1. Please verify there will be no impact to existing landscaping. Note City of Fort Collins
Land Use Code [Section 3.2.1 (E)(3)], requires that to the extent reasonably feasible, all
development plans be designed to incorporate water conservation materials and
techniques. This includes use of low -water -use plants and grasses in landscaping or
re -landscaping and reducing bluegrass lawns as much as possible. Native plants and
wildlife -friendly (ex: pollinators, butterflies, songbirds) landscaping and maintenance are
also encouraged. Please refer to the Fort Collins Native Plants document available
online and published by the City of Fort Collins Natural Areas Department for guidance

2. Please verify there will be no impact to existing trees. Otherwise, a review of trees shall
be conducted by City Forestry staff to determine the status of existing trees and any
mitigation requirements that could result from the proposed development. LUC Section
3.2.1(C) requires developments to submit a landscape and tree protection plan, and if
receiving water service from the City, an irrigation plan, that: "...(4) protects significant
trees, natural systems, and habitat, and (5) enhances the pedestrian environment. " Note
that a significant tree is defined as one having DBH (Diameter at Breast Height) of six

3. Please verify no changes to outdoor lighting are proposed. Note in regard to outdoor
lighting, especially LED light fixtures, cooler color temperatures are harsher at night and
cause more disruption to circadian (biological) rhythms for both humans and wildlife.
Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is
preferred. Please also consider fixtures with motion -sensing or dimming capabilities so
that light levels can be adjusted as needed. Site light sources shall be fully shielded and
down -directional to minimize up -light, light spillage and glare [see LUC 3.2.4(D)(3)].

Department: Stormwater Engineering

1. INFORMATION ONLY:
No Comment from Erosion Control. Based upon the submitted Planning
Materials it has been determined that this project; will disturb less than
10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes
(greater than 3H:1 V) within or adjacent to the project, and is not part of a
larger common development that will or is under construction. Therefore, no
Erosion Control Material submittal is needed. If this project substantially
changes in size or design where the above criteria now apply, erosion control
materials should be submitted. Though the project at this time requires no
erosion control material submittal, the project still must be swept and
maintained to prevent dirt, saw cuttings, concrete wash, trash & debris,
landscape materials and other pollutants from the potential of leaving the
site and entering the storm sewer at all times during the project in
accordance with City Code 26-498. If complaint driven or site observation of
the project seem not to prevent the pollutant discharge the City may require
the project to install erosion and sediment control measures. Nearby inlets
that may be impacted by the pollutants, in particular dirt, should be
protected as a good preventative practice and individual lots should be
protected from material escaping onto the sidewalk. If at building permit
issuance any issues arise please email erosion@fcgov.com to help facilitate
getting these permits signed off.
2. No site improvements greater than 350 sf? (site specific comment):
If there are no site improvements that require grading or any increase in impervious
area is less than 350 sf, there are no Stormwater requirements. Please contact Water

There appear to be existing trees on both sites (College/Drake and Monte
Carlo/Wheaton), but they are not shown on the site plan. Please provide surveyed
locations of trees on the plans. Regardless if trees are planned to be protected, please
schedule an on -site meeting with City Forestry to obtain tree inventory and mitigation
information for both sites. This information should be included in table form on the site
plans. Existing significant trees should be retained to the extent reasonably feasible.
This meeting should occur prior to first round PDP.

1. Both sites are served by a 120/2008Y 150kVA Transformer located on each private
site. They both have capacity for a 1200-amp service. If a separate service is required,
an easement will be needed to encompass the transformer and the new service line.
Please show this on the Utility Plans.
2. If any existing electric infrastructure needs to be relocated or underground as part of this
project, it will be at the expense of the developer and will need to be relocated within
Public Right -of -Way or a dedicated easement. Please coordinate relocations with Light and Power Engineering.
3. Please provide adequate space of the service line within the site to ensure proper utility
installation and to meet minimum utility spacing requirements. A minimum of 10 ft
separation is required between all water, sewer and storm water facilities, and a
minimum of 3 ft separation is required between all Natural Gas. Please show all
electrical routing on the Utility Plans.
4. The service to the building will be consider a commercial service; therefore, the service
line from the transformer to the meter is required to be installed, owned and maintained by who it is serving.
5. The meter location will need to be coordinated with Light and Power. Please show the
proposed meter location on the Utility Plans.
6. A commercial service information form (C-1 form) and a one line diagram for all
commercial meters will need to be completed and submitted to Light & Power

To assist with prompt emergency response, wayfinding signage should be located to

Stationary storage battery systems used for standby power and having an electrolyte
capacity in excess of 50 gallons of stationary lead acid or 1,000 Ibs lithium ion shall
comply with Section 608 and Table 608.1 of the International Fire Code. Battery storage
systems triggering fire code compliance shall be reviewed and approved by PFA prior to install.

8. Utility/Civil Construction plans may be required. Development Agreements are not
usually required with this associated use, but if decided as necessary through the review

landscape plan is in non-compliance.
12. In regard to construction of this site, the public right-of-way shall not be used for staging
or storage of materials or equipment associated with the Development, nor shall it be
used for parking by any contractors, subcontractors, or other personnel working for or
hired by the Developer to construct the Development. The Developer will need to find a
location(s) on private property to accommodate any necessary staging and/or parking
needs associated with the completion of the Development. Information on the
location(s) of these areas will be required to be provided to the City as a part of the
Development Construction Permit application.

hearing, but if you would like to have one to notify your neighbors of the proposal, please
let your coordinator know and we can help you in setting a date, time and location for a meeting.
Neighborhood Meetings are a great way to get public feedback and avoid potential
hiccups that may occur later in the review process.
B. This development proposal will be subject to all applicable standards of the Fort Collins
Land Use Code (LUC), including Article 3 General Development Standards. The entire

1. For the South College proposal, the applicant should be aware that the parcel is part of
the Midtown in Motion Corridor Plan. Sheet 7 of 14 of the plan sheet to the corridor plan
linked below shows a multi -use trail being implemented along the College Avenue
frontage. Given that the application is not intending to do site improvements other than
the building itself and it is not anticipated to generate additional traffic in it of itself, the
City wouldn't pursue with this application the developer's construction of the abutting
improvements of the plan. However, further redevelopment on the property should be
aware of the frontage obligation associated with development/redevelopment.

2. Wireless facility applications may show easements on their site plan. The plans should
make it clear as to whether any easement depicted are dedicated to the City as public
easement, or are third -party easements between private property owner(s). City Light &
Power has indicated that utility easements would need to be dedicated to the City for
their ability to serve the site. Each deed of dedication would require a $250 deed of
dedication fee (and eventually when finalized for approval, recording fees assessed by

1. 2900 S COLLEGE: The current plan as proposed does not meet or rooftop setback
requirements. A potential alternative would be to use (or replace) the existing screen wall
in the center of the roof. The antennas could simply be attached to the exterior, so long as
they do not project over the wall and are painted to match. Provide technical drawings,
manufacturer specifications and details of what the enclosure will look like.
2. 2900 S COLLEGE: What other alternative locations have you considered? At time of
submittal please provide a propagation map and address the following locations:
Foothills Mall. This location has been previously approved for wireless telecommunication
equipment and would only require a Minor Amendment to add equipment to the top of the
building (e.g. Nordstrom Rack, Ross, etc.)
3300 S College Avenue. This location has an existing slimline pole with room to co -locate.
3. 2900 S COLLEGE: If the project proceeds at current or an alternative site, fully design the
fiber vault and utility locations so that if landscaping is impacted the removal and
mitigation of affected landscaping is shown on a landscaping plan.
4. 1414 E HARMONY: This project will be subject to a Minor Amendment. Prior to submittal,
please reduce the bulk to match existing cupola.
5. 1414 E HARMONY: Add material detail as follows:

Description of project: This is a request to install wireless telecommunication equipment
at 2900 S College Ave (parcel #9725267003) and at 1414 E Harmony Rd (parcel
#8731356008).
The proposal at 2900 S College Ave includes 16 new antennas in four new
transparent screens, a walk-in and battery cabinet on a rooftop platform with electrical
service to rooftop equipment and a generator plug at grade. This property is within the
General Commercial (CG) zone district and is subject to Administrative (Type 1) Review.
The proposal at 1414 E Harmony Rd includes equipment inside a rooftop walk-in cabinet,
antennas in a new cupola on the existing roof with new fiber and electrical service. This
property is within the Harmony Corridor (HC) zone district and is subject to a Minor Amendment.
