community at the Neighborhood Meeting on Thursday night,
September 9th.

Rick Ensdorf has some information on different confirmations
of speed humps that may solve snow plow problems and other
disadvantages while still achieving a slower traffic speed.
Narrowing down a throat Dunbar is another potential solution.
6. Providing convenient, accessible and secure bike parking areas
can help increase the number of bike riders to school which
will lower the number of automobiles. Paul Radcliff indicated
that a survey could be taken of the students to see where bike
parking would be most acceptable.
7. John Daggett indicated that restricting the use of automobiles
to just Juniors and Seniors may not be constitutional.
8. John Daggett indicated that Rocky. Mountain High School is the
best served of the three high schools from a TransFort
standpoint. Two routes serve the school on approximately
half-hour schedules.
9. John Daggett proposed the idea of a "youth pass" for students
to encourage use of TransFort facilities, minimizing the
number of cars driven to school.
The School District and the City should discuss such plans on
a policy level. Such policies would be District wide and
could impact school bus programs as well as parking at high
schools and use of the City TransFort system. John Daggett
reminded us that bus stops must be ADA accessible. The City
would provide a bus shelter if it were deemed appropriate.
10. Rick Ensdorf emphasized that there probably is no one solution
to the traffic problem at Rocky Mountain High School or any of
the other high schools. That many pieces need to be looked at
and put together to provide the best overall solution.
11. Dennis Whitesell suggested consideration of moving all of the
parking to the east side of the school. Paul likes the idea
because parking can then be monitored by one staff member.
This solution may have cost implications. Bill Brenner will
talk to Lindsay Donaldson. Since the west parking lot will be
pretty beat up by construction traffic it may not cost too
much more to construct a new parking lot on the 6 acre site
instead of repairing and keeping the west side lot.
12. Dennis also remarked that if the cottonwood on the northeast
corner of the site had to go to solve traffic problems,
planting a few additional trees in the area may satisfy the
community.

Purpose: Traffic/Transportation/Parking

1. Major. Parking with -One-Way Spikes:' Can spikes- be' flattened 'to
permit:.two-way 'traff'ic out after football games -arid • other
special_ivents? Recommendation: Always leave -the -spikes as
they.are. Provide,an additional lane with bollards that can
be removed for exiting to the south for special conditions.
2. Student Traffic Exiting at Rocky Mountain Way, Shields
Intersection: When lights are adjusted to move traffic faster
at this intersection it will affect the Shields/Drake
intersection. Matt Delich will work with Rick Ensdorf to
assess the impact on Drake/Shields.
3. Widening of Rocky Mountain Way to Permit an Additional Right
Turn Lane Onto Shields: A large cottonwood tree, that the
City worked hard to save, would be impacted by widening the
street at this point. Could be a political issue.
4. Discussed benefits of providing a right-in/right-out about
mid -way between Rocky Mountain Way and Swallow. Conclusion:
No advantage at this time.
