than 10 percent of the total plant cover is comprised of weeds.
If it is determined that no more than 10 percent of the total plant cover within the Natural Habitat
Buffer Zone is comprised of weeds following the three year post construction weed management
and control period, conditions and performances standards of this Weed Control Plan will be
considered successful achieved and Spirit At The River property manager will discontinue weed
management described within this Weed Control Plan.

Spirit At The River Natural Habitat Buffer Zone Weed Control Plan
This guidance document presents the basis for development and implementation of Weed
Control Plan for the Spirit At The River Natural Habitat Buffer Zone. As general guidance, it is
recommended that no more than 10 percent of the plant cover within the Natural Habitat
Buffer Zone be comprised of weeds as defined by Article 1 1 1, Section 20-451 of the Code
of the City. In an effort to maintain compliance with these recommendations, weeds should be
identified, routinely managed, and maintained for a three-year period following construction
by Qualified personal. The Spirit At The River Weed Control Plan will be submitted to the
City of Fort Collins Environmental Planner, as required for project review and approval.
Furthermore, the Natural Habitat Buffer Zone will be subject to routine site inspections by City
of Fort Collins Environmental Staff during the three-year period following construction to
ensure that weeds are controlled within the Natural Habitat Buffer Zone.
Qualified Olsson Associates staff member completed an Ecological Characterization Study
Report in February 2017. No weed species are identified in this report.
Following construction and prior to implementation of any on -site weed management, the
Natural Habitat Buffer Zone will be subject to a one-time site -specific assessment by a
Licensed Commercial Pesticide Applicator (LCPA) The selection of the LCPA will be completed
by the property manager. A list of Qualified LCPAs has been included in this Weed Control
Plan in Attachment 1; however, this list may be subject to change over time. An updated list of
LCPAs could be obtained through the staff at the City of Fort Collins or through the Lorimar
County website (Lorimar County 2017a). Following construction, The LCPA will conduct a site -
specific assessment to document site condition, routes of access, weedy species present, the
proximity of wetlands to the proposed treatment areas potential sources of run-on and run-
off, and any other factors relevant to the weed control within the Natural Habitat Buffer
Zone. The LCPA should provide the property manager a list and location of weeds identified
during the site -specific assessment within the Natural Habitat Buffer Zone, proposed method
of weed treatment, and proposed cost of weed treatment.
Following the site -specific assignment, weed control and management activities will be
planned, scheduled, and approved with the Spirit At The River property manager. Weed
control and management will entail control and/or eradication of weeds within the Natural
Habitat Buffer Zone using a Variety of preventative, cultural, chemical, mechanical, and
biological weed control methods. All proposed weed control management requiring chemical
treatment/application of herbicide will be completed by an LCPA. While the site -specific
weed management has yet to be identified, the following schedule should serve as minimum
guidance for implementing an effective weed control and management plan for the three-
year period following construction.

D. Success Criteria
The landscape project area will be monitored by City Staff for a minimum of three years,
beginning in the first full growing season past initial installation, or until the landscape project
area is accepted by the City's Environmental Planner. Monitoring may include photo -point
monitoring and vegetation density and transect data collection.
Success criteria will be met for the Natural Habitat Buffer Zone when species are equal to or less
than ten percent (10%), the total ground cover vegetation contributed by all grass, forb, shrub
and tree species present in the project area (planted and volunteer species) is equal to or greater
than seventy -percent (70%), there is no evidence of detrimental erosion due to rills, gullies or
bare spots of ground Jager than on square foot, and survival rate of all planted shrubs and trees
is equal to or greater than eighty percent (80%).
Spirit at the River
Standard Operation Procedures (SOPs) for Natural Resources and
Landscaping
A. Purpose
The purpose of requiring landscape elements for development projects includes but is not limited
to the following factors [City of Fort Collins Land Use Code Article 3.2.1 ]:
• Contributes to the visual within and among developments and neighborhoods.
• Ensure significant canopy shading to reduce glare and heat build-up.
• Enhance the pedestrian environment.
• Reduce erosion, decrease storm water runoff, and mitigate air pollution.

commercial, or civic landscapes into the urban setting include, but are not limited to, the following
factors [City of Fort Collins Land Use Code Articles 3.2.1 and 3.4.1 ]:

• Create visual variety and species diversity.
• Provide functional habitats for people, plants and wildlife.
In order for natural resources and landscaping SOPS to be most effective, implementation of Best
Management Practices (BMPs) is highly recommended.
B. Best Management Practice (BMPs)
To achieves success criteria, it is essential to align landscape management practice with landscape
projects area goals. For less typical landscape elements in particular, proper installation and
maintenance is crucial for establishment. To achieve success, maintenance tasks and schedules must
be appropriately matched to the project area type and intended function. Maintenance includes
routinely scheduled activities, as well as non -routine activities resulting from weather conditions or
other unforeseen events. Identifying entities, roles and responsibilities for maintenance is critical
for achieving vegetation establishment and long-term success. The privately -owned areas
described in Section C below are to be established and maintained by the Developer.
C. Site -Specific SOPS
The following Spirit At The River landscape project area subject to SOP requirements:
• Area delineated as Natural Habitat Buffer Zone "NHBZ" north of crusher fines Poudre
River trail.
The location of the landscape project area above can be found on the approved Plans for the
Spirit At The River project.
