on the public right-of-way."
19. In Note No. 11, please indicate the height of the auditorium.
20. In Note No. 9, please indicate that any future uses developed by PepsiCo will have to be
reviewed by under the L.D.G.S. since the zoning is R-L-P, Low Density Planned Residential.
The state statutes that exempt the District from strict compliance with local zoning laws do not
apply to fast food commercial land uses.
21. Is it the intention to dedicate Rocky Mountain Way to the City as public right-of-way?
If not, then arrangements should. be made with the Engineering and Streets Department regarding
continued and future maintenance responsibilities.
22. It would be helpful to have architectural elevations for both the neighborhood information
meeting and the. Planning and Zoning Board meeting.
23. The use of one-way spikes may cause problems for emergency service providers. It is
suggested that the Poudre Fire Authority and Police Services be consulted so the merits of this
apparatus can be fully explored.
24. Please label the apartments on the north as an existing adjacent use.
This concludes Staff comments at this time. Further comments from the Transportation
Department are likely. Please. note the following deadlines for the September 27, 1993 Planning
and Zoning Board meeting:
Plan revisions are due September 8, 1993
P.M.T.'s, 10 prints, renderings are due September 20, 1993.

of handicap parking spaces be indicated on the Site Plan. These spaces will be important as part
of meeting the goal of improving community accessibility to the campus facilities.
18.. The following comments refer to the landscape plan:
A. The parking lot islands within the east parking lot should be treated with trees to
mitigate the expansive asphalt surface.
B. Street trees should be provided along Rocky Mountain Way to establish the
streetscape and character of the overall site. Since future development is
anticipated on the Pavlakis property, the street trees would be beneficial in
providing a sensitive transition from these future uses and the campus.
C. Street trees should be provided along Shields Street. Since Shields is one of the
City's busiest arterials, the streetscape along Shields provides the "window" for
the community onto the campus.
D. It is recommended that the District contact Tim Buchanan, City Forester, for an
inspection of the existing Cottonwoods. Since the existing Cottonwoods are to
be saved, please add the following notes to the Landscape Plan:
1. There are existing trees on the adjacent lot that are to be preserved. Existing
trees to be saved should be marked with prominent identification. Where tree
trunks are apt to be damaged, they should be protected with metal posts and snow
fence."
"2. Heavy equipment should not be allowed to compact the soil over the root zone
or existing trees."
"I Avoid cutting surface roots wherever possible. Sidewalks and paving levels
should be contoured sufficiently to avoid such cutting."
114. If there are to be any root cuts, such cuts should be done rapidly. Smooth flush
cuts should be made. Backfill before the roots have a chance to dry out and
water immediately."
E. The landscape plan does not contain a planting schedule describing the species
type, quantity, and caliper/container size. The schedule should also include a
graphic legend that ties the plant list to the plan.
F. Please add the following note to the landscape plan:
"A free (no charge) permit must be obtained from the City Forester before any

9. Staff applauds the improvement to the security lighting around the campus, especially
since the campus is used for community events. It is recommended that lighting take advantage
of the efficiencies afforded by using high pressure sodium versus mercury vapor as the light
source. High pressure sodium lights emit a softer, yellowish light rather than the sharp, bluish
glare associated with mercury vapor. It would be helpful to indicate the location of the proposed
security light fixtures on the site plan.
10. It is recommended that the future food court area begin to establish its buffering
elements. If a few years of maturity can be established, prior to development, then the plant
material will do a better job of allowing the fast food uses to integrate into existing
neighborhood.
11. Is there a sidewalk along Rocky Mountain Way that links the campus with the food
court? It seems logical to make this connection as safe and convenient as possible for
pedestrians.
12. The Transfort bus stop, referenced in Note No. 5, is not indicated on the Site Plan.
Does this include a bus bay in the road section?
13. The Site Plan does not indicate any bicycle racks. Both the east and west parking lots
should include bike racks that are permanently anchored in concrete and do not interfere with
the sidewalk system. Such racks should be located near logical entries and fully illuminated.
Has any consideration been given to providing a covering for the bike racks? Perhaps a
covering could be included as part of a wall rather than a stand-alone structure. Every effort
should be made to make bicycle commuting attractive, safe, and protected from weather.
14. The Transportation Department, the Natural Resources Advisoy Board, and the Air
Quality Task Force have consistently urged all three high schools to promote alternative forms
of transportation: This can be accomplished by the disincentive of reducing parking availability.
The Site Plan should indicate the number of parking spaces in each lot, the number of spaces
reserved for faculty and staff, and the number of handicap spaces (see comment No. 17.). Is
there an estimate on the number of parking spaces available in the "future parking area"?
15. Has the Peace With Christ Lutheran Church been approached regarding joint parking?
Perhaps the faculty parking area could be reduced if spaces could be shared with the church.
Similarly, the church may benefit by having use of school parking on Sundays. Please explore
this issue.
16. The Traffic Study was received by the Planning Department on August 26, 1993. The
Transportation Department will be offering comments after review of this document.

Staff has completed its interdepartmental review of the Rocky Mountain High School Expansion
- Site Plan Advisory Review and offers the following comments:
1. The Engineering Department would like a copy of the Soils Report for purposes of
evaluating the information pertaining to the proposed paving section.
2. In the area noted for "revise curb cuts and pavement"., the Engineering Department would
like more details on elevations and paving reconstruction.
3. It is not clear whether there is to be any street paving on Swallow Road. If so, then
design details must be provided.
4. Comments from the Stormwater Utility will be provided under separate cover. At this
time, it appears that the Preliminary Drainage Report is missing a lot of information to truly
evaluate the proposed improvements. If a Final Drainage Report is being proposed, please
submit as soon as possible..
5. According to the Light and Power Department, there is an electric line in the area of the
new parking lot and the detention pond. If this line is relocated, the expense will be charged
to Poudre School District.
6. The Public Service Company reports that there will be a conflict between an existing
natural gas service line and the proposed westerly building addition. Any costs associated with
relocation of this line by the Public Service Company will be charged to the District.
7. The Public Service Company requests that the District supply nameplate B.T.U. data for
any additional gas appliances or other gas -fired equipment that may installed to serve the
additions.
8. The Poudre R-1 grounds crew will be responsible for maintaining the landscaped areas
within the public right-of-way, including along Shields Street.
