Association, petition the City of Fort Collins Planning Department to DENY the
requested conversion of Poudre Valley REA to a Spradley-Barr automobile
dealership.
Any car dealership envisioned is certainly a vast departure from the
neighborhood compatible REA design. Some of our concerns with a car

Dear Mr. Shephard:
I will be unable to attend the neighborhood information meeting Wednesday,
October 20, at the Poudre Valley REA.
I wish to protest the proposed auto dealership to be located on the site, -of
Poudre Valley REA for the following reasons:
1. Our area of South College is already beginning to look like Colfax
Avenue and I can't believe anyone wants that!!
2. The Poudre Valley REA has always projected beauty and tranquility in
the midst of all the commercialism.
3. The traffic now is overwhelming. I doubt that Spradley-Barr would
wish for the limited exit -entrance possibilities off College that
currently exist--Weberg Furniture comes to mind.
4. As a citizen of the area, I am thoroughly disgusted with most of
the buildings erected (Fred Schmidt, Wal-Mart, Weberg). Car lots
are not visually attractive, at best. Why does South College have
to be so uglied up?
I would really like to believe that what I, and the other people in the neighborhood,
say would make a difference. From past history, I feel like we are probably spitting
into the wind.

Dear Mr. McCluskie and other involved persons,
I hope this note is not too late to have an impact on the decision for the future use of
the REA building.
The south end of Fort Collins, most specifically, College Avenue has become a
mecca for discount business, warehouse outlets and car dealerships. The Poudre
Valley REA building has been an oasis. It has always been pleasant to see the large
expanse of green grass and to know that the fox, pheasant and small animals still live
on the back acre that adjoins Fossil Creek Nursery.
Therefore, the thought that this peaceful little area could be turned into a parking lot
for a car dealership is distressing. Concerns that need to be addressed are:
1. Do we really need another dealership on College Avenue? Do we
want to look like Denver or Colorado Springs?
". Can the south end of town handle any more runoff from large areas of
blacktop? Fossil Creek Meadows has already suffered water damage
from the Carpet Exchange project.
3. What considerations are being made for the wildlife in the area or the
quality of life of the residents in the area? What are the results of the
neighborhood compatibility study?
4. How will traffic be handled on College Avenue?
5. How can we, as residents, be protected from obnoxious plastic flags
and balloons, bright lighting and signs at a car dealership? Since the
city sign code will not apply, will the county require compatibility and
reason in what is allowed?
6. How can we prevent potential car buyers from driving through our
neighborhoods or turning around at our entrance, thus causing traffic
congestion?
As you can see, we are concerned about the potential impact on our lives. The fact
is that another car dealership will not enhance the quality of life of anyone in Fort
Collins except for the dealer. We have another suggestion. Please consider using
that property for a south end branch library. Fort Collins needs a library -- we do not
need another business that makes College Avenue look like a giant strip mall.
We look forward to hearing from you and if you have any need for citizens to work
on the library proposal, we would be happy to volunteer.

Wallmart Plaza, Webergs Furniture, two nurseries, the Carpet Design Center
Cameron Business Park, State Farm Insurance, and other various office
buildings. This meets the current mixed use land standards. The
Spradley/Barr car dealership however is not compatible with our
neighborhood for the following:
A. There is nothing in the area which produces such obtrusive
lighting as a car dealership and it is impossible to effectively mitigate.
B. Any traffic increase on South College Ave. is unacceptable. I
invite all council members to our area, especially on a Saturday. The
danger produced by the congestion, speed, and lack of appropriate
signalization is at a peak level. Current signage to keep motorists from
making turns across Hwy. 287 into new city developments are being ignored
and at times it is nearly impossible to get out of our neighborhoods.
Traffic impact is an excellent example of the need for a comprehensive
planning tool in addition to the site specific LDGS.
C. Plans for drainage are inadequate and very short sighted.
1. A drainage basin needs an adequate mixture of permeable and
non -permeable surface. This project will reduce by 90% the on site
permeable surface increasing the load on Fossil Creek.
2. Fossil Creek has flooded two times in five years with storms
of five year intensity. This would seem to indicate that cumulative
drainage impacts are not being well planned for.
3. The quality of runoff from parked cars into the sensitive
Fossil Creek basin does not seem wise considering the City of Ft. Collins
just spent a considerable amount of money on cleanup of Mail Creek.
Things like this represent the "cost" of development which tax payers
inevitably pay when we don't have in place adequate planning tools.
Perhaps I have exceeded the appropriate limits of discussion for an
annexation proposal, but this individual situation is probably
representative of problems all over the city. I believe citizens are
looking for our City Council to take a leadership role in planning and
guiding the growth and development of our city. Please use this
opportunity to take action and control over the planning of our
environment. When considering this annexation please look at the whole
picture and keep the PVREA site. a low intensity land use.

RE: PVREA Annexation
Spradley/Barr PUD
Dear Mayor Azari and Council:
I would like to request that the PVREA Annexation proposal be taken
off the consent agenda and be placed as an item for citizen discussion at
the December 7 meeting of City Council. Residents of both Fossil Creek
Meadows and Fairway Estates have attended neighborhood meetings
regarding the proposed conversion of the PVREA site to the Spradley/Barr
car dealership. The property as it is currently zoned in the county would
not allow this type of land use. I believe it would best serve the area
and the community at large to keep the current low impact business zoning
as part of the annexation into the city of Ft. Collins. The cumulative
impact of development on South College Ave. is straining the system
beyond capacity and in keeping with the spirit of mixed land use we could
use some low intensity development mixed in with the higher impact
projects. .
Myself and other concerned citizens consider this area to be part of
our neighborhood. As such this annexation request for the purpose of
changing the land use to allow for a car dealership presents many
potential problems and raises a number of important questions. I would
like council to consider the following:
1. Why can a PUD proposal for the Spradley/Barr car dealership be
considered by the City of Ft. Collins Planning and Zoning Board before the,
City Council has approved the annexation?
2. Does the City of Ft. Collins annex property using certain criteria
that meets city goals and objectives for comprehensive planning?
3. Five years ago the citizens living in the College Ave. corridor
between Harmony and Trilby Road requested a South College Ave.
neigborhood plan. Why is there still no plan for this area?
4. Neighborhood residents also suggested comprehensive planning
criteria which would consider the cumulative impact of individual
development proposals on an area. This proposal will tax the traffic and
drainage capacity of this area beyond reasonable limits!
5. Do we want to continue with current "strip" development all the way
to Loveland or can we develop creative stategies for preserving areas
such as the PVREA site?
6. Compatibility - The neighborhood currently has a diverse mixture of
land uses from acreages to high density townhomes. We have a park, open
space, elementary school, a trail, and two creeks serving the areas
drainage needs as well as providing wildlife habitat. There is also the
