fees of $1,804/acre. A storm drainage report and plan and
erosion control plan must be provided. Detention volume has
been a problem in this area and should at least be looked at
with these proposed changes. Staff would recommend SWMM
modeling to address the volume question.
8. Pedestrian access on site,, as well as to/from the site should
be considered and designed to be convenient and safe
(lighted).
9. Staff recommends a material other than concrete for the
jogging trail.
10. Parking lot lighting should be down directional, short cut off
fixtures. Staff would recommend the use of shorter poles
rather than using taller ones.
11. A neighborhood meeting will be required prior to submittal of
plans to the City and this item would be presented to the
Planning and Zoning Board for advisory review at some point in
the future.
12. Buffering of the parking lot and the food court/convenience
area from the existing residence must be addressed, as should
buffering of the parking lot to Shields Street. Interior
parking lot landscaping, in the form of landscape islands,
should also be addressed.
13. Staff would recommend that any existing trees be retained
and incorporated into the parking lot design.
14. If the site for the food court/convenience uses is not owned
by the district, these uses would be required to be reviewed
and approved under the LDGS. Depending on the nature of the
uses proposed and size of the site, the Auto -Related, Business
Services and/or Neighborhood Convenience point charts may be
applicable and provide policy direction as to whether this
location is logical for these kinds of land uses.
15. The need for buffering of the western addition to properties
to the west should be evaluated.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: May 3, 1993
ITEM: Rocky Mountain High School Addition
APPLICANT: Bill Brenner, Robb -Brenner-Brelig, 125 S. Howes,
Suite 880, Fort Collins, CO 80521
LAND USE DATA:
Addition of approximately 100,000 square feet to existing high
school, 970 space parking lot, field house and food
court/convenience use located north of Swallow Road, west of
Shields Street.
COMMENTS:
1. A C-1 Form will be needed to determine electrical load. There
is an existing electrical system along Rocky Mountain Way,
that if relocated, will be at district expense.
2. A 6" water line exists around the school. The addition on the
west side of the building must be 15' from the --existing
utility line. This line could be relocated around the
addition. There is a 6" water line in Rocky Mountain Way to
serve the field house and food court area. If the existing
home is acquired by the district, these services could be re-
used. A backflow prevention device must be installed.
3. The building will be equipped with a fire extinguishing
system.
4. The current and future (20+ years) function of the school and
street system need to be evaluated. A traffic study needs to
be provided and should look at impacts on residential areas
and alternative modes of transportation. Staff is somewhat
concerned about the number of parking spaces proposed. Staff
would recommend •that the field house be shifted closer to
French Field and suggest that the site layout be evaluated
with Rocky Mountain Way bi-secting the site.
5. Access to Kinder Care must be considered in determining the
future of Rocky Mountain Way.
6. An internal bicycle system should be considered, with
connections to the north being addressed. A Transfort bus
stop needs to be coordinated with Transfort staff.
