The existing trees on the south boundary should be pruned to the standards of City Forester. Please contact Tim Buchanan for details on this standard. , 25. Please describe what is the "Existing or New Fencing" that will screen the inventory storage area. 26. Staff remains concerned about lighting and the impacts on the public street and adjacent properties. While the planning objectives refer to limited lighting and minimizing light spillage, as well as using low cut-off fixtures, lighting has been identified by the adjacent neighborhood as being a critical issue. Please be aware that at the time of final, the Planning Department will require specification sheets for both wall -mounted and pole -mounted fixtures. The quantity and locations must be specified. Lamp types and wattage must be submitted for review. The lighting levels at the College/Drake facility will not be permitted. It is strongly suggested that the services of a lighting expert be obtained to analyze the lighting needs and the impact on the immediate environment. Please be reminded that one of the issues is the safety of the motorist on the public streets not being distracted by over illumination. 27. One of the considerations of excessive lighting is the use of illuminated awnings mounted on the building. Given the proximity of the residential area, illuminated awnings will not be permitted as part of this P.U.D. 28. Staff is concerned about the use of racks to display vehicles. Please keep in mind that the Sign Code is being audited for amendments to be adopted in 1994. One of the proposed changes is that vehicles which are for sale or on display must be parked on the ground and not elevated, suspended, or parked on portable ramps. This restriction will apply to the proposed P.U.D. 29. The City's Stormwater Utility and Department of Natural Resources are interested in working with the applicants to devise a stormwater filtration system that protects the outlet point of storm flows. This system could be in the form of sand and sediment traps. The Stormwater Utility has information on the best available technology that would apply to this situation. The City will set up a meeting with these two city departments and the applicants' representatives to explore options to filter stormwater runoff. 30. Architectural elevations of the additions will be required at the time of Final P.U.D. This concludes Staff comments at this time. Please note the following deadlines for the December 13, 1993 Planning and Zoning Board meeting: Plan revisions are due November 24, 1993. P.M.T.'s, 10 prints, renderings are due December 6, 1993. Spradley-Ban Comment Letter November 12, 1993 Page 3 As proposed, Staff cannot support the lack of setback and landscaping along College Avenue. All Development Criteria 26, 33, 42, 43, 44 of the L.D.G.S. are not satisfied. In order to rectify this situation, greater setback and landscaping should be provided along College Avenue. Staff strongly recommends that the closest parking bay be deleted in favor of setback and landscaping. This will add an arc, 17 feet in width, to help mitigate the large asphalt and vehicle display area. Since the ends of the arc are further set back, five vehicle display spaces on either end would be allowed. 17. Since eliminating this arc of display vehicles will leave a single -loaded bay of display vehicles, please investigate whether a 20 foot wide drive aisle is necessary. If not, the amount of hard surface could be further reduced and this would provide additional setback and' landscaped area. 18. Deleting an arc or bay of display vehicles, with five spaces at the ends, results in a varying setback from front property line ranging from 25 feet at the middle to 47 feet on the north end and 56 feet on the south end. Staff would be comfortable with another option of providing a linear setback of 40 feet from front property line. 19. The applicant is encouraged to explore other options of vehicle display that respects a front buffer area. If it is the applicant's desire to have display vehicles face east, this again can be accomplished using an arc or linear form of setback and landscaping. Again, Staff will carefully evaluate the impact on the amount of buffering along College Avenue. 20. Staff cannot allow the special display areas to encroach into the setback and landscape areas. Placing cars in landscaping defeats the purpose of softening the impact of hard surface and parked cars. Please delete references to "Special Display" from the site plan. 21. In order to deter encroachment into the front landscape buffer, Staff will require that a continuous shrub bed be placed between the front row of vehicular display area (or internal drive aisle). This shrub bed must feature a healthy mix of evergreen material for year-round screening. 22. The parkway strip between walk and curb should be planted with street trees as per the recommendations of the City Forester. These trees should be spaced on 40 foot intervals. 23. The Zoning Code requires that vehicular use areas with more than 15 parking spaces or more than 4,500 square feet shall provide landscaped islands and trees which conform to City specifications and which are dispersed throughout the vehicular use area in such a way as to provide visual relief with vertical landscaped elements and physical relief with seasonal shading. Not less than 6% of the interior on any such vehicular use area shall be landscaped with such islands. z Spradley-Barr Comment Letter November 12, 1993 Page 2 6. The design of the decel lane must, at a minimum, include the College Avenue profile, the flowline profile, cross -sections every 50 feet, and a center line profile of the new public street intersection with College Avenue. 7. A traffic engineer must prepare a striping plan which should be included in the set of final utility plans. 8. The sidewalk on College Avenue must be seven feet wide and detached from the flowline by a minimum of nine feet. The City will reimburse the developer for three feet of the seven foot sidewalk width. 9. An application for the State Highway Access Permit, accompanied by a traffic study, must be submitted at final to the City Engineering Department. 10. Any removal or relocation of the City of Fort Collins Light and Power facilities will be at the owner's expense. 11. Similarly, any relocation of existing telephone facilities required by these plans will be paid. for by the developer. 12. The Poudre Fire Authority will require an additional fire hydrant at the north end of the site. 13. The City's Uniform Building Code may require fire sprinkler protection. If so, please show the proposed fire sprinkler service main on the utility plans and indicate the diameter. 14. The Poudre Fire Authority will allow controlled access points if designed in accordance the P.F.A. This may include a chain and lock system. Any electronic locking system must be coordinated with P.F.A. 15. Will only one handicap parking space be enough for a business of this size? The handicap access ramp should not be located at the front of the parking stall.. Rather, it should be located off to the driver's side and clear of any open car door. 16. Staff is very concerned about the close proximity of the vehicle display area to College Avenue. At one point, there is only a ten foot wide setback from the front property line. Staff feels the site plan does not protect the visual integrity of South College Avenue and that there is an insufficient landscape setback along the front of the site to mitigate the large hard surface area. i T Community Planning and Environmental Services Planning Department City of Fort Collins November 11, 1993 Mr. Eldon Ward Cityscape Urban Design 3555 Stanford Road, Suite 105 Fort Collins, CO 80525 Dear Eldon: Staff has reviewed the request for Preliminary P.U.D. for Spradley Barr at R.E.A. and offers the following comments: 1. The first absolute criterion of the Auto Related and Roadside Commercial Point Chart of the L.D.G.S. requires that primary access be taken from a street other than South College Avenue. Also, variable criterion c requires access to be gained from a non -arterial street. This will necessitate the access drive on the south property line to be dedicated and constructed as a public right-of-way, not a private access drive. 2. As a public street, the southerly access drive must be designed to the City's standard. An agreement should be obtained from the adjacent property owner that this drive will act access for the southerly properties. Staff has had conversations with Mr. Paul Hefron regarding this shared drive concept and he agrees that a shared drive has merit. The exact design, however, and the shifting of the drive entirely onto the southerly parcel has not been discussed. The applicant is strongly encouraged to begin discussions with Mr. Hefron on the alignment of this public street. 3. The traffic study reports that a deceleration lane is needed for southbound College Avenue. This lane, however, is not shown on the plans. 4. The right-of-way dedication for College Avenue must be 16 back from ultimate edge of pavement, including the decel lane. 5. The deceleration lane must be designed in conformance with all requirements and design standards of the State Highway Access Code. It appears that some of the design recommendations in the traffic study do not conform to the State Highway Access Code. Since the decel lane is not shown on the plans, there is no way to know what geometrics are planned and if they comply with state requirements. 281 North College Avenue P_O.
