>Access is required to within 150ft of all portions of the exterior perimeter of the
structure. This cannot be measured from Drake Avenue because it is classified
as an arterial street therefore a Fire Lane will be established in the drive aisle of
the parking area closest to Drake Avenue to provide this access. It can extend
from the main entrance from Drake Rd, along the south drive aisle and exit onto
Drake Rd at the west end of the parking lot.

05/01/2019: INFORMATION ONLY:
No Comment from Erosion Control. Based upon the submitted Planning
Materials it has been determined that this project; will disturb less than
10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes
(greater than 31-1:1 V) within or adjacent to the project, and is not part of a
larger common development that will or is under construction. Therefore, no
Erosion Control Material submittal is needed. If this project substantially
changes in size or design where the above criteria now apply, erosion control
materials should be submitted. Though the project at this time requires no
erosion control material submittal, the project still must be swept and
maintained to prevent dirt, saw cuttings, concrete wash, trash & debris,
landscape materials and other pollutants from the potential of leaving the
site and entering the storm sewer at all times during the project in
accordance with City Code 26-498. If complaint driven or site observation of
the project seem not to prevent the pollutant discharge the City may require
the project to install erosion and sediment control measures. Nearby inlets
that may be impacted by the pollutants, in particular dirt, should be
protected as a good preventative practice and individual lots should be
protected from material escaping onto the sidewalk. If at building permit
issuance any issues arise please email erosion @fcgov.com to help facilitate
getting these permits signed off.

An on -site meeting occurred on 10/26/2017 with project planner Kai Kleer. At
this time, the location of the wireless device was in a different location. On this
proposal, the wireless device is proposed between two existing trees. Please
schedule an on -site visit with City Forestry to obtain existing tree inventory and
mitigation information for the trees in close proximity to the wireless device. This
meeting should occur prior to next submittal. Tree inventory and mitigation
information should be displayed in a table on the landscape plan. All existing
trees should be labeled as EXISTING TREE TO REMAIN AND BE
PROTECTED. In addition, please include the City of Fort Collins Tree
Protection Notes to the landscape plan, which are available from City Forestry
(Molly Roche Z mroche@fcgov.com).

This comment reflects the requirement found within the ECS memo to conduct a
raptor survey along Spring Creek if construction is to occur any time during the
nesting season (February 15 through July 15). If construction is scheduled to
coincide with the nesting season, the survey should be conducted two weeks
prior to the start date of the project. The primary concern for the timing of development
is protection of nesting birds adjacent to the Property. If construction does not coincide
with the nesting season, a raptor survey is unnecessary.

Thank you for providing the Arborist Letter from Tree Top Inc. Based on their
recommendations, site analysis, and EAB (Emerald Ash Borer) management
options to consider, City Forestry suggests the removal of the two existing Ash
trees and requires mitigation trees to be planted in this same area for
screening. Removal of these two trees qualifies for a total of 3 mitigation trees
to be planted back on -site and in the same general location to provide
screening around the monopine. The mitigation trees shall be evergreen trees
upsized to 8 ft height. The following species are acceptable: Southwestern
White Pine, White Spruce/Black Hills Spruce, or Ponderosa Pine. Please
include the new planting locations on the plan and include the trees in the
proposed plant list (see comment 3 for more details).
Response: These 2 trees are now shown as removed and the 3 new trees are depicted as the replacement

City Forestry visited the site on 1/9/19 to obtain existing tree inventory and
mitigation information (see attached). We are having a hard time picturing the
monopine fitting in this tight space between the two Ash trees without some
potentially extensive pruning done to both trees. We would like the applicant to
consult a local, licensed, and certified arborist to evaluate if the two Ash trees
can be sufficiently pruned in order to accommodate the monopine structure and
installation. Another point to consider is that this species is susceptible to the
invasive pest, Emerald Ash Borer (EAB). Although EAB has not yet been
detected in Fort Collins, the threat is imminent and all Fraxinus species will
quickly die if left untreated. Has the property owner expressed interest in
treating these trees for EAB (which would be every 2-3 years for the life of the tree)?

If a wireless telecommunication facility or ground -mounted wireless
telecommunication equipment has frontage on a public street, street trees shall
be planted along the roadway in accordance with the policies of the City Forester."
Though my previous comment stated landscaping would be needed on the
south side of the structure to satisfy this requirement, we can eliminate the need
for landscaping due to the sloping terrain and potentially low visibility from
Drake Road Right -of -Way.
As with any landscape plan, please include our Standard Landscape Plan
Notes and plant list (see redlines).
Response: 5-30-19. A revised landscape design has been added to the updated drawings. These revisions
coincide with the intent as noted above.
12/27/2018 BEFORE HEARING: Please include a landscape plan that
includes landscaping around the base of the enclosure. Landscape plan should
include plant material on the east west and south side of the structure.
Landscaping bed should be a minimum of 7-9 feet wide and contain a
combination of shrubs both coniferous and deciduous. The plan should also
indicate the installation of four trees that are missing from the two landscape
islands on the east portion of the site.
See section 3.2.1 and 3.8.13(C)(4) for reference information.

information about the antenna socks. However, as mentioned in the previous
comment, please make sure that the tower demonstrates a simulated bark
texture that is not just painted brown. For an example that has been previously

Response: Please see updated plans with notes on the tower as noted above. Also we have supplied the
City with a sample board of the proposed bark and needles that will be used for this structure.

04/25/2019 BEFORE HEARING - UPDATED: Thank you for updating the plan set to include
the missing trees from landscape islands located on the east side of the site.
The intent of the landscape bed on three sides of the structure was to satisfy two
requirements. I'll try to clarify as best as possible below:
3.2.1(5)(e) states, "parking bays shall extend no more than fifteen (15) parking
spaces without an intervening tree, landscape island or landscape peninsula."
The comment from first round of review in regards to a minimum of 7-9 feet
speaks specifically to this standard and would bring the immediate area of
impact into compliance (see redlines).
The second standard under 3.8.13(C)(4) states, "Landscaping . Wireless
telecommunication facilities and ground -mounted wireless telecommunications
equipment may need to be landscaped with landscaping materials that exceed
the levels established in Section 3.2.1, due to the unique nature of such
facilities. Landscaping may therefore be required to achieve a total screening
effect at the base of such facilities or equipment to screen the mechanical
characteristics. A heavy emphasis on coniferous plants for year-round
screening may be required.
