applicable. Staff, therefore, finds that the request satisfies the
applicable All Development Criteria of the L.D.G.S. and the
proposed use is appropriate at this location.
3. Neighborhood Compatibility:
No neighborhood information meeting was held. Since the Del Webb
Property is undeveloped, there is no neighborhood context.
4. Design:
The entire site is only 4,125 square feet. The meter station will
be housed in a'steel building totalling 182 square feet. This
building will be setback from the ultimate arterial right-of-way by
a distance of 56 feet. The site is enclosed by a vinyl -clad chain
link fence. Landscape materials surround the perimeter to soften
the gravel drive and overall appearance of the site. A lawn area
will be provided consisting of a native grass mix. There is no
outdoor security lighting.
5. Transportation:
Access to the site will be provided by an easement granted from the
Del Webb Commercial Properties Corporation to the Public Service
Company for the benefit of gaining access to Highway 287. This
access easement follows the anticipated alignment of future County
Road 32.
County Road 32 is designated on the Master Street Plan as an
arterial street. As a section line road, County Road 32 is
anticipated to link Highway 287 on.the east to Shields Street on
the west.
RECOMMENDATION: ,
Staff finds that the request for the Fossil Creek Meter Station
satisfies the All Development Criteria of the L.D.G.S. and is an
appropriate use in the R-L-P Zone District. The design satisfies
the objective of mitigating the appearance of the structure. The
setbacks and access easement respect the ultimate improvement pf
County Road 32 becoming an urbanized arterial street. Staff,
therefore, recommends approval of Fossil Creek Meter Station
Preliminary and Final P.U.D., #60-93.

The subject property was included in the Trilby Heights Annexation,
approved by the City 'Council in 1981. The .95 acre site is also
part of the 557 acre Del Webb Property Master Plan, approved by the
Planning and Zoning Board in 1984. No development activity has
occurred on this site.
2. Land Use:
The Del Webb Property was annexed and zoned in 1981 with the
express condition that development be processed as a planned unit
development.
According to the R-L-P Zone District:
"The -following uses are permitted in the R-L-P District:
(4) Essential public utility and public service
installations and facilities for the protection and
welfare of the surrounding area, provided that
business offices and repair and storage facilities
are not included." .
Although the proposed use is considered an essential public utility
that. does not include business offices and repair and storage
facilities, the conditional zoning requires that the request be
processed as a P.U.D.
There is no applicable point chart in the L.D.G.S. for an unmanned
essential public utility such as the Fossil Creek Meter Station.
The request, therefore, has been evaluated by the All Development
Criteria of the L.D.G.S.
The Fossil Creek Meter Station will not be occupied by personnel.
It will be visited by service technicians approximately once per
week. As such, it is a not a typical development envisioned by the
All Development Criteria and much of the criteria is not

PROJECT DESCRIPTION:
This is a request for Preliminary and Final P.U.D. for a natural
gas meter station, owned and operated by the Public Service
Company, Natural Gas Group. The site is .95 acre and is located
north of County Road 32 (extended), 550 feet west of Highway 287.
The property is a part of the Del Webb parcel and is zoned R-L-P,
Low Density Planned Residential.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The request for an essential public utility structure satisfies the
All Development Criteria of the L.D.G.S. The location is
appropriate in the R-L-P Zone District. The building setback and
access easement respect the ultimate right-of-way of County Road 32
being extended as an arterial street.
