it is logical to assume that the rate of surface runoff of
the property will be increased. The City's storm drainage
system will be accepting this increased rate of flow from
inlets placed in the parking area.
PLANTINGS The Landscape Plan shows new shade trees along the
highway frontage. All of these trees shall be placed
outside of the proposed ROW distance. All landscaping shall
be maintained by the adjacent private property owner, shall
not impair sight distance at any highway access, shall not
present a safety hazard, and should not unreasonably
conflict with future highway expansion.
UTILITIES Should any utility connections be required within the
state highway ROW, a utility permit will be required. Prior
!to such utility work, Mr. Henry Rangel of this office should
Ibe contacted at 350-2111.

Dear Ted,
I have reviewed the Spradley-Barr Dealership PUD -
Preliminary submittals and offer the following comments:
ACCESS and ROW The Preliminary plat and Landscape Plan labels
the existing access to South College as being mentioned in
the Access Control Plan. My review of the ACPlan reveals no
mention of that access. (Please provide additional
information.) The drawing also indicates a potential
alignment of the access to provide a connection to the south
for future development, although there is no mention of
details.. More information is required in regard to this
future use. Any future development which would impact the
access to Spradley-Barr should be considered in conjunction
with an evaluation of access for the auto dealership. The
statement of Planning Objectives narrative makes a brief
mention of deceleration lanes and restticti,ona on vehicle
movements which.are to be provided as outlined in the
traffic study. I did not receive a traffic atudy for
review, and therefore Cannot comment upon any specifics in
regard to their plans for changes at the existing access.
The narrative also briefly mentions some aspects of traffic;
type and volume which will change. Review of the traffic
study is necessary, prior to further comment in regard_to the%
access. Shouid'auxiliary lanes'b® necessary, additional
right-of-way will be necessary to,\allow room for those
improvements.
My comments on state highway access are based on the
information presented for this property only. if the
property owner has any interests or ownership in adjacent
property along the highway,•thi$ information should be
provided since it may affect my comments.
Any change of access will require a State Highway Access
Permit from the City of Fort Collins.
DRAINAGE As the existing lawn along the property frontage is.to .
be removed and pavement placed for the 'new car display area,
