The following short range left -turn lane geometry is
recommended at the Taft Hill/LaPorte intersection:
Southbound - 50 feet plus taper
Westbound - 160 feet plus taper
- Northbound - 160 feet plus taper
Eastbound - 50 feet plus taper.
These left -turn lanes should be adjusted as traffic volumes change.
At the Mulberry/Taft Hill signalized intersection, the
northbound and southbound left turns share a lane with the through
traffic. Since the Taft Hill green phase is greater than 50
percent of the cycle length and since the left -turning traffic
is/will be low, the shared lane situation does not present an
operational or safety problem. Should the Taft Hill through
traffic and/or left -turn traffic increase significantly due to
unforeseen circumstances, this shared lane situation may present
concerns. Traffic should be monitored at this intersection.
Impala Drive Traffic
Comparing the traffic volumes on Impala Drive in Figures 1 and
2 indicates that the traffic volumes do not change significantly
overall. There will likely be a net reduction in traffic volumes
on a daily basis due to the elimination of the through traffic
movement. "Cruising" traffic will also be eliminated due to the
discontinuity of the street system.
Conclusions
Based upon these analyses, the following is concluded:
- Operation at the key intersections is acceptable.. With the
closure of Impala Drive to through traffic, operation at the key
intersections will continue to be acceptable.
• - At the LaPorte/Impala intersection, the westbound left -turn
lane is recommended to be 200 feet long. This length should
increase as the traffic volumes/school population increases.
- Geometry at the Taft Hill/LaPorte and Taft Hill/Mulberry
signalized intersections is adequate from an operational
perspective. Consideration should be given to increasing the
radius on the southwest corner of the Taft Hill/LaPorte
intersection. However, this improvement will be difficult and
expensive.
- The Impala Drive traffic will decrease with the closure of
this street near PHS.
Table 1 shows the current peak hour operation at the three key
intersections. Calculation forms are provided in Appendix A. All
intersections operate acceptably with the current control and
geometry (number of lanes).
Table 2 shows the short range peak hour operation at the three
key intersections, using the traffic volumes shown in Figure 2.
Calculation forms are provided in Appendix B. All intersections
will operate acceptably with the reassigned traffic that results
with the closure of Impala Drive to through traffic. The operation
is not significantly different than that shown in Appendix A.
Table 3 shows the long range peak hour operation at the three
key intersections, using the traffic volumes shown in Figure 3.
Calculation forms are provided in Appendix C. Operation at all of
the analyzed intersections continues to be acceptable. This
indicates that the operational geometry at each intersection is
adequate.
Intersection Geometr
Each intersection was evaluated concerning any geometric
constraints or improvements that should be considered given the
peak hour traffic projections.
At the LaPorte/Impala intersection, the movement that impacts
the public street system is the LaPorte westbound left turn to
Impala. During the morning peak hour, the number of vehicles
making this left turn is/will be significant. The current count
is 259 vehicles during the morning peak hour. This is projected
to increase to over 330 vehicles when the student population
reaches 1800 at PHS. During other hours of the day, this left -turn
movement is expected to be less than 100 vehicles. If the morning
peak hour is considered to be the design condition, then this left -
turn lane should be 270 feet long based upon the short range
morning peak hour traffic. As the population of PHS increases, the
length of this lane should increase as necessary. However,
designing to a single peak hour is not usually appropriate.
Therefore, it is recommended that the above length (2701) be
factored by 0.75 to reflect a design hourly volume condition. This
.results in a 200 foot westbound left -turn lane on LaPorte Avenue
approaching Impala Drive.
While the operations analysis indicates that the existing
geometry is adequate .at the Taft Hill/LaPorte intersection, the
eastbound to southbound right turn has a very small radius due to
the guardrail protecting the irrigation ditch that crosses this
intersection. Buses making this maneuver must encroach upon other
lanes in the intersection. Increasing this radius will improve the
ability to make this turn, however it will be difficult and
expensive to make this improvement.

Subject: Additional traffic analyses related to Poudre High

The City of Fort Collins and the Poudre School District
requested additional traffic analyses in the general vicinity
of Poudre High School (PHS). Specifically, these additional
traffic analyses consisted of:
- Operation of selected intersections with Impala Drive
closed to through traffic (as proposed) and PHS student
population at 1800.
- Geometric evaluation at selected intersections.
- Current and future traffic volumes along Impala Drive.
Figure 1 shows traffic counts at a number of mid -block
and intersection locations near PHS. The dates of the counts
are also shown. Comparison of the counts indicates that there
is a consistency in traffic volumes, even though the counts
cover a four year period. This indicates that this area of
Fort Collins is not a high growth area. The traffic volumes
shown in Figure 1 are considered to be the base condition.
Figure 2 shows the base condition traffic volumes with
Impala Drive closed to through traffic. To obtain the peak
hour traffic volumes shown in Figure 2, selected vehicle
trips, as documented in the "Poudre High School traffic
analysis," August 9, 1993, were reassigned to the street
system. The traffic volumes shown in Figure 2 are termed
"Short Range." Figure 3 shows future traffic volumes
(approximately a year 2000 condition) with a student
population of 1800 and a general increase in background
traffic of 2 percent per year.
Intersection Operation
Three key intersections were evaluated using the volumes
shown in Figures 1, 2, and 3, and using the current geometry
at each intersection. These intersections are: 1) LaPorte/
Impala, 2) LaPorte/Taft Hill, and 3) Mulberry/Taft Hill.
