5. Jim Slagle of Public Service Company stated that they have no problem with
the annexation request.
This completes staff comments at this time. Any revisions to the annexation plat, made
necessary by these comments, should be resubmitted to the City by the morning of
October 6, 1997. Five copies of the revised plat.should be sufficient at that time. The
schedule for the public hearings for this annexation and zoning request is as follows:
* Initiating Resolution, City Council: October 7, 1997
* Planning and Zoning Board: October 16, 1997
(Recommendation to City Council)
* First Reading, City Council: November 18, 1997
* Second Reading, City Council: December 2, 1997
* Effective Date of Annexation: December 12, 1997

Dear Eldon,
Staff has reviewed the REA Annexation and Zoning documentation (including the
plat and petition) that was submitted to the City on August 15, 1997, and would like to
offer the following comments:
This request will necessitate an amendment to the Residential Neighborhood
Sign District map in the Fort Collins Sign Code. The property is in, and fronts on,
the South College Avenue commercial corridor and is bounded to the north,
south, and east by business, office, commercial uses that are currently excluded
from the Neighborhood Sign District. This property, with a proposed automobile
sales land use, should be excluded from the District, as well.
2. The Light & Power Department stated that this area is currently within the
electric service territory of Poudre Valley REA. Following annexation of the
property, the responsibility for electric service will be transferred to the City of
Fort Collins Light & Power and a 25% service rights fee will apply to all existing
customers. A copy of a letter from Ellen Alward to Spradley Barr is attached to
this letter. Please contact Ellen, at 221-6700, if you have questions about electric
services to the property or the service rights fee that will be assessed.
3. Terry Farrill of the Fort Collins - Loveland Water District and the South Fort
Collins Sanitation District stated that the Districts have reviewed the
annexation request and have no objections provided all District requirements are
satisfied.
4. Glen Schlueter of the Stormwater Utility stated that the City has concerns about
the increased imperviousness and grading that is presently being done on the
site. The Stormwater Utility would like to review a drainage study because the
._ . outfall for runoff is very limited, being an old concrete -lined irrigation. lateral that
disappears into a small pipe at the Carpet Exchange, on the east side of South
