Tim Buchanan Comments 1. An additional tree has been added to meet the tree requirements. As confirmed with a site meeting with Tim on 1/22/97, there is sufficient grade difference to accomplish the screening portion of 3.2.1(E)(4)(a)&(b). 2. A site inspection occurred on 1/22/97. Tree protection notes have been added. 3. This note has been added. Ten sets of prints, reductions, and color renderings will be submitted by February 23rd in anticipation of the March 51' P&Z Hearing. We appreciate your assistance in the planning of this project. The access point on South College Avenue is as dictated by the south College Access Control Plan. Recirculation to Fossil Creek Boulevard will occur through the property to the south as agreed upon with the adjacent property owner. A draft copy of this agreement has been included with this submittal. Specific alignments will be determined when the property to the south develops. 10. A modified version of this note has been added to the landscape plans. As noted above, a City building permit is not required for this project. 12. Sear Brown is coordinating the drainage report with Stormwater. 13. a. This driveway access has been reduced to 35' as requested. b. A pedestrian access easement will be provided by separate instrument. C. The landscaping has been greatly increased in the area in question to provide a barrier as requested. d. This planter wall has been moved. e. It must be realized that the area in question is not a public parking lot, but a vehicular sales display area that will have only limited vehicular access to the general public. The circulation provided is consistent with parking area design criteria that allows single loaded drive widths to be 20' (22' with bumper overhangs) and/or "long term" parking standards that would seem appropriate for this use. 14. This distance is 21'. These walls have been constructed under the construction permit issued by the county. 15. The cross sections have been provided as requested. 16. This sidewalk has been located as agreed with Planning Staff after Conceptual Review. The walk provides access from the public walk along College to the primary use of the site, the vehicle display area. 17. We have been unable to determine what City Code provision is applicable to this comment. The height of the pads has been limited to stay below the floor elevation of the dealership. Further limiting the height of the display pads would only make the general vehicle display area more visible. 20. This is a district sewer line with easements provided as required by the district. 21. This has been done. 22. The owner wishes to have these three display pads in lieu of a less attractive section of pavement creating a row of vehicle display with 9-10 cars. 23-24. Specific responses include: 3. This site is already platted and developed, so no new plat is required. Any additional easements needed can be provided by separate. instrument. 6. a. The note has been added tying it to City issued certificates of occupancy. However, as there are is no City issued building permits connected to this application, no City issued certificates of occupancy are anticipated. b. Section 3.2.1(E)(4) talks about trees at 25' o.c. in the required setback area (5' minimum, 15' average along an Arterial) which may be integrated with the required trees in the parkway strip; which would require 16 trees. Within the setback area (which exceeds the required minimums) 16 trees, including street and existing trees, are provided. C. The trees shown on the south property line are existing. Some are on this property; and some are on the adjacent property. It is both property owners' intent to keep the existing healthy trees. d. The display pads are lower than the floor elevation of the showroom and are approximately level with the average elevation of the adjacent paved parking area. The slight increase in elevation proposed (typically less than 18") from the adjacent curbs, is designed to help lessen the visual impact of the surrounding pavement. We have not found any specific language in the land -use or sign code that prohibits this. This has been corrected. g. These have been labeled and dimensioned. 8. It is our understanding that the standard minimum fire lane width in Fort Collins has been reduced from 20' to 16' with the new street standards. This driveway was designed to enhance the primary pedestrian connection and de-emphasize vehicular movements as required under 3.2.2 (C)(1a), 3.2.2 (C)(5a), and 3.2.2 (D)(1).
