species such as mule deer (Odocoileus hemionus), coyote (Canis latrans), striped skunk
(Mephitis mephitis) and red fox (Vulpes fulva) may be common.
2.2 Wetlands
Two wetlands were delineated on the property in accordance with the Regional Supplement to
the Corps of Engineers Wetland Delineation Manual: Great Plains Region (Version 2.0). One
wetland occurs along the southern margin of the Larimer Weld Canal; the second wetland
measuring 0.04 acres is located on the northeastern portion of the site within the drainage swale.
Several other areas within the bottom of the drainage swale that supported hydrophytic
vegetation were also tested for wetland status but did not have hydric soils indicators and
therefore do not meet the U.S. Army Corps of Engineers definition of wetland.
Wetland vegetation within the Swale included threesquare (Schoenoplectus pungens), Baltic rush
(Juncus balticus), meadow fescue (Schedonorus pratensis), prairie cordgrass (Spartina
pectinata), inland saltgrass (Distichlis spicata) and scratchgrass (Muhlenbergia asperifolia). The
transition to upland status was marked by a shift in dominance to smooth brome (Bromus
inermis) and western wheatgrass (Pascopyrum smithii).
According to the U.S. Fish and Wildlife Service National Wetlands Inventory, there are no
wetland types within the interior, of the Property. The Larimer and Weld Canal is classified as
Riverine, Intermittent, Seasonally Flooded, Excavated (R4SBCx). Wetland features and
associated 50-foot buffer are indicated on the Wetlands Map in Appendix A. Wetland data forms
are provided in Appendix C.
2.3 Prominent Views
The property is accessible to the general public via a concrete trail that extends from a cul-de-sac
on the western end of Celtic lane south past Waterglen place then west towards Elgin Court. As
viewed from this trail, .open meadows of the property appear in the for while the Front
Range appears in the background when looking west. Views of the Budweiser plant can be seen
to the north.
2.4 Native Trees and Vegetation
Native landscape vegetation is a minor component of the total cover on the Property. Common
native tree species are lanceleaf cottonwood (Populus x acuminata), blue spruce (Picea
pungens), ponderosa (Pinus ponderosa), juniper (Jumperus scopulorum), green ash (Fraxinus
pennsylvanica), box elder (Acer negundo), linden (Tilia americana) and honey locust (Gleditsia
triacanthos). Herbaceous native vegetation includes hairy goldenaster (Heterotheca villosa) and
foxtail barley (Hordeum jubatum). Native hydrophytic vegetation include include threesquare,
Baltic rush, meadow fescue, prairie cordgrass, inland saltgrass and scratchgrass.

Waterglen
Ecological Characterization Study
1.0 Project Background
The proposed Waterglen cooperative solar garden project will construct a ground -mounted, 50-
150 kW solar array that will be part of the City of Fort Collins SP3 program. The property is
located in the neighborhood north of East Vine Drive and west of Interstate 25 in Fort Collins,
Colorado, at the end of Waterglen Place. Local residents will purchase solar panels and receive
disbursements from the solar cooperative formed. The cooperative will sell solar energy to the
City of Fort Collins through the SP3 program. Sandbox Solar, in cooperation with resident of the
neighborhood, has organized an application to the Vibrant Neighborhoods Grant program to
make additional improvements to the property such as a native plant and bee garden, benches
and educational kiosks. Fencing as required by the City of Fort Collins will be included in the
project.
The project area is an open field with scattered trees situated between three dead end streets; the
Larimer and Weld Canal flows along the border of the northern and western property boundary.
Cooper Slough originates from the canal and is a drainage swale that collects runoff from
adjacent residential developments.
2.0 Ecological Characterization
The elements of the Ecological Characterization Study are summarized in this section in the
order listed in Section 3.4.1 (D) (1) of the Land Use Code. Site maps are provided in Appendix
A; site photos are provided in Appendix B. Photo points are indicated on the Natural Features
Map in Appendix A.
2.1 Wildlife
Due to the property's suburban location and human disturbance level, wildlife value is moderate.
The property consists of landscape trees, most of which are less than six inches in diameter, and
other native and non-native short- and mixed -grass prairie species. Most wildlife use can be
expected to be transitional as animals travel along the Larimer and Weld Canal to the west and
north and to the south toward Rabbit Brush Park. Seasonal and/or year-round use can be
expected by a number of avifauna including American robin (Turdus migratorius), northern
flicker (Colaptes auratus), mourning dove (Zenaidura macroura), western kingbird (Tyrannus
verticalis), magpie (Pica pica), killdeer (Charadrius vociferus), swallow, crow (Corvus
brachyrhynchos) and raven (Corvus corax). Raptors would probably utilize the site primarily for
hunting rodents and small birds, especially during the warmer months.
Mammals such as mice, voles, fox squirrel (Sciurus niger) and eastern cottontail rabbit
(Sylvilagus floridanus) and raccoon (Procyon lotor) could utilize the property year round. Given
the property's location adjacent to Larimer and Weld Canal and nearby agricultural areas,

This report is submitted to satisfy the requirements to Section 3.4.1 (D) (1) of the Land Use Code
of the City of Fort Collins regarding the preparation of an Ecological Characterization Study
(ECS). This report was required by the City of Fort Collins Community Development and
Neighborhood Services Department because the property is within 500 feet of the Larimer and
Weld Canal.
The site was visited by Matt Tobler and Craig Severn with Blue Mountain Environmental
Consulting on July 23, 2018. Two wetlands were identified; one is situated on the bank of the
Larimer Weld canal and a second is located in a drainage near the northeastern comer of the
property. Wetlands were delineated and flagged in accordance with U.S. Army Corps of

2.9 Wildlife Migration Corridors
Most wildlife migration through the area can be expected to move along the Larimer and Weld
Canal or south through Rabbit Brush Park towards Box Elder Creek
2.10 General Ecological Functions
The property is a drainage swale situated at the origin of Cooper Slough, which conveys runoff
water south towards Boxelder Creek and the Poudre River. It also abuts the Larimer and Weld
Canal and as such has value as a corridor for wildlife moving east, west and south. There are
approximately 50 trees (most of which are less than six inches in diameter) that provide roosting
habitat, vertical structure, escape and thermal cover to a variety of mammals and birds. The
understory is dominated by smooth brome, an exotic, perennial species with good forage value.
There are several small areas that support wetland vegetation one of which qualifies as a wetland
in accordance with U.S. Army Corps of Engineers methodologies. Areas of wetland vegetation
are confined to the bottom of the swale. Non -wetland areas supporting hydrophytic vegetation
will likely develop wetland status given sufficient time and moisture. Three noxious species are
present as are numerous other early seral species. The general ecological function is good.
2.11 Timing of Development in Relation to Ecological Character
The primary concern for the timing of development is protection of migratory birds. Under the
Migratory Bird Treaty Act of 1918, it is unlawful for anyone to take, possess, import, export,
transport, sell, purchase, barter or offer for sale, purchase or barter, any migratory bird or the
parts, nests or eggs. Avoid removing trees between April 1 and August 15.
2.12 Mitigation Measures
Blue Mountain Environmental Consulting recommends the following mitigation:
• Cluster the solar garden in uplands near other developments and away from the Larimer
and Weld Canal.
• Re -seed disturbed soils with native xeric cool- and warm -season grasses and forbs.
• Manage any noxious species that proliferate as a result of site disturbance with
mechanical, cultural or chemical means.
3.0 Conclusions and Recommendations

There are 16 blue spruce and 13 lanceleaf cottonwood trees that are greater than six inches in
diameter. All other native trees are less than six inches in diameter.
2.5 Non-native Trees and Vegetation
Non-native (exotic) forb and grass species dominate the understory on the property. Exotic
species include field bindweed (Convolvulus arvensis), Canada thistle (Cirsium arvense), curly
dock (Rumex crispus), leafy spurge (Euphorbia esula), kochia (Bassia scoparia), dandelion
(Taraxacum off cinale), yellow sweet clover (Melilotus officinalis), yellow salsify (Tragopogon
dubius), orchard grass (Dactylic glomerata), smooth brome (Bromus inermis), crested
wheatgrass (Agropyron cristatum), meadow fescue (Schedonorus pratensis) and cheatgrass
(Bromus tectorum). It should be noted that field bindweed, Canada thistle and leafy spurge are
State -listed noxious species.
2.6 Bank, Shoreline and High Water Mark of Perennial Water
According to FEMA Map Panel (08069C0979H), the property is a floodway and moderate- and
high -risk floodplain within the City of Fort Collins Floodplain
(http://www.fcgov.com/utilities/what-we-do/stormwater/floodin /floodplain-maps-documents,
accessed on July 23, 2018). There are ordinary high water marks and top of bank features
associated with the Larimer and Weld Canal that are easily identified in the field.
2.7 Sensitive and Specially Valued Species
There are no known occurrences of or habitat for sensitive and specially valued species on the
property. The property does not have habitat for Preble's meadow jumping mouse (Zapus
hudsonius preblei), Ute lady's tresses orchid (Spiranthes diluvialis) or Colorado butterfly plant
(Gaura neomexicana ssp. coloradensis).
2.8 Special Habitat Features
Special habitat features include the Larimer and Weld Canal, the origin of Cooper Slough,
numerous coniferous and deciduous trees and a small wetland. The Larimer and Weld Canal
flows along the west and north edge of the property and is identified as an aquatic habitat on the
Natural Features Map in Appendix A. The canal adjoins a wet meadow to the south with
reasonably good connectivity south towards Box Elder Creek.
