the east side of the easterly mini -storage building to break
up the long expanse of building facade. (Such materials are
indicated on the architectural elevation sheet.)
17. The architectural elevation sheet should be labeled sheet
three.of three. A scale of the drawing should be provided.
The materials and colors should be stated as well as the
building height. (Sheets one and two must be re -labeled as
being part of a set of three.)
18. It is suggested that the east elevation of the easterly mini -
storage building feature masonry that is ribbed, scored, or
split -faced, rather than the typical smooth -faced block. The
brochure brought to Conceptual Review (Varco-Pruden Buildings)
shows a mauve colored split -faced block that looks attractive
and would enhance the entry of the project.
19. The submittal did not include, the completed Auto Related and
Roadside Commercial Point Chart. Please complete.this chart
as required.
This concludes Staff comments at this time. In order to remain on
schedule for the October 25, 1993 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due October 7, 1993.
P.M.T.'s, 10 prints, renderings are due October 18, 1993.
Please note.that P.M.T.'s generally must be ordered up to two days
in advance prior to this deadline. It is imperative that P.M.T.Is,
and the colored rendering be. submitted no later than October 18,
1993. Otherwise, the Planning and Zoning Board does not have the
benefit of reviewing these documents at the worksession. Not
having these documents in a timely manner works to the disadvantage
of the applicant.

6. Both the Preliminary and Final P.U.D. should indicate whether
the office will also serve as a residential unit for the
onsite manager. If there is no residential unit, the P.U.D.
should state "office only".
7. The Final site plan should indicate the location of the
electrical transformer. Also, easements may have to be
dedicated to get electrical power to the transformer.
8. A Soils Report still needs to be submitted.
9. Design calculations must be submitted for the retaining wall.
10. The developer is allowed to have building mounted wail
signage. This signage must not be located on the roof. If
wall signage is desired, it must appear on the elevation
sheet.
11. The site is not allowed to have a free-standing sign. If the
applicant receives a variance from the Zoning Board of Appeals
allowing a free-standing sign, then the location, size,
dimensions, height, and other details of the sign must appear
on the Final P.U.D. document. Staff will review any request
for free-standing signage for design details butthe final
decision allowing a sign rests with the Z.B.A. Since the
P.U.D. is the document on which the sign permits are issued,
please add the following note to the Final site plan:
"All signage on this P.U.D. is.restricted to the number,
type, location, and size. as specifically noted on the
P.U.D. Any changes or deviations shall be reviewed, in
advance, by' the City. of Fort Collins by the
Administrative Review procedure, including, at the
Planning Director's discretion, referral to the Planning
and Zoning Board."
12. If the Z.B.A. allows a free-standing sign, the Planning Staff
will recommend that this sign be a monument sign, not a pole
sign, with a height not to exceed 12 feet. These design
considerations are based on the fact that the nature of the
business is to not capture impulse.traffic but rather to have
a need for location identification within the shopping center.
13. Note Number 5 on the site plan should state that the chainlink
fence is to be "vinyl -clad".
14. Landscape materials should wrap around the north side of the
office building, not just the east side.
15. The landscape plan does not indicate the surface treatment of
the non -asphalt areas. Also, the four trees on the west must
be irrigated for establishment.

Dear Dick:
Staff has reviewed the request for Preliminary and Final P.U.D. for
A Big A Storage. The following comments are offered:
1. In a recent conversation with Mr. Watterson, it was expressed.
that the .project is to be constructed in distinct phases.
This will require two separate documents or plan sheets.
First, we need a Preliminary P.U.D. that clearly describes
each phase and covers the entire property. Second, we need a
Final P.U.D. for Phase One. Each plan will require its own
Site Data Table.
2. The overall Preliminary P.U.D. must designate a land use for
each phase. No phase can be left undecided since the
Preliminary establishes the anticipated land use for the
parcel. If outside storage is to be included as a future land
use, it must be designated, along with the indication that
there will be solid fencing to screen the area. It may be
possible to combine the Preliminary Site Plan and Landscape
Plan on one sheet since a Preliminary Landscape Plan does not
require.a detailed planting schedule.
3. As mentioned at Conceptual Review, the outside storage area
must be situated so that it does not block fire access to the
westerly mini -storage building.
4. Is the developer beginning the process. of applying to the
State Department of Transportation regarding the State Highway
Access Permit? This process can -be coordinated with Kerrie
Ashbeck, Civil Engineer, assigned to the Planning Department._
This requirement was mentioned at Conceptual Review.
5. The Preliminary P.U.D. should indicate the route to the
College and Rutgers intersection and label the internal access
drives as such. Otherwise, it is difficult to realize that
this site gains access from the public streets via the College
Avenue and Rutgers intersection.
