Box 580 FortCollins; CO 80522 SUBJECT: REA Annexation and Zoning Larimer County, SH 287 REA Annexation and Zoning S. of Harmony Road/W. Side Fort Collins Steve, I have reviewed the above proposal, and offer the following comments: RIGHT-OF-WAY The plans indicate 50' of right-of-way (ROW) west of the section line. Projected traffic along this portion of State Highway (SH) 287 indicates the need for a 150' total ROW, 75' each side of the highway centerline. The relationship between the section line and the highway centerline is unknown. Additional width to meet any projected need, should be protected by reservation or preferably, dedication as permitted by City regulations. ACCESS The Department is working with representatives from Spradley-Barr on access issues. If the property is annexed into the City, then any access permit would need to be issued by the City. My comments are based upon the submittal as received August26, 1997. Thank you for the opportunity to review the REA proposal. I apologize for not meeting your September 17, 1997 deadline, and hope that the timing of my comments has not posed a problem for your planning process. Gloria T.
