HomeMy WebLinkAboutPHELPS TOINTON MINOR SUBDIVISION AND IL SITE PLAN REVIEW - 47 93 - CORRESPONDENCE - CORRESPONDENCE-CONCEPTUAL REVIEWIt requires two readings by City Council and is subject to the two week appeal period. This is a separate process that takes 8 to 10 weeks and can be processed concurrently with the I-L Site Plan Review. Please refer to Chapter 7 (4) of the Development Manual and contact Kerrie Ashbeck, Civil Engineer, 221-6750, for further details. 17. In order to process the street vacation, the Engineering Department will require that the 12 acres be replatted so that it is clear that no remaining lots will need to gain access from Logan Court. It is suggested that plat indicate a two lot subdivision. The replat will simplify the platting of new required easements and public right-of-way and vacation of old unneeded easements. The replat will be processed as a Minor Subdivision and reviewed concurrently with the I-L Site Plan Review. Please refer to Chapter 5 (4) of the Development Manual for submittal requirements for a Minor Subdivision. 18. The Street Oversizing Fee for the proposed use is $5,252 per acre, pro -rated based on the amount of land being developed. This fee is payable at the time of building permit issuance. For an explanation of this fee, please refer to Chapter 8 of the Development Manual. For further details on this fee, please contact Matt Baker, 221-6605. 19. A traffic impact analysis will be required. The impact on the Lemay/Buckingham intersection must be analyzed. The applicant should be prepared to supply data on truck traffic anticipated to serve the site. It may be necessary to make an estimate as to the proposed use on the easterly half of the property. The selected traffic consultant should contact Rick Ensdorff1 221- 6608 to discuss the parameters of the study. For further information, please refer to Chapter 7 (6) of the Development Manual. 20. In conclusion, the application will include an I-L Site Plan Review, a Request to Vacate Public Right -of -Way, a Minor Subdivision, Traffic Impact Analysis and Utility Plans and Drainage Report. All of these documents should be consolidated into one formal submittal package. All documents must be reviewed and approved by the appropriate City departments and City Council prior to issuance of a building permit. line supplying the fire extinguisher system must be placed within a dedicated easement. The Poudre Fire Authority requires the submittal of a Hazardous Material Impact Analysis Checklist to determine quantities of flammable liquids. Again, if threshold quantities are exceeded, then a complete Hazardous Material Impact Analysis will have to be submitted. Please refer to Chapter 10 of the Development Manual. 11. The site is located in the Dry Creek Drainage Basin. The Storm Drainage Basin .Fee is $4,043 per acre subject to the amount of impervious surface, the amount of stormwater detention, and the runoff coefficient. A standard Drainage Report, Drainage and Grading Plan, and Erosion Control Plan will be required at the time of submittal of the I-L Site Plan Review.. 12. The site is located at the edge of the Poudre River floodplain. Consequently, the building must be elevated 18 inches above the base flood elevation or equipped with floodproofing construction at all doors and openings. Or, as an option, the building may be elevated to the height of the base flood elevation and also equipped a some amount of floodproofing. Onsite stormwater detention is required with releases at the historic rate. 13. A storm sewer system will likely be required. Since Van Works also needs to provide a storm sewer, it seems that a joint system would be efficient. As an interim measure, a retention pond may be considered. Buckingham is classified as a "collector" street with 50 feet of pavement contained within 68 feet of dedicated public right-of-way. The developer is obligated to construct half of the "local" street portion along the Buckingham frontage of the property. This includes approximately 18 feet of pavement, 4 foot sidewalk, curb, and gutter. The City will financially participate with the developer to construct the City's portion of the "collector" street so that half of a street is not built. This reimbursement to the developer will be specified in the Development Agreement made between the City and the developer. 15. A design for improving Buckingham has been approved and is on record with the City of Fort Collins Engineering Department. The developer's engineer should update this design based on current standards. 16. The Engineering Department will coordinate the vacation of a portion of Logan Street. A vacation of public right-of-way the site would run underground on the south side of Buckingham. The location of the electrical transformer must coordinated with Light and Power. Access to the transformer must be from a hard surface for emergency change -out. The other three sides of the transformer should be screened with landscape material or enclosed, subject to the specifications of Light and Power. There is a 12 inch diameter water line in Buckingham and a 6 inch diameter water line adjacent to the west property line. Water service may be gained from either main. If the 6 inch main is to be used, a 15 wide utility easement must be granted on the developer's side of the west property line. 5. There is a 24 inch diameter sewer line located approximately 300 feet west of the subject property. The developer would have to extend this main to the property line, provide a manhole, and then run a service line to the building. 6. For information regarding tap fees for water and sewer, please refer to Chapter 8 of the Development Manual. All public improvements regarding the water and sewer system must be shown on a set of "Utility Plans" as described in Chapter 7 of the Development Manual. For other questions, please contact Mark Taylor, 221-6681. 7. The City of Fort Collins Building Inspection Division will review this application according to the 1991 Uniform Building Code. This Division cautions that, given the proposed size, the building cannot be built as an "H" (Hazardous) occupancy. In order to remain classified as a business use, there must be an engineered dust collection system. An independent engineer, not the installer or manufacturer, must verify to the City that dust collection system is capable of handling at least one cubic foot per thousand in order to keep the dust below a certain threshold. 8. Since there will be painting and varnishing, the developer must provide the material safety data sheets of all flammable liquids. Information will be needed on quantities expected to be stored and the method of storage. If the stored amounts are less than a certain threshold (as defined by the U.B.C.), then special containment areas may not be needed. The Poudre Fire Department will require at least one fire hydrant to be placed along Buckingham. It may be necessary to provide an additional hydrant onsite depending on the layout of the building, drive -around access, and water pressure on the automatic fire extinguisher system. Any water service CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: June 7, 1993 ITEM: Southwest Corner of Lemay and Buckingham APPLICANT: Mr. Tim Brown, Phelps-Tointon Mill Work, 125 Air Park Drive, Fort Collins, CO. 80524. LAND USE DATA: Request to construct a 40,000 square foot manufacturing facility, with 5,000 square foot office area, on existing platted lots of The Replat of North Lemay Subdivision, Second Filing. Total site area consists of 12 acres. Proposed improvements would be on the westerly six acres. Easterly six acres is reserved for future development. COMMENTS: 1. The proposed use is allowed in the I-L, Limited Industrial Zone District. The development of the property must be processed and reviewed as an I-L Site Plan Review, with final approval by the Planning Director in an administrative hearing. The request does not have to go the Planning and Zoning Board. Please refer to Chapter Six (5) of the Development Manual for details on the submittal requirements for this type of special review. 2. The development must comply with the requirements of the Zoning Code. The building must be setback from the front (north) property line by a minimum of 30 feet. Since Buckingham is classified as a collector street, there must be a minimum of 50 feet of landscaped area between building and the sidewalk. (Generally speaking, this will mean the parking lot will have to be on the side or rear of the building.) The parking lot must be provided with 6% interior landscaping in the form of islands. If the edge of the parking is adjacent to a property line, then the parking lot must be screened with a five foot wide buffer strip. The parking lot, circulation drives, loading zone, etc., must be of hard surface, not gravel.
