ITEM: The Jacob Center for 50 youth at 1225 Redwood Road
APPLICANT: John Carlson and Dan Fenaughty

LAND USE DATA: This is a proposal for a youth and family services agency and
treatment center for approximately 50 youth to locate in an existing building
(old New Beginnings). No exterior changes are being proposed to the building or
landscaping.
COMMENTS:
1. The project will be reviewed as an amendment to the New Beginnings PUD and
will require a public hearing and review by the Planning and Zoning
Board.
2. A traffic impact study will be required with the submittal. This could be
in letter form from a registered traffic engineer. The study should
include a traffic analysis of the proposed use versus the existing use,
looking at trip generation and distribution onto Conifer and College
Avenue.
3.. I will forward any comments from Engineering to you, if Mike Herzig has
additional concerns.
4. A letter, addressed to Glen Schlueter at the Stormwater Utility, should be
included with your submittal. This letter should state what development
will occur on the site, how much impervious surface will change, and
whether stormwater flows will be altered with the project.
5. There are existing wetlands on the property which should not be disturbed
without review and approval by the Planning and Natural Resources
Departments and Stormwater Utility. Future improvements to the detention
pond will be constructed by Stormwater. There is an existing drainage
easement across this property which you should be aware of. ,
6. The Planning Staff will verify that all of the required landscaping has
been installed as per the New Beginnings PUD. Any landscaping which is
not in, will have to be completed prior to issuance of a certificate of
occupancy.
7. A neighborhood meeting will be required on this proposal. Please see
enclosed map which you should use to prepare the "affected property

Review Team on July 6, 1993.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.
