all references to the Planning and Zoning Board. Since the
public hearing is administrative, the reference should be to
the Planning Director.
This concludes comments on the Site Plan and Plat at this time.
Please submit three copies of the revised plans at your earliest
convenience. The administrative hearing will be scheduled after
review of the revised plans. If you have any questions, please do

9. The following comments refer to the landscape plan:
A. The Zoning Code requires that 6% of the interior of the
parking lot be in the form of landscape islands. This
requirement applies to both parking areas.
B. The landscape strip along the east property must be
extended to the south end of parking lot area.
C. The twelve parking spaces facing north in front of the
building are required to be screened from the public
street. The shade trees along the street do not
accomplish this screening and should be accompanied by a
berm or evergreen plant material to mitigate the parking
lot.
D. The area on the west side of the building should be
treated with plant material. Trees should be planted to
break up the mass and length of the building. Also, both
trees and dryland grass will need irrigation to get
established.
E. The plan should include a note stating that any areas
disturbed by construction activity is to be reseeded with
the dryland seed mix.
F. Under Note No. 2, it is suggested that the mulch bed be
specified to a three inch depth, not two inch.
10. iThe parking lot and loading dock area on the east is required
to be hard surface. Please specify on the plans.
11. The Zoning Code requires that facilities for bicycle and
motorcycle parking be provided which conform to City
specifications.
12. The only architectural sheet that is needed for the I-L Sit
Plan Review is the one featuring the elevations. The others
are not necessary.. The architectural sheet should be on a
24" x 36" sheet.
13. The site plan should include the adjacent land uses and
zoning.
14. The site plan should include a site data table addressing the
percentage and square footage of the building, driveway and
parking, landscaping and open space, and dedication of public
street right-of-way. Also please indicate the number of
parking spaces assigned to visitors and employees and the
total number of parking spaces.
15. The title in the lower right corner of the site plan should
reference that this is an I-L Site Plan Review.

Dear Mr. Tointon
The Planning Department has completed its review of the Site Plan
and Subdivision Plat of the Phelps-Tointon I-L Site Plan Review and
Second Replat of North Lemay Subdivision, Second Filing. Please be
aware that drainage and utility plan comments will be provided
under separate cover. The following comments are offered:
1. On the plat, the outerboundary monuments must be described.
2. The distance on the west side of the plat is 755.35 feet in
the legal description and 755.34 feet on the map. Please
correct this minor discrepancy.
3. The fire sprinkler water supply line must be shown on the
Utility Plan.
4.. Buckingham Street is designated as a collector street (68 feet
of right-of-way) on the City's Master Street Plan. The old
subdivision, however, was done prior to the Master Street Plan
with right-of-way dedication and design for only a local
street (54 feet of right-of-way). Consequently, the new
dedication and design must be upgraded to current standards
and to comply with the City's Master Street Plan.
5. The City's Engineering Department is checking on pavement
thickness and construction requirements for the strip of
Buckingham that needs to be built.
6. Please be advised that the process to vacate the unneeded
public right-of-way is scheduled for first reading by City
Council on September 7, 1993.
7. U.S. West cautions that there is no telephone cable to this
site. The nearest cable is on the east side of Lemay Avenue.
It may require three to four months to provide phone service.
8. Comments from the City of Fort Collins Stormwater Utility
Department will be provided under separate cover.
