Subject: Hampshire Pond left turn analyses, response to
letter (9334MEM4)
This memorandum responds to the traffic issues contained
in an August 2, 1993, letter to Steve Olt from Larry D. Kieft.
Based upon current peak hour traffic, a signal is not
warranted at the Drake/Hampshire intersection based upon
Warrant 11, Peak Hour Warrant. The Peak Hour Warrant is
usually the one that is met first at any given intersection.
Using the short and long range traffic projections, the peak
hour signal warrant is still not met using the volumes on the
north leg of Hampshire Road as the minor street volume.
Traffic projected from Hampshire Pond will not add to the
signal warrant volume. Most of the exits from Hampshire Pond
will turn to the east (right turns), which are not used in the
warrant analysis based upon rulings contained in the Manual
on Uniform Traffic Control Devices, U.S.DOT, 1988.
The need for a left arrow at the Drake/Taft Hill
intersection will be addressed as part of the Choices 95
improvements to the intersection, which will occur in the next
year. I am sure the Fort Collins Engineering staff will
evaluate the need for a left -turn phase at this intersection.
