Maybe they would even break into the houses. I don't feel that we should have to take the risk of this happening. Don't bring this into our neighborhood. 41. We want to keep our neighborhood nice. There is low crime now and we want it to stay that way. 42. Security is a big issue with us. We need to talk more about it, we want assurances that we will be safe. We don't want a jail but we want to be secure in our own neighborhood. 43. We need to know more about the responsibilities and duties of all the staff. We want information on salaries and qualifications. 44. What is the cost of treatment? It varies, as some youth would spend a short time, others would need a lot of attention and stay longer. We could put some figures together. 45. We have gang problems and other problems in all of our neighborhoods. I think that we need to stick together as a neighborhood and try to do something positive for the community. The Jacob Center provides an opportunity to help out a lot of youth who have terrible situations at home. Let's join in the community and be part of the solution instead of part of the problem. 46. Could the facility be a locked facility? Not under Social Services requirements, we couldn't take youth from social services then. 47. What about a huge locked fence all around the facility? 48. I wouldn't want that, it would look awful. 49. What happened to New Beginnings? Not sure, but I think that there was a low patent population, and they were fairly specific with treatment of addiction and substance abuse. 50. These are public supported youth. The Center should look into the marketability of this facility. Will you be able to operate with primarily local youth? This needs to be seriously considered. 51. Did being on a Transfort Route help you decide to locate here? No, we chose this site because of the nature of the existing building. It is set up as a hospital of sorts, with a cafeteria, study rooms, treatment rooms, bedrooms, outdoor and indoor recreation facilities, and it seemed to fit our needs. 52. We need assurances and more information. 30. How soon will there be 40 youth here? What will you do to fill this place? I am worried about youth coming in from all over, just so this place is full and you can make your money. The Jacob Center now turns down youth who do need help now because of a lack of Foster Care homes. There are youth out there right now who could benefit from this facility. We are a local business, not a national franchise. We are concerned about helping the local youth. 31. I want an independent organization to evaluate this program and tell us what the impacts would be. We really need more information and assurances. 32. When do you plan to open? In about 3 months. 33. I want information about Larico, Youth Safe, and crime stats for these youth. 34. Can the Planning Director require the Jacob Center to provide an impact study. We definitely need more information. We will look into this. We will also provide you with more information. We would be willing to hold another meeting, with a working group from the neighborhood to sit down and go over the information and our program in greater detail and try to provide the assurances and information you are looking for. We want to work with the neighborhood. We realize that we will be part of this neighborhood and want to be good neighbors. 35. In previous years, when New Beginnings was in operation, we had thefts and other problems. Since its been closed we haven't had problems. I don't know if the two are correlated. 36. There is some gang stuff going on in the northern part of town. I am worried that this Center will attract more gang members and will create problems. 37. We want to have input on your entry criteria, on your safety procedures, we think you should have a professional security guard on duty at night, among other things. 38. Have you looked at whether you could operate from a financial stand point if you were not full? We are doing some of that analysis now. 39. A kid who wants to escape needs a car and he will most likely get one from our neighborhood. neighborhood. concerns and problems with the Center, in the future. 24. What kind of police response would a run -away from the Center call get? We are (City Police Services) understaffed and that type of call would likely be a low priority response. 25. The Division of Youth Services youth are technically criminals, prisoners right? Yes, some of the youth in the Jacob Center now (we run a placement service and a Foster Care service, not a live in facility) are technically criminals. We have had some success at placing these youth in Foster Care. We feel this live-in facility will be better able to help them, but we don't have any contracts with DYS at this time, although we could in the future. 26. Forty youth to 4 night staff is pretty scary. The youth could easily riot and get away. 27. Is this facility an alternative to jail�for some of these youth? Do these youth want to be here? How successful is this type of program? Yes, the Jacob Center would provide an alternative for some who are not able to go home for whatever reason and for those who would very likely end up in jail if they don't get help. Some may have been in jail because there wasn't any other place for them to go, it was either jail or out on the streets. If they don't want to be here and resist it, we aren't able to help them much. When they see it as an alternative, they are more likely to be successful at getting back on their feet. Success rate is around 70 to 80%. 28. There will be major problems with this facility and the new park in our neighborhood. That park is full of children. We are very worried about introducing this sort of behavior, this element of society into this area. This area is neighborhood is family oriented our kids could really be in danger. There are outdoor activity areas on site for most of the youth to use in a structured environment. The ones who have proven that they are capable of leaving the site on their own, unsupervised, will probably be less of a danger to your children than the troubled kids who already are walking around in all of our neighborhood. 29. We need to know more about the difference between this facility and the New Beginnings facility. I think they are basically the same. combinations such as family problems, social problems, mental problems, addiction, behavior problems, and some have problems with the law. 17. Who pays for their stay here? For the most part these youth are taken care of by public sources, tax payer dollars. When county funds are used, the youth are monitored monthly, or more often. 18. Who regulates what the Jacob Center does? The State Department of Social Services is the licensing authority. 19. How often is a license reviewed? Usually they are reviewed annually. New facilities must meet all current regulations and are reviewed more often if needed. We (the State) also respond to complaints. 20. Will the Jacob Center or the Director take any responsibility for crimes committed by the youth, in our neighborhood? When a neighbor kid breaks a window I can get the parents to pay for it. Not in the sense that you can get us to pay for some damage as if we were the youth's parents. The youth would be responsible or the youth's parents, I suppose. We do carry insurance for liability on our site. 21. I really need to have more assurances for our safety. I need more information about safe guards, steps that can be taken to assure us that this facility will operate as it is supposed to. I want to know who is responsible for what. Staff is trained and is in training all the time to meet the needs of the various youth that might be staying here. There is on going training for emergency situations. Training focuses on prevention of situations which get out of control. We train our staff to anticipate problems, to reach solutions before things get out of hand, etc. 22. Who monitors the Staff? The Director of the Center and the State Dept. of Social Services. 23. Will there be any kind of advisory board that we could participate in? Yes, and the Jacob Center would welcome people from the neighborhood who wanted to sit on this board. We want your input now and we would want to be kept informed about New Beginnings was a substance abuse, alcohol treatment facility for 25 adults and 25 youth. They were very much like our facility in that they treated the addiction and the underlying problems. They did treat adults though. But for the most part, the same kinds of people with similar problems have been is this building for the past several years, since about 1985, or so. 11. I have a problem about the notification process. I think the City should have notified all of the neighbors in this area. We sent out our own letters, that's how most of us knew about this meeting. We all want to be notified of the public hearing. The Planning Department did an extended mailing, but obviously it was not enough. You did the right thing in distributing your letter or our letter to your neighbors. We did post a sign on the corner and there were several notices in the paper. If you write your name and address on the sign up sheet, you will be notified of the public hearing. 12. Have you considered other facilities in town? and other areas of town? Why does this stuff always locate up north, why doesn't this stuff ever go south? We did look at an empty facility south of Harmony, but it was too large. There is another facility like this in the south by Foothills Gateway. This site and building are very much suited to our program. We think this building is ideal for the Jacob Center. 13. Why did you pick our neighborhood? Why not go somewhere else? This is where the existing building is. It would be far better to have this facility occupied than to have it sit empty and attract all sorts of negative elements. 14. We need more information about exactly how this facility will impact our neighborhood. 15. This is your first facility like this, what makes you think you can operate this place the way it needs to be operated? We can provide you with information about the staff, including their backgrounds, resumes, experiences with centers like this, etc. We feel that our staff is highly qualified to operate this Jacob Center. 16. How do you get these youth? Where do they come from? They are referred to use from various sources, from the County social services, from youth corrections, from court referrals, from other agencies such as mental health agencies, private referrals too. There is a range of profiles and many youth ran out the'door in anger, we would go after them to bring them back. The staff is highly trained to handle many different circumstances. They are doing their job when they are able to anticipate problems and situations before they get out of hand. These are not violent youth. Murderers are not allowed to be in a facility like this as a matter of law. 6. How many staff will be here at night? Four awake staff. 7. Have you done a study on what a facility like this does to a neighborhood? Something like an EIS study. would be a good idea. We need to know a lot more information, like what happens to crime in the area, and what about noise, traffic, and other problems. We have not done an official study. There is a facility in the Skyway area by Foothills Gateway that went in not too long ago, there may be some information available about that. The neighborhood there also had concerns. A representative from Police Services said the area was in the County, but that his recollection was that the primary complaint was run a -ways from the facility. There were some auto thefts in the area also. 8. Do you have a "hands -off" policy about restraining these youth? We are wondering how you would stop a youth from running off, isn't there a law about how much you can force someone to stay?. We do run after youth and we do physically restrain them if necessary. It is only used in rare circumstances, but we would attempt to bring them back, and.not let them go off in a fit of anger. We are here to help them and we try to do that and to be here for them when they need it. 9. What happens after lights out at 10:30 pm? I am afraid they would gang up on the four staff people and get out. This is not a prison, and the youth are not locked into their rooms. The windows however, are locked and all rooms face onto hallways with staff stations located at the ends of them. The rooms are visible to the staff. They would be able to see the doors open. The doors of the facility are locked at night, to keep unwanted people out. There is no way out from the individual rooms. This is one of the reasons we liked this building, it is set up to keep track of the "patients" and protect them from unwanted visitors. 10. What kind of facility was New Beginnings? Isn't this the same sort of thing? 4 SUMMARY The following are QUESTIONS, CONCERNS, and RESPONSES expressed at a Neighborhood Meeting for The Jacob Center, an amendment to the New Beginnings PUD. The applicant proposes to locate a treatment facility for youth in the existing New Beginnings building, located at Redwood Road. MEETING PLACE: New Beginnings Building MEETING DATE: August 11, 1993 MEETING TIME: 7:00 p.m. CITY PLANNER: Kirsten Whetstone .COMMENTS, QUESTIONS, CONCERNS 1. We would like to know what the range of offenses are that these youth have committed. Range from shop lifting, burglary, to gang involvement and assault. Not all of the youth are referred from the corrections department. Some come from the Social Services agencies and these youth have not committed these offenses. We will try to provide more information for you on this. 2. Are the youth primarily local or are they brought in from other places? Primarily local and they are sometimes referred to us from other non -local agencies. Our priority would be for local youth. 3. What are the ages of'these youth? Range from 12 to 18. 4. Bringing in from Denver? Some may come from the Denver area, the priority is for local. Our model, or operation, works better for more rural youth than for city or highly urbanized area youth. We have had a youth who originated in the Los. Angeles area, but he was referred to us from a local agency because he was living here at the time. 5. What assurances do we have that these youth will not "act out" in our neighborhood? Maybe it isn't likely, but what if? What about the potential for violent youth, what about murderers? What about the ability of the staff? Yes, it could happen and it is not likely. The youth allowed to leave on their own would not be the "at risk" youth. If a
