In addition, light pollution will be carefully reviewed. By way of example, the light pollution at Tynan's Nissan has created an impact on the residents of Applewood Estates. 24. The site will not be placed within the Neighborhood Commercial Sign. District. Consequently, the proposed signs will be reviewed as part of the overall design of the P.U.D. 25. A neighborhood meeting will be required. The Planning Department will identify the geographical area to be notified. Since the request is for a large user on South College Avenue, the notification area will exceed the minimum. 14. The proposed use would be assessed $14,005 per acre for the Street Oversizing Fee, payable at the time of building permit issuance. 15. An access permit from the State Department of Transportation must be applied for through the City of Fort Collins. If the design criteria of the State cannot be met, then a variance would have to be submitted. 16. A standard set of Utility Plans is required detailing the construction of the public improvements. A development agreement made between the developer and the City will specify the obligations of the parties for construction and payment of the necessary public improvements. 17. The site is located in the Fossil Creek Drainage Basin. The Storm Drainage Fee in this basin is $2,274 per acre subject to the amount of impervious surface and the runoff coefficient. Stormwater detention is not required if flows can be routed directly to Fossil Creek. If not; then flows must be detained and routed into the outfall system without impacting the capacity of conveyance channels. 18. There is an old concrete culvert that goes under College Avenue that may or may not be able to handle the storm flows. Since the proposal anticipates the paving of a large grassy area, it may be difficult to develop the site without providing stormwater detention. 19. At the time of submittal, a Drainage Report, Drainage and Grading Plan, and Erosion Control Plan must be submitted in accordance with the minimum requirements as specified by the Stormwater Utility. The Auto Related and Roadside Commercial Point Chart of the L.D.G.S. includes the absolute requirement that primary access not be taken off College Avenue. This requirement renders the shared, southerly boulevard street as a critical element in providing immediate access to the subject site as well as future access to the adjacent site. 21. It may be that the new addition and remodeled areas comply with the energy conservation criteria of the point chart in order to achieve the required minimum score. 22. The interior portions of the site will be required to provide 6% area in landscaping in the form of islands. Existing trees should remain wherever possible. 23. The lighting of the site will be closely reviewed. Information on the quantity, location, height, and type of light fixtures must be provided at the Preliminary P.U.D. stage. Also, the light source must be specified. For hazardous materials or flammable liquids that exceed prescribed minimums. If so, then the developer must complete the Hazardous Material Impact Analysis. The Building Inspection Division will require that the new construction and remodeled portions of the existing building be constructed according tothe locally adopted Uniform Building Code. If there is to a paint booth associated with the body shop, then there are special considerations to comply with the U.B.C. 8. According to the South College Avenue Access Plan, the site will be allowed only one curb cut, located at the southern edge of the property. This curb cut will be limited in that left turn exits from the site to go northbound on College Avenue will not be allowed. In the long term, the southerly access is to be shared with the property owner to the south for joint access. As a shared access, this new street would be a boulevard type of design with each lane separated by the existing stand of mature trees. 9. Also in the long term, the joint southerly access drive is to turn 90 degrees to the south to form a re -circulator street that connects into the Weberg property. This re -circulator street is designed to allow internal connections among the .land uses on the west side of College Avenue without having to get back on to South College Avenue. Eventually, this north - .south street would gain access to College Avenue at the future signalized intersection with Fossil Creek Parkway. 10. The one allowed curb cut on the southern edge of the property ,must be equipped with a properly designed deceleration lane that meets the design criteria of the State Department of Transportation. 11. In the short term, the southerly access drive may be placed exclusively on the subject site without impacting the present nursery operation. As an interim solution, the width of this street could be negotiated until the ultimate improvements are built. 12. Handicap parking stalls for both employees and customers must be provided. 13. The developer'will be asked to dedicate the amount of land necessary to create 60 feet of half width of publicly dedicated right-of-way on South College Avenue. The deceleration lane will be an additional dedication based on the design. The sidewalk on College Avenue must be seven feet. wide with the City's Street Oversizing Fee paying for three feet of the total width. The walk should be located at the back edge of the right-of-way. ` (MAM) . CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: September 7, 1993 ITEM: Poudre Valley R.E.A. (4809 South College Ave.) Auto Dealership Sales and Service APPLICANT: Mr. Chris Spradley c/o Cityscape Urban Design, 3555 Standford Road, Suite 105, Fort Collins, CO. 80525 LAND USE DATA: Request for automobile sales, service, carwash, and building expansion on 11 acres of the former R.E.A. site at 4809 South College Avenue. COMMENTS: 1. The City's Light and Power Department has electrical system available on the north and south sides of the property as well as on the west side of College Avenue. A 15 foot wide utility easement will be needed adjacent to the edge of the right-of-way for underground installation. 2. There are special considerations when annexing into the City and converting electrical service from R.E.A. to the City's Light and Power Department. Please contact Alan Rutz, 221- 6700 for information on development fees and the monthly billing charges for serving this property. 3. The water and sewer services will be provided by the Fort Collins -Loveland Water District and the South Fort Collins Sanitation District. Please contact these agencies for details. 4. The Poudre Fire Authority will require an adequate water supply for fire protection. Fire"hydrants must be spaced accordingly. 5. The Poudre Fire Authority is concerned about the potential of cars being parked in designated fire access roadways. At minimum, the fire lanes should feature curbs painted red and signs "No Parking - Fire Lane" should be posted where parking is tempted to block the fire access roads. 6.
