11. A neighborhood meeting will be required for the automobile display and sales
portion of the site along South College Avenue. The meeting is presently in the
process of being scheduled for either October 23rd (first choice) or October 20th
(second choice).
12. The development request, once in the City, will be subject to the Development
Review Fee Schedule that is available in the Current Planning Department
office. The fees are due at the time of submittal of the PDP and Final
Compliance documents for review by City staff and affected outside reviewing
agencies.
13. The development proposal will be subject to the requirements as set forth in the
new Land Use Code, specifically Articles 2. Administration (Development Review
Procedures), 3. General Development Standards, and 4. (Zoning) Districts.
There are also submittal requirements that must be met, and copies of these
requirements are available in the Current Planning Department.

7. Glen Schlueter of the Stormwater Utility offered the following comments:
a. This site is located within the Fossil Creek Basin, where the fees are
$2,274 per acre. Since the automobile dealership is currently being built
through Larimer County, there are no fees until the site is revised when in
the City.
b. The drainage report that was prepared by Sear -Brown is being delivered
to the Stormwater Utility.
C. One of the issues that may not have been addressed through Larimer
County is water quality measures. The City would appreciate some
measures being installed to address this issue.
d. The Stormwater Utility may have detailed comments after they have
reviewed the drainage report and, if so, will forward their comments to
Spradley Barr and Larimer County.

8. A copy of a Development Review - General Checklist that was prepared by Rob
Wilkinson of the Natural Resources Department is attached to this letter.
9. Kathleen Reavis of the transportation Planning Department offered the
following comments:
a. A Traffic Impact Analysis, addressing all forms of transportation
(automobile, bicycle, pedestrian, transit), is required to be submitted to the
City for review.
b. Bicycle parking should be provided on this site.
C. A sidewalk connection should be provided between the sidewalk along
South College Avenue and the automobile display area at the northeast
corner of the site.

10. The building permit for the ongoing site work, for the conversion to Spradley Barr
Automobile Dealership, has been issued by Larimer County. Once in the City,
and if zoned C - Commercial, the automobile display and sales areas on the east
1/3 of the property must go through the Project Development Plan and Final
Compliance review and approval process by the Planning and Zoning Board.
Primary City concerns will be centered around the landscaping and lighting for
the facility, especially along South College Avenue.

b. Spradley Barr will need to dedicate additional street right-of-way for South
College Avenue and any necessary easements along the street.
C. Street oversizing fees of $19,443 per acre will apply to this site and new
land use. The fees will be collected at the time of issuance of building
permits. Possible modifications to the fees are going to City Council for
review and approval sometime yet this year. If approved, the new fees will
be based on vehicle trip generations by the development.
d. The standard utility plan requirements, if applicable for the new
automobile dealership, must be submitted to the City for review and
approval.

4. Gary Lopez of the Zoning Department stated that you should look carefully at
the proposed grading for the site as it relates to the new automobile dealership.
The display areas cannot be elevated above the surrounding grading for the site
or they become signage for the dealership. No display "lifts" are allowed.
5. Roger Buffington of the Water/Wastewater Department stated that the water
and sanitary sewer services to this property will be provided by the Fort Collins -
Loveland Water District and the South Fort Collins Sanitation District. You
should contact them directly for requirements related to their services.
6. Sharon Getz of the building Inspection Department offered the following
comments:
a. A building permit will be required for the parking lot lighting if the property
is in the City.
b. Customer and handicapped parking, easily accessible to the building, is
required.
C. Larimer County does not issue electrical permits. Was this or will this be
done by the State of Colorado?

Request for review of the automobile sales display area on the east 1/3 of the property.
This site was previously the Poudre Valley REA offices and maintenance facility. The
property is presently in the Commercial and Business Zoning Districts in Larimer
County; however, it is in the process of being annexed into the City and will probably be
placed in the C - Commercial Zoning District, which allows automobile sales as a
permitted use subject to review and approval by the Planning and Zoning Board.
COMMENTS:
Bruce Vogel of the Light & Power Department offered the following comments:
a. The City will serve power to the site once it is annexed.
b. The City will be installing street lights along the South College Avenue
street frontage.
C. Apparently most of the details of the transition from REA service to City
service has been worked out with Doug Martine of City Light & Power.

2. Roger Frasco of the Poudre Fire Authority stated that the emergency
access/fire lane needs to be 20' wide and remain unobstructed.

For your information, attached is a copy of the Staffs comments concerning the request
for the Spradley Barr Automobile Dealership, which was presented before the
Conceptual Review Team on September 22, 1997.
This is a request for review of the automobile sales display area on the east 1/3 of the
property. This site was previously the Poudre Valley REA offices and maintenance
facility. The property is presently in the Commercial and Business Zoning Districts in
Larimer County; however, it is in the process of being annexed into the City and will
probably be. placed in the C - Commercial Zoning District, which allows automobile
sales as a permitted use subject to review and approval by the Planning and Zoning
Board.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments
may be made at the time of formal review of this project.

6. Building Inspection comments have been addressed as follows:

b. Customer and handicapped parking is provided at the dealership, but largely
outside the area included in the PDP/Final plans.
C. Gregory Electric has coordinated the required electrical permits.
7. It is our understanding that the Stormwater Utility has preliminarily reviewed the
drainage and grading plans and proposed water quality measures, and found them to
be acceptable.
8. We understand that the information requested by Natural Resources regarding
groundwater, hydrology, and water quality is included in the Drainage Report. The
dumpster area is not a part of this review; a Hazardous Materials Management Plan is
not required; and the area of bluegrass lawn has been reduced.
9. Transportation comments have been addressed:
a. A Traffic Impact Analysis has been provided.
b. Bike parking is provided, although it is outside the PDP/Final plan area.
C. The requested walk connection has been added to the plans.
10. The PDP/Final Compliance plans are being submitted for City review.
11. A neighborhood meeting was held on October 23". We believe we have addressed
neighborhood concerns to the extent practical, as outlined in the Statement of Planning
Objectives.
12. The required Review Fees have been provided.
13. Submittal requirements, as we determined with you on September 27' have been met
to the best of our knowledge.

This letter is intended to indicate how the PDP and Final Compliance plans for the
Spradiey Barr Vehicle Display Area respond to City Staff's Conceptual Review Comments of
October 3`d, from the Conceptual Review meeting on September 22"d. Specific responses
are as follows:
Coordination with Fort Collins Light & Power has proceeded through the construction
and annexation process as needed.
2. The existing circulation system as shown on the PDP/Final plan meets the PFA
requirements for unobstructed access.
3. Engineering comments have been addressed as follows:
a. The required Transportation Impact Analysis has been completed and is
included in the PDP/Final submittal.
b. There is no subdivision plat needed for this change in use. However, if
additional right-of-way on College is required, it can be deeded by separate
instrument. With Staff comments on the PDP, please indicate the code
provision requiring additional R.O.W.; how much is needed; and to who the
right-of-way should be dedicated (City or State).
C. City of Fort Collins street oversizing fees are not applicable to this project. All
building permits have been issued in Larimer County, and the required impact
fees paid to the County. In other cases, we don't believe street oversizing fees
have been required when a pre-existing use has been changed to another use
allowed in the applicable zoning district. Also, the change in use from a parking
lot to vehicle display and sales does not result in a need for increased street
capacity.
d. Standard utility plan requirements are not applicable to this change in use.
4. The elevations of the special display pads have been kept below the floor elevation of
the dealership building. The pads are integrated into the changes in grade required for
storm drainage.
5. Water and Sewer requirements have been coordinated with the applicable districts.
