The proposed site will not add an additional work light will add inside the screened equipment area and therefore the light when turned on at night (if needed for maintenance) will be blocked by the screens. Response to Traffic Operations Comments from Conceptual Review: 1. No comment needed. Response to Technical Services Comments from Conceptual Review: 1. Please see 1A attached. AT&T needed to either build a tower or be on a rooftop. Because options where limited to build a tower or with rooftops or landlords contacted did not show interest in entering into an agreement with AT&T, AT&T only had two possible landlords willing to work with AT&T. 2900 South College which is the proposed site and 2601 South College Avenue (Mazda dealership) which is a proposed development that was under development and timing for AT&T was determined to be to lengthy. a. The Foothills Mall and 3330 South College (slimline pole) locations would not provide the coverage objective because it is to far south. The coverage focus is needed to be as close to College & Drake intersection as possible. b. Attached is the Propagation map. 3. The site will have all antennas and equipment on the roof. No landscaping will be needed or affected. Response to Engineering Development Comments for Conceptual Review: 1. The proposal is a rooftop application and the site will not generate additional traffic patterns. 2. The electrical will becoming from the electrical panel in the basement. AT&T will be bringing fiber from the ROW to the building under the landlord's ground. Please seethe attached survey and drawings showing the route to be taken. Response to Fire Authority Comments from the Conceptual Review: 3. AT&T will post the appropriate signage as needed. 4. AT&T complies with all Federal, State and Local jurisdiction and will notify Poudre Fire before installation occurs of any batteries. At the time of Construction Drawing submittal for BP all information will be presented in the Construction Drawings regarding batteries. Response to Electric Engineering Comments from Conceptual Review: 1. The electrical will be pulled from the existing panels in the building and a separate sub -meter will be added. Fort Collins Power and Light will be notified, and the proper permits will be submitted. A load study will be performed. AT&T conforms to all Federal, State and Local permits. 2. A monthlong load study will also be performed to insure proper electrical draw. Response to Water -Wastewater Engineering from Conceptual Review: 1. AT&T does not use water or wastewater when installing or operating wireless communications. sites. Response to Stormwater Engineering Comments from Conceptual Review: 1. AT&T will be installing on a rooftop. No erosion control will be needed. Response to Forestry Comments from Conceptual Review: 1. Please see attached survey showing location of existing trees. Because the site is a rooftop site the existing trees will not be affected. AT&T will not be adding trees or landscaping to the rooftop site. Response to Environmental Planning Comments from Conceptual Review: 1. The proposed site is a rooftop site therefore no landscaping will be added, or existing landscaping will be not impacted. Both where rejected by AT&T RAN (Radio Access Network)/RF Design Engineer. 1. Crown Castle 3300 South College Avenue. 60-foot monopole. Contacted Jessica Terrell (and Mary Claire Rasmussen) back in April 2018. Site is a monopole. The site was rejected by engineering as too far south to meet AT&T coverage objective. 2. Crown Castle 2121 South College Avenue. 85.42-foot monopole. Contacted Jessica Terrell (Mary Claire Rasmussen) back in April 2018. Site is a flag pole and was rejected by AT&T engineering as too far north to meet the AT&T coverage objective. 3. AT&T did talk to Fort Collins Power and Light about collocating on the transmission poles but was denied. 4. There are no other existing poles or colocation opportunity that are in the AT&T coverage area. • Conceptual Review Comments from Fort Collins staff: • Thumb Drive with soft copies of enclosed documents The next few pages are AT&T comments from the Conceptual Review notes dated 5.2.19 Response to Planning Services Comments from Conceptual Review: 1. AT&T proposes to screen the antennas and the equipment. The screening will need to be a radio frequency material and will be designed to match the existing color and details of the building. The position of the antennas is critical to meet the height code of fifteen feet above roof line. If AT&T where to "push" the antennas back, then the height of the screening would need to raised well above the fifteen -foot code requirement. AT&T is proposing to place on the rooftop approximately 735 square feet of antennas and equipment on a 10,004 square foot roof. To provide better wireless coverage for the community and first responders in the neighborhood. AT&T is proposing to put 12 antennas' behind screened walls and put the AT&T equipment behind screen walls. These walls will be designed to blend with the design and color of the existing building. AT&T approached various landlords or colocation opportunities in a larger area than what was determined by AT&T engineering to be the optimal site location. For a variety of different reasons many of the landlords that where contacted where not within the coverage objective and discounted by AT&T engineering or in some cases landlords where not interested in entering into an agreement with AT&T. The search area proposed by AT&T engineers has a variety of challenges. The various buildings or ground available was either to low or ground space was limited (there is a Search Ring attached showing the placement for a site -these Search Rings are set but the further away from that center the more the coverage will change, the site at 2900 South College is right on the edge for the coverage but does meet the coverage objective). Currently in the College & Drake community the AT&T coverage is not adequate for the surrounding neighborhood.
