Q cc CQ ~ G MEMORANDUM TO: kriss Spradley/Bill Barr, Spradley-Barr Eldon Ward, Cityscape Urban Design Eric Bracke, Fort Collins Traffic Engineer City of Fort Collins Staff FROM: Matt Delich �, `I DATE: October 27, 1997 SUBJECT: Spradley-Barr traffic study addendum (File: 9749ME01) This memorandum provides an addendum to the "Spradley- Barr Dealership Site Access Study," July 1997. Eric Bracke indicated that the traffic study prepared for the Larimer County process would satisfy the motor vehicle aspect of the transportation impact study. This memorandum provides the pedestrian, bicycle, and transit aspects of the transportation impact study. Attached is a Pedestrian LOS Worksheet for two pedestrian destination areas within 1320 feet of this site. These are the Arbor Plaza commercial area and the- Fairway Estates residential area. While there are sidewalks in the area, most of them were built under previous City street standards. The future sidewalk on the frontage of this site along College Avenue will meet current street standards. This area is termed "Activity Corridor" as defined in the "Multimodal Transportation Level of Service Manual." The minimum level of service for pedestrians is B. Current level of service is not acceptable for a number of criteria for Fairway Estates. With the expected signal at the College/Fairway intersection and general pedestrian improvements in the area, most criteria will be met. By definition some criteria cannot be met. Pedestrian LOS for Arbor Plaza will be at level of service A. Attached is a Bicycle LOS Worksheet for base connectivity and for Arbor Plaza as a priority destination. Acceptable level of service will be achieved for bicycle transportation. A transit evaluation sheet is attached. Current transit level of service is E. Future transit level of service will be B.
