HomeMy WebLinkAboutPOUDRE HIGH SCHOOL EXPANSION SITE PLAN ADVISORY REVIEW - 59 93 - CORRESPONDENCE - CORRESPONDENCE-CONCEPTUAL REVIEW4. The Transportation Department would like to work with the
affected neighborhood to the south on the re -design of Impala
Drive. The concept was raised at the neighborhood meetings
for Impala Village P.U.D. and was initially favorably
received. A traffic impact analysis will be required to
analyze the impact on the surrounding intersections, including
LaPorte Avenue and Taft Hill Road. The contact person in the
Transportation Department is Eric Bracke, 221-6608.
5. Normally, vacation of a public street must be reviewed and
acted upon by City Council. Since there is no evidence that
the District's portion of Impala Drive was ever dedicated, it
becomes questionable that City Council action is required. It
may take some legal action, however, to acknowledge the
reversion of the land back to the District for purposes other
than a public street. It is suggested that the District
contact Paul Eckman, Deputy City Attorney, to discuss the
legal issues.
6. Both the north and south parking lots should have preferred,
designated spaces for carpoolers.
7. A parking area for bicycles should be provided.
8. The site is located in the West Vine Basin. The Storm
Drainage Basin Fee is $7,004 per acre, based on the additional
increase in impervious surface area. A standard submittal,
including Drainage Report, Drainage and Grading Plan, and
Erosion Control Plan, will be required.
9. There is presently a problem with storm flows impacting a
downstream property owner. The expansion.of the high school
should improve, or, at minimum, make no worse, the drainage
impact on this owner. It will be a challenge to provide
stormwater detention on this site. The engineer is encouraged
to consider using surface parking lot detention or under -
parking lot detention in pipes. Parking lot sections could be
divided and separated by barriers to create detention areas.

10. The expansion will be processed as a Site Plan Advisory
Review. Prior to submittal, the Planning Department
recommends a neighborhood information meeting. Please call
the project planner to discuss the notification area,
generation of the mailing list, and the date for the meeting.
The expansion scenarios for Poudre High School were brought
before the Conceptual Review team on March 29, 1993. Please
refer to the comments generated at that meeting to accompany
these comments. If you need another copy of the comments from

LAND USE DATA:
Request to add 105,000 square feet of additional floor area to
Poudre High School and to re -design parking, access, and
circulation, including re -alignment of a portion of •Impala Drive.
Access to remain from both Mulberry Street and LaPorte Avenue but
"through" traffic restricted to emergency vehicles only.
COMMENTS:
1. The primary electrical line on the north side of the building
may have to be relocated, at the District's expense. If there
is to .be an increased electrical capacity, then development
charges will be applied to the increase over and above the
present capacity. Please coordinate with Light and Power if
there is to be a relocation of the transformer. Transformers
must be accessible from at least one side by hard surface for
a line truck. Since a public high school has particular
security needs, the District may elect to totally enclose the
transformer. If so, the enclosure must meet the clearance
specifications of the Light and Power Utility. For further

2. The front addition will be over a sewer main and the rear
addition will be over a water main. The relocation of these
mains should be coordinated with the Water and Wastewater
Utility. For further information, please contact Mark Taylor,
221-6681.
3. The Poudre Fire Authority is willing to work with the District
to design a controlled access between the north and south
parking lots for emergency equipment only. If necessary, such
controlled access can be operated by a parking lot attendant
during peak times to allow limited trips to cross from north
to south. .
