the storage units. Specifically, the units should not be used
for the practice of musical bands or storage of hazardous
materials.
16. Perimeter fencing should be attractive. If chain link is to
be used, then it must be vinyl -clad to darken the appearance.
17. Mini -storage units are difficult to landscape due to the
amount of hard surface area. The P.U.D. Landscape Plan should
include deciduous shade trees to soften the appearance and
conifers to help screen the outside storage areas.
18. Additional comments may be forthcoming from the Transportation
Department and the Poudre Fire Authority. The applicant is
encouraged to follow up with these two departments to address
the specific concerns relating to traffic circulation and fire
protection.
6. The Uniform Building Code requires that any areas greater than
5,000 square feet must be compartmentalized and separated by
one -hour fire rated construction. The office must be handicap
accessible.
7. The site is located in the Spring Creek Drainage Basin. The
Storm Drainage Basin Fee is $1,804 per acre. Permission must
be obtained from the Ditch Company in order for storm flows to
enter the ditch. In addition, the authorized representative
of the Ditch Company must sign the Utility Plans.
8. At the time of P.U.D. submittal, a complete Drainage Report,
Drainage.and Grading Plan, and Erosion Control Plan must be
submitted meeting all the requirements of the City's
Stormwater Utility. One issue may be bank stabilization at
the outfall. It may be necessary to calculate the velocities
at the outfall to verify no impact on the slope. For further

9. The P.U.D. Site Plan must include the necessary offsite
information to illustrate the access, parking, and circulation
patterns from College Avenue to the site. At the conceptual
stage, it is difficult to visualize access to the College
Avenue curb cut in front of Kelly Moore Paints and the
College/Rutgers intersection.
10. A minor traffic impact analysis will be required. This
analysis should address trip generation, 'trip distribution,
and impact on adjacent intersections. For further

Department, 221-6608.
11. A State Highway Access Permit must be obtained from the State
Department of Highways. Data must be provided regarding the
increase of traffic at the two College Avenue intersections.
The City. of Fort Collins Engineering Department will assist
you in this application. Please contact Kerrie Ashbeck, 221-
6750, for further details.
12. The Street Oversizing Fee will be $5,252 per acre. This fee
will be attributed only to the phase under construction as
authorized by the Final P.U.D. Future phases will be subject
to the fee at the time of development.
13. The Engineering Department will coordinate the review of the
Utility Plans and generate the Development Agreement. This
Agreement will specify the amount of the Erosion Control Bond
to be posted with the City at the time of Building Permit
issuance. It is very important that the Utility Plans be
submitted in complete form at the time of P.U.D. submittal.
14. The buildings should be constructed of masonry. The brochure
indicates that the building is available in a mauve -colored
textured block.
CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: July 12, 1993
ITEM: Watterson Storage - (Approximately 2103 South
College Avenue)
APPLICANT: Mr. Jim Watterson, 120 1/2 West Laurel Street, Fort
Collins, CO. 80521 c/o Stewart and Associates, 103
South Meldrum Street, Fort Collins, CO. 80521.
LAND USE DATA: Request 99 mini -storage units (10,400 square feet)
and managers office (765 square feet) and outside storage on
approximately three acres located west of Kelly Moore Paints and
north of Taylor Rental at roughly 2103 South College Avenue.
COMMENTS:
1. Underground electrical power is available on the east side of
the railroad tracks that can serve the site. Normal
development charges will apply as outlined in the handout.
Please coordinate closely with the Light and Power Department
on the location of the electrical transformer. For further
information, please call Doug Martine, 221-6700.
2. Both water and sewer mains are available between Taylor Rental
and Kelly Moore Paints. It is likely that mains will have to
be extended to the property to serve the manager's office.

3. The site is located in the H-B, Highway Business Zone
District. This zone does not allow mini -storage and outside
storage as uses by right. Therefore, the project must be
developed as a Planned Unit Development meeting the
requirements of the Land Development Guidance System.
4. The Poudre Fire Department will require that the parking lot
drive aisles be a minimum of 20 feet inside and 40 feet
outside turning radii. Generally speaking, 24 foot wide drive
aisles will accommodate these specifications. All exterior
portions of all buildings must be within 150 feet of
unobstructed access from a dedicated fire access roadway.
Care must be taken that the outside storage yard does not
block fire access to the westerly building.
5. Fire hydrants must be provided meeting the requirements of the
Poudre Fire Authority. For further information, please
