HomeMy WebLinkAboutFTC RAMS CROSSING WTE VERIZON - BDR180027 - SUBMITTAL DOCUMENTS - ROUND 3 - RESPONSE TO STAFF REVIEW COMMENTS04/05/2019: FOR APPROVAL: Some of the sheet numbers in the sheet index do not match the sheet numbers on the noted sheets. See redlines. All plans sheets will be 24" x 36". Sheet numbers in the sheet index have been updated as new pages have been added. (domestic, fire, and irrigation), a fire hydrant, and a stormwater system; it does not appear this is located in the vicinity of the existing wastewater service. Ideally, I would also like to see the water and wastewater main shown in Prospect for reference when fiber is brought to the vault. Site plan has been updated to include existing utilities. Verizon is only responsible for the installation of underground fiber on the property from the proposed fiber vault to the equipment on the building. Only after the project has been permitted (land use and building permits) Verizon is then able to put out the project for bids by the local exchange carriers for delivering fiber to the proposed vault from their existing network. As such, we cannot depict or guess where connections may ultimately be located. The LEC who wins the award to bring fiber to the site is fully responsible for creating additional plans, submitting for permits, and working on solutions to prevent any conflicts with existing on -site utilities. If the awarded LEC cannot get to the proposed Verizon fiber vault without conflicts, than the work will either be reassigned to a different LEC or Verizon will relocate the proposed fiber vault to a location that does work. At this time and based on the architects interactions with the LECs, the proposed fiber vault is located in the best possible location for any of the LECs to connect to. At some point since the last set of drawings, those conversations and additional site visits focusing in on the existing house panel's capacity has resulted in proposing new electrical service. This comes in the form of a new transformer that will have underground power to the building with a new service meter installed on the north side of the building's wall. Details are noted on Z-1, Z-9, Z-11, and Z-12. A site plan is required verifying the required Emergency Access Easements. This site plan should also indicate the best access to the proposed roof installation. Please verify that all existing trees on -site will be retained and protected. Add a note to the site plans that state: EXISTING TREES TO REMAIN AND BE PROTECTED. Additionally, please add the City of Fort Collins' Tree Protection Notes to the plan. These plans are available from the city planner or from Nils Saha at Forestry (nsaha@fcqov.com). If there is anticipated tree impact, please contact City Forestry to schedule an on -site meeting to obtain tree inventory and mitigation information. This should be completed prior to the next round of review. Notes have been added to Z-1 and Z-8 indicating that all trees to remain and be protected. I understand getting this information is in process and this submittal was pushed forward to address more significant project concerns that may render this request irrelevant. I will look for existing utilities to be shown in a future submittal. 08/20/2018: Please locate existing utilities including fiber, water, wastewater, and stormwater and show on the site plan. Where will the proposed fiber vault connect to existing fiber? Also identify how any conflicts will be addressed. Note: it appears the proposed fiber is in the vicinity of 3 water services 3 Comment Number: 7 Comment Originated: 03/19/2019 03/19/2019 FOR APPROVAL: The south facing antennas appear to be unscreened and there is some concern that the mounting brackets or cables will be visible from public view. Three fiberglass screens that closely follow the shape of each antenna may be the best solution to ensure full screening (see sheet Z-2 for example illustration). More discussion will be needed to see if what the best alternative is going forward. South facing antennas now have fiberglass screening around them to further disguise their mounting on the building wall. This is noted on PH-2, Z-2, Z-5, and Z-7. Previously these antennas were placed inside a screening structure in the southeast corner of the building. They were relocated due to comments and concerns from Historic Preservation regarding the affects of the screening structure on the east fagade of the building. Not all antennas could be relocated to this south facing wall in the southwest corner of the building. Verizon sacrificed three antennas in order to make this solution work. Other penthouse screens and wall mounting options were considered, but after hearing property owner, Historic Preservation, and Radio Frequency Engineering concerns, it is clear that the mounting of antennas on this specific wall is the only option left on the table that will meet everyone's expectations while removing everyone's concerns. We hope that the additional fiberglass screening around the antennas is helpful. I am presuming that it is from the property owner to Verizon, but would want to confirm. This indication will be helpful in case another agency is anticipating that this easement interest is public and being conveyed to the City. 08/31/2018: The plans do not show any potential easement dedications to the City as part of the project. Please provide a landscape plan for the area of impact. More detail will need to be provided on how the underground fiber will be run on the site. It appears to through a fair amount of landscaping and under a walkway. Landscape plan has been added and area of impact has been clarified. Additionally, the proposed underground fiber run has been adjusted so that there is less impact than previously depicted. Comment Number: 6 Comment Originated: 03/19/2019 03/19/2019 FOR APPROVAL: Please continue design of the lap siding and windows into the rooftop antenna screen (see redlines on sheet Z-6 and Z-4). The cornice treatment can be as simple as a 1"*' to help match the architectural style of the building. Lap siding and windows has been added to the rooftop screen instead of the matching brick material. These improvements are further clarified on sheets PH-1, Z-4, and Z-7.
