We generally recommend 30-40 feet between canopy shade trees, 20-30 feet between coniferous evergreens and 20-30 feet between ornamental trees. Response: Tree quantities have been reduced to address this comment while also maintaining an adequate landscape buffer as required between Sunshine House and the Water Treatment plant buffer. City of Fort Collins Forestry Division is close to reaching the maximum percentage of honeylocust in Fort Collins' urban forest. During the development review process, we see it as an opportune time to educate landscape architects to use fewer honeylocust on plan proposals. There are six honeylocust trees proposed for this site. Please consider decreasing the number of honeylocust trees and incorporating linden, bur or shumard oak and/or accolade elms in your site plans. Response: As discussed during staff review, the Honeylocust were kept at a minimum but were used in order to bring fasdsubstantial shade to the playground areas. Staff agreed the number shown were appropriate for this. Additionally, instead of Austrian pines, which are overplanted in the city, we would recommend incorporating southwestern white, pinyon or bristlecone pines. Response: Austrian Pine has been changed to Southwestern Pine. Since the parking lot is already built, LID is not required for the area of the concrete parking lot. Since the new impervious area for this application is not vehicular, LID will be required for only 50% of the newly added hard surfaces. Substitution of impervious area is allowed, so treating the parking lot instead of the building or playground area is not only allowed, but preferred since this would be a more contaminated surface. Response: An email from Kurt Friesen was sent to Ted on February 19, 2019 that the City has completed an appraisal on the property and will be moving forward with the purchase. The intent is to work through land acquisition and design of the park this budget cycle (2019-20), then request funding for construction of the park in the 2021-22 budget cycle. If construction funding is available and approved, the park could be constructed as early as 2022.
