the easements on the plan set. Please add additional information to the
easement description that says who the easement is being dedicated too and
who it is from, for example, "Access Easement - Property Owner to Verizon". If
an easement already exists, a reception number under the easement label
would be helpful also. For example, "Utility, Access and Shared Parking
Easement - Reception Number 20120061363' .

20181 FC CODE ADOPTION
Poudre Fire Authority and the City of Fort Collins (Town of Timnath, Larimer
County) are in the process of adopting the 2018 International Fire Code. Code
adoption is anticipated in early 2019. Building plan reviews shall be subject to
the adopted version of the fire code in place at the time of plan review submittal
and permit application.

It appears that installation of a fiber run may impact the root system of
surrounding trees on the south side of the building. Please work with forestry to
establish determine the least impact approach to installing the fiber run from
street to building.
Applicant has met with Forestry to discuss alternative routes to limit the overall impact. The result of this meeting led to additional
discussions with architect and Verizon. Ultimately, we've decided to revise the proposed fiber route to head west of the building
instead of south from the building. This will remove impacts to root systems of surrounding trees and avoid concerns of disrupting
the existing detention pond and drainage easement that was mentioned by other staff.

Rooftop installation would be best in this situation. The projection of the
antennas are not within the architectural character of the building. A louvered
rooftop screen may be best (see sheet Z-3 and Z-4 as an option).
Verizon has previously considered a rooftop installation since it would include additional height and improve line of sight past trees
and other obstacles that may create signal interreference. However, property owner, Walmart, was not open to the idea of rooftop
equipment. Verizon also entertained installation of antennas on existing light poles in the parking lot near the required service
locations. Walmart was not open to this design either. This means the only viable design on the property is the mounting of
equipment on the existing building walls. As discussed at the 1 sl staff review meeting, Verizon's proposed standoff mount is as flush
to the wall as technically feasible even though on paper it may not appear this way. This is partly because a minimum of 12" is
required to obtain the required azimuth or direction of service and partly because the existing parapet molding requires another 12"
to avoid contact. Verizon's intent at this location was to avoid the main side of the store, co -locate on an existing structure, and
blend in with existing architectural elements/design. Ultimately, the general public is likely to view these two standoff antennas as if
they are lighting/security features, and my guess is that most people don't even notice them at all despite the 24" standoff.

No Comment from Erosion Control. Based upon the submitted Planning
Materials it has been determined that this project; will disturb less than
10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes
(greater than 3H:1 V) within or adjacent to the project, and is not part of a
larger common development that will or is under construction. Therefore, no
Erosion Control Material submittal is needed. If this project substantially
changes in size or design where the above criteria now apply, erosion control
materials should be submitted. Though the project at this time requires no
erosion control material submittal, the project still must be swept and
maintained to prevent dirt, saw cuttings, concrete wash, trash & debris,
landscape materials and other pollutants from the potential of leaving the
site and entering the storm sewer at all times during the project in
accordance with City Code 26-498. If complaint driven or site observation of
the project seems not to prevent the pollutant discharge the City may require
the project to install erosion and sediment control measures. Nearby inlets
that may be impacted by the pollutants, in particular dirt, should be
protected as a good preventative practice and individual lots should be
protected from material escaping onto the sidewalk. If at building permit
issuance any issues arise please email erosion @fcgov.com to help facilitate
getting these permits signed off.

04/0212019: The new fiber equipment near the south end of the building is
located in a detention pond and a drainage easement. This location could
disrupt the flows into the pond and reduce the pond's volume. Mitigation will be
required for any impact.
Because of concerns with fiber installation near trees and through the drainage easement, the fiber route has been revised. This
new route will completely avoid the detention pond and drainage easement.

Your plans indicate that your plan is to install a submeter to track your power
consumption. Light and Power is in the process to request a change in code to
disallow master metering for commercial services. Please consider a back up
plan for installing a separate City of Fort Collins owned meter if these code
changes take place before your project happens.
Architect has discussed the project with Light & Power directly to address questions and comments. Upon completion of the
discussions, Light & Power agreed that if no additional service is required than no additional utility easements will be required.

There are existing trees on site, a few of which are fairly close to the proposed
easement. What are the projected impacts to the trees? Please schedule an
onsite meeting with City Forestry to obtain tree inventory and mitigation
information. Existing significant trees should be retained to the extent feasible.
This meeting should occur prior to the next round of review.
Applicant met with Forestry to discuss proposed fiber route and potential impacts. As a result of that meeting, we have revised the
proposed fiber route. The final location is in a gap between existing trees.
