Q 1 c To: n O M From: c� z s W UJ z cD M w J_ 7 U z 0 a C) 0 a 2M z at U lL U_ Q 2 F- Date: MEMORANDUM Richard Storck, Storck Development Rick Ensdorff, Fort Collins Transportation Division Matt Delich July 26, 1993 Subject: Hampshire Pond left turn analysis, long range (File: 9334MEM3) This memorandum documents the long range traffic projections and analyses related to the Hampshire Pond residential development in Fort Collins. This supplements my memorandum dated June 14, 1993. The peak hour traffic projections are shown in Appendix A. The traffic volumes on Drake Road reflect the peak hours in the year 2010. The turning movements at both intersections reflect the traffic volumes from Hampshire Pond and an increase in background traffic that might be expected to use these intersections to access other future developments in this area. The key intersections operate as indicated in Table 1. Calculation forms are provided in Appendix B. Operation is generally acceptable when considering the research on stop sign controlled intersections included in the June 14, 1993 memorandum. During the morning peak hour, southbound left turns on Hampshire Road could be delayed up to 37 seconds per approach vehicle. Based upon these traffic projections, signals would not be warranted at this intersection. This level of delay would likely occur whether or not Hampshire Pond developed. The delay is primarily a function of background traffic and the amount of traffic from the neighborhood on the north side of Drake Road. Using the peak hour traffic volumes shown in Appendix A, the same conclusions regarding the left -turn lane striping on Drake Road between Hampshire Road and the West Access are drawn. Figure 3 from the June 14, 1993 memorandum is provided in Appendix C.
