Subject: Hansen Farm PDP - Park Requirement Update
Kurt and Suzanne, I want to update you on my latest assessment for the PDP meeting the LUC Section 4.5 (D) (6) for
providing a small park. Since we have no confirmation for a public park being provided at this time, I am coordinating
with the applicant prior to hearing to provide a small private park (minimum 1 acre) on plans in either Tract B or F to
meet this standard.
Negotiations for dedicating land for a future public neighborhood park in Tract B is up to you and the applicant. Let me
know if you have any questions.

Kurt, in lieu of the owner dedicating Tract B for a future neighborhood park and the City purchasing this site, they need
to comply with LUC Section 4.5 (D) (6) — Access to Small Park. The PDP will show a small private park on a portion of
Tract B to satisfy this requirement for hearing (see attached). I see this as an interim solution that would not preclude
the City pursuing a larger park in this area later on. As such it does not seem unrealistic that if Tract B was to develop
into a larger neighborhood park sometime in future, the few private park amenities installed could be removed,
relocated or integrated with N. Park later on.
I understand the challenge in negotiating with Hansen property for a portion of future park, with uncertainty of status of
the Rennat property to the south for coordinating a larger combined tract. I can only encourage you to continue these
discussions, particularly since there is increased interest for the Rennat property lately. Let me know if you have any
questions on this.

What project/location are you referring to? The City would not take on a park that small — we're looking for 5-10 acres
minimum.

Kristen & Pete,
Park Planning & Development would like to see the "Tract B" designation changed to indicate the future neighborhood
park on this site; and remove any requirement for a smaller, interim, playground. We will be requesting 3-5 additional
acres adjacent to this parcel when the Rennat property is in development review. Park Planning & Development is no
longer interested in potentially moving the park site wholly onto the Rennat property; Natural Areas may pursue their
interest in the west wetland area but that would be in addition to the park located partially on what is now labeled
"Tract B". We would like to add language to the Development Agreement addressing how and when we value parkland
and what triggers our ability to purchase the land.
Pete, can you let me know if this is all you need at this time to allow the development to meet the park access
requirement? I have the hearing on my calendar so would be happy to be available at that time, too. Kristin, can the
plat be revised as necessary to show the certainty of the future park site?

Hi Pete,
I just got off the phone with Kristin, and we were in agreement that dedicating what is now "Tract B" on the Hansen
plans as a "Future City Neighborhood Park" is appropriate for the use of the site. My understanding from yours and my
brief conversation this morning is that clarifying the dedication of the area as a park would fulfill the requirement for a
neighborhood park, and an interim 1-acre private park would not need to be constructed on the Tract B site.'We have
several other instances of neighborhoods "waiting" for their neighborhood park sites to be developed (Eastridge, Sidehill
and Trailhead come to mind) and this would fit into the same category.
We will be happy to incorporate language into the Development agreement addressing the process for acquiring the
park.

Suzanne, thanks for clarifying that Parks has confirmed this tract B and location for future neighborhood park, with
remaining portion to be coordinated on the Rennat property. It was not clear ahead of this what direction you were
intending for ultimate location for park.
What we need from the City for the record for hearing.
■ Letter of intent from Kurt to pursue this Tract B location for a future neighborhood park based on Parks MP
policies etc. Can we get this by next Wednesday?
Kristin, here is what we need on plans for hearing set.
■ Site Plan Cover Page —Tract B revise note to say Potential Future Public Park/OR Private Park Developed as part
of LMN PDP - Zoned MMN
■ Site Plan Cover page — Land Use Statistics table, add row for Future Park ( 3 acres)
■ Plat does not need any new notations.
If for some reason Parks forgoes this location prior to final, then the applicant will need to design the private park with
FDP submittal. Otherwise this tract if acquired will be designed by Parks in future based on available funding. Suzanne
this is why we need the duel notation for Tract B.
This will satisfy the LUC park requirement by showing this park location on Tract B in both the ODP and PDP site
plan. This is also consistent with how the Eastridge project was handled. Let me know if you have any questions.

Rebecca and Pete — I'm not sure what we did on East Ridge. In any event, how about we require the developer to show
a private park that complies with 4.5(D)(6). Then, if and when Parks decides to purchase and then develop a public park,
the Hansen Farm Final Plan can be amended as a Minor Amendment.
Here's a suggestion: In the short term, the developer should improve the private park to the extent of turf, irrigation,
trails, picnic tables, so that the residents have an amenity until the public park is developed, which could be several
years out.

Pete,
Let's set up a meeting with you, me, Kurt, Suzanne and Tom next week if he's available. It sounds like we need to explain
why we need to show the private park option on the plan and find a path forward. We may not need a letter of intent,
but we do need to talk through this with them. Can you find a time that might work?

Kurt would prefer to be consistent with the procedure he recalls for Eastridge: he did not submit a letter of intent for
the Eastridge Park, and would prefer not to start a new process with Hansen. Park Planning & Development will not be
forgoing this site as a neighborhood park; therefore we do not want the opportunity for, or suggestion of, a private park
(interim or permanent) on any portion of the 3-acres. I'd be happy to speak to our plans for the park at the hearing; if
need be. Let me know if you still have concerns and would like to discuss this further. I may be hard to reach tomorrow
— pretty much non-stop meetings most of the day. But I'll check my email.
