14. Please add street names to the vicinity maps on both the
P.U.D. and plat.
15. Under Site Notes, please indicate that the zoning is R-L-P,
Low Density Planned Residential.
16. On:.the P.U.D., it is not necessary to have a signature block
f6t'the City of Fort Collins under the Owner Certification.
Also under the Owner Certification, it is not necessary to
have a signature block for the City Clerk. These should be
deleted.
17. On the P.U.D., the Ownership Certification should also contain
a notarial block. It is not necessary to have an Attorney
Certification on P.U.D., only the plat.
This concludes Staff comments at this time. Please note the
following deadlines for the October 25, 1993 Planning and Zoning
Board meeting:
A.`Ii Three prints of revised plans are due Thursday, October
7th. This should include both the plat and .
P.U,D.
B. On October 18, 1993 we will need 10 prints of the final
plans, (folded) one colored rendering of the
P. U. D. (rolled , not folded), and P.M.T.Is of both the plat
and P.U.D. (The P.M.T. is a high quality photo
reproduction, reduced down to. 8 1/2 x 11, not a xerox
copy, of both sheets.)
C. Signed mylars are -due on Monday, October 25, 1993.

power for the main terminal. The owner's vendor provides all
facilities beyond the main terminal. Please contact the U.S.
West engineer for conduit specifications for the main entrance
cable.
5. U.S. West would require a utility easement for access to the
lot from the east. Also, any relocation of existing telephone
facilities required by these plans will be paid for.by the
developer.
6. Staff is very concerned about the appearance of the site and
lack of living ground cover. With a large gravel lot, no
interior plant material, and chain link fencing, the site has
a harsh appearance with too much emphasis on the "hardscape".
It is recommended that the large gravel surface area be broken
up with living ground cover. Any drought -tolerant seed..mix
can be used. Buffalo grass is hardy and would act as good
living ground cover. Other seed mixtures include the use of
fescue blends that require low water and little maintenance.
7. It is not clear from the plans what is meant by "landscape".
Are these trees? If so, what kind and what size? The P.U.D.
sitw'plan should contain a landscape schedule that indicates
the species, quantity, .and size of plant material that is
keyed to the drawing.
8. It is suggested that trees be -added within the interior of the
site that are clustered or massed in groupings. The use of
evergreens would provide for,year-round screening and balance
out the plant material. Evergreen shrubs around the building
foundation would enhance the appearance._
9. The landscape schedule -should address irrigation of the plant
material for establishment.
10. The P.U.D. should indicate that the six foot chain link fence
be' "vinyl -clad" to reduce the impact of the "hardscape"
appearance of the site.
11. The P.U.D. should indicate the exterior materials .of the
structure. Is this a metal structure? If so, what color? Is
this a concrete block structure? If so, what color? Is the
block smooth -faced or split -faced? Please specify.
12. The P.U.D. should indicate the type, quantity, and location of
security lighting. Will there be pole -mounted lighting or
building mounted lighting? Staff 'recommends that all
lighting, whether mounted on the building or a pole, should be
down directional with cut-off luminaries so that light is
cobtained onsite. The use of high pressure sodium .is
recommended as the preferred light.source rather than mercury
vapor.

Dear Mr. Atwater:
Staff has reviewed the request for a proposed meter station on
County Road #32 in Fort Collins. The following comments are
offered:
1. On the plat, the utility easement across the front of the lot
should be 15 feet wide, not 10 feet as indicated.
2. Otherwise, the plat document is in good shape and meets all
the requirements of the City of Fort Collins. Your ownership,
notarial and attorney signatures should be in permanent black
ink, not blue or ballpoint.
3. The City of Fort Collins Stormwater Utility is concerned about
the extent of hard surface area. If the site is presently
grassland, then the building and gravel area represents a
significant change in impervious surface and thus, the amount
of stormwater.runoff.
For example, grassland has a runoff coefficient of 0.20 and
gravel has a runoff coefficient of 0.50. The building, with
182.$qu9L.re feet, has a runoff coefficient of 0.95. Therefore,
the Stormwater Utility needs more information as to how the
site is proposed to drain. There is no stormwater detention
requirement in the Fossil Creek Drainage Basin as long as the
site drains to a public outfall with the capacity to carry the
increased flows. Routing storm flows to the public outfall
may require the need for offsite drainage easements.
Due to these concerns, the City of Fort Collins Stormwater
Utility will require a Drainage Report (or letter) from a
registered professional engineer addressing these issues.
Also, an Erosion Control Plan is required.. For further
information on the requirements of the Stormwater=Utility,
please contact Glen Schlueter, 221-6589.
4. U.S. .West requires that the developer is responsible for all
conduit and street crossings for telephone facilities. The
owner must provide terminal room space (usually 4' x 41) and
