access to the east, into the City -owned property, must be shown on all plans. The temporary turnarounds at the ends of Water Blossom Lane and Marshwood Drive must be addressed at this time. 14. In reference to Landscape Note 5 on the Landscape Plan . who will install the second street tree on the corner lots? 15. What are -the materials and colors proposed for the three -rail fence? What are the proposed color(s) for the privacy fence? 16. Landscape Note 2 on the Landscape Plan should indicate who will install and maintain the common landscaping. 17. Phase lines should be shown on the Landscape Plan. 18. Standard noting about the timing for installation of landscaping or the 125% collateral commitment must be added to the Landscape Plan. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the September 27, 1993 Planning and Zoning Board hearing: w,' 5. The City Mapping Department has the following comments relating to the subdivision plat: a) The Point of Beginning must be shown. b) The distance tie (230.00.1) from the northeast corner of Section 28 to the P.O.B. must be shown. c) The two outer boundary monuments along the north line of the development and in the center of west Drake Road that are shown as set do not meet State requirements. d) The usage of Tracts A, D, E, F, I. and J are not stated or clearly defined. e) There are two Lot 11's in Block 5. Please contact Jim Hoff or Wally Muscott at 221-6605 with questions pertaining to necessary revisions to the subdivision plat. 6. The Water/Wastewater Department's comments have been forwarded to Northern Engineering on a red -lined set of utility plans. Please return the red -lines to the City with your revisions. 7. A copy of the Stormwater Utility comments is attached to this letter. It is important to note that Stormwater is saying that there is a concern with the original submittal and its completeness and that the project may not be able to stay on the September 27th Planning and Zoning Board agenda for a final decision. Please contact Glen Schlueter at 221-6589 to discuss the storm drainage concerns. 8. The Engineering Department has the following comments relating to the utility plans: a) A copy of a soils report must be submitted, as required, or a reference to the soils report submitted with the preliminary must be provided. This same comment relates to a traffic impact analysis. b) The drainage report calls for phasing but shows no details. c) The plans need to show the proposed phasing which, in turn, will show temporary traffic control/turnaround easements, utility phasing, and when West Drake Road improvements will be constructed. d) The street plans/profiles are generally well done except for phasing details and using vertical curves or additional grade breaks for algebraic differences of greater than 1%. e) Again, phasing must be shown on the grading, drainage, and erosion control plans. Box 270218 Fort Collins, CO. 80524 Dear Rich, Staff has reviewed your development proposal package for Hampshire Pond P.U.D., Final that was submitted on August 2, 1993, and would like to offer the following comments: 1. U.S West has stated that: a) Tracts A, D, E, and F should be described as utility easements. b) They will require a 15' by 30' easement for three large telephone equipment cabinets in the general vicinity of the east or northeast side of the P.U.D. A copy of the U.S. West comment sheet, with their general development comments, is attached to this letter. 2. Tracts A, B. and C should be "public" access easements (as well as drainage an/or utility, where appropriate). 3. Public Service Company of Colorado has the following comments: a) Tracts A, D, E, and F must be dedicated as utility easements. b) The project identification sign at Hampshire Road and West Drake Road must be set back a minimum of 8' from the west right-of-way line of Hampshire Road. c) The proposed front lot deciduous trees must be planted, outside of the 8' front lot utility easements adjoining residential streets. d) The proposed trees in Tracts D, E, and F must be planted a minimum of 4' away from any natural gas line. 4.
