13. The parking lots should be designed with interior landscaping
to soften the large expanse of asphalt surface.
14. The new edges of the expanded campus will require buffering of
existing"uses.
15. New pole -mounted security light fixtures should be High
Pressure Sodium at the appropriate wattage. There should be
no light spillage offsite onto adjacent properties.
16. A neighborhood information meeting will be required.
Final Note: Staff appreciates the three expansion concepts being
brought in for comment at this early schematic stage. At the time
that one of the schematics become selected, and additional details
can be provided, please feel free to schedule another conceptual
review session.

5. The Poudre Fire Authority is concerned about the closing of
Impala Drive. There needs to be two points of access to the
campus and the building. In addition, there needs to be a
continuous drive around lane for the entire building. The
P.F.A. is willing to participate in designing a secured,
limited access that allows access for emergency equipment
only, not the general public. If the two issues of fire
access and water supply are satisfied according to the Fire
Code, then the vacation of a portion of Impala Drive would not
be opposed by the P.F.A.
6. The Transportation Department will require a Traffic Impact
Analysis for the expansion of the high school, parking lots,
and vacation of a portion of Impala Drive. Of particular
importance is to analyze the impact of the street vacation on
the Taft Hill Road/Laporte Avenue intersection. The analysis
must look at the "big picture" and the impacts on the
residential neighborhoods located south of the high school.
The traffic consultant should contact Rick Ensdorff at the
Transportation Department to discuss the scope and parameters
of the traffic study.
7. The implications of vacating a portion of Impala Drive
includes bus turn-arounds, pedestrian safety, designing a
barrier in the parking lot that prevents drivers from being
able to connect from Mulberry to LaPorte.
8. The Transportation Department is interested in ultimately
reducing the number single occupant trips to all high school
campuses. Any methods to encourage carpooling, vanpooling, or
bicycle commuting should be encouraged. Perhaps limiting the
number of parking spaces in the parking lot may discourage
some unnecessary driving to school.
9. The site is located in the West Vine Drainage Basin. The
Storm Drainage Basin Fee is $7,004 per acre subject to
adjustments for the amount of impervious surface and the
runoff coefficient. It is very likely that the expansion will
trigger detaining storm flows onsite before release to the
outfall. A standard Drainage Report and Erosion Control Plan
will be required.
10. The Stormwater Utility has copies of proposed improvements to
the Basin: that are located on the north side of the high
school in the area of the facilities operation. Please
contact Glen Schlueter, 221-6589, for details.
11. The Engineering Department requires the standard submittal of
a Utility Plan set. The extent of offsite impacts must be
investigated and subsequent improvements must be negotiated.
12. If the surveyor discovers a.recorded dedication for Impala
Drive, then the vacation requires two readings by City
Council. It may be that the deed for Impala Drive was granted
but never recorded.
CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: March 29, 1993
ITEM: Poudre High School Expansion
APPLICANT: Poudre R-1 Facilities Department c/o George Brelig,
Robb, Brenner, and Brelig, P.O. Box 251, Fort
Collins, CO. 80522.
LAND USE DATA:
Request to expand the buildings and campus of Poudre High School,
located on Impala Drive, to accommodate a future capacity of 1,800
students. The building expansion would add 110,00 square feet to
the existing 160.,000 square feet. Request also includes vacation
of a portion of Impala Drive, expansion of athletic fields to the
east, and reconfiguration of the parking lot.
COMMENTS:
1. Light and Power Department has a secondary street light
circuit in Impala Drive that powers the streetlights only.
This line is not a primary line and, along with the
streetlights, can be abandoned or re-routed if Impala is
vacated as proposed.
2. The building expansion may require new electrical entrance
capacity and, possibly,•a new transformer. Electrical power
is available to meet the increased demand. In addition, the
location of the transformer and electrical panel can be
relocated, if necessary.
3. There is an overhead power line east of the campus on what
would be the west property line of Ramblewood Apartments.
This line is the source of power for the high school. Future
plans call for this line to be placed underground. This area
is also the location of a 16 inch diameter water line. It
would be desirable to discuss options for providing a utility
easement to allow the electrical line to be buried and still
provide sufficient horizontal separation from the existing
water line.
4. The high school is presently served by a water service that
comes in from the northwest. This service can be abandoned
and upgraded if desired. The existing sewer service is
located on the east side of the building. Again, this
existing main can be upgraded if desired.
