Comment: There are many homes in Fossil Creek Meadows that will have water in their basements/crawl spaces now. Will this development increase our water problems? Our residents are concerned. 4. Question: Is there a "Plan B" if the current proposed storm drainage system does not work? Answer: Not presently. 5. Question: You say that this access will be a right-in/right-out only to the site? Answer: Yes, that is correct (based on the State's access control plan), and there will be a northbound left turn lane into the site. 6. Comment: There is concern that cut-thru traffic from this site, unable to make a left turn as it exits, will use Fairway Estates streets to get back to the north. 7. Question: Are those trees or bushes as shown on your landscape plan? Answer: They are trees, both deciduous and evergreen. 8. Question: With all these trees, will the cars on display be visible to South College Avenue? Answer: Yes, they will. 9. Question: How many parking spaces will there be in front, in the display areas? Answer: There will be about 100 spaces. 10. Comment: I understand that when Spradley Barr opens their facility here all of the residents of Fossil Creek Meadows and Fairway Estates will get discounts on cars. Response: Enormous amount of laughter and jocularity (from the 8 people in attendance)!!! 11. Comment: I just want to reiterate that we are concerned about the potential for increased drainage problems in our neighborhood. Other than that, I think you have addressed our concerns. 12. Comment: Fairway Estates' main concern is the traffic issue in the area. Also, the potential for excessive noise if there were to be use of outdoor speakers. The looks of the street frontage is also of concern. Community Planning and Environmental Services Current Planning City of Fort Collins PROJECT DATE: APPLICANT: CONSULTANT: STAFF: NEIGHBORHOOD MEETING MINUTES Spradley Barr Annexation and Vehicle Display Area October 23, 1997 Spradley Barr Automobile Dealership Eldon Ward Cityscape Urban Design Steve Olt City Planner The proposed development plan is for annexation into the City of Fort Collins and an automobile display and sales area that is part of a larger automobile dealership that was approved by Larimer County. The property is located on the west side of the South College Avenue, approximately 800' south of Harmony Road, and south of and adjacent to the Arbor Plaza Shopping Center (containing the Wal-Mart Store). The applicant proposes to convert the previously approved parking lot on the front 1/3 of the overall property into automobile display and sales. The subject area is 2.07 acres in size and would contain 109 spaces for customer parking and auto display. The property, if annexed, would be in the C - Commercial Zoning District. 1. Question: Can you route stormwater down the west side of South College Avenue? There are existing storm drainage problems in the area. Are you detaining more stormwater on -site than before, when it was the Poudre Valley REA facility? How do you detain the 100-year storm? Answer: It may be possible to direct flows down the west side of South College Avenue. There will be more on -site stormwater detention than was provided previously. 2. Comment: What we are hearing now is the same thing we heard when Wal-Mart went in to the north.
