05/14/2019: Please seethe comments from Brent Bartlett, Counsel for the New
Mercer Ditch Company ("Company") previously provided to Pete Wray
regarding the Hansen Subdivision along with the document he is referencing:
We represent the New Mercer Ditch Company, the owner and operator of the
Mail Creek Ditch where it runs through the proposed Hansen Subdivision.
Please see attached. The Company has pending easement agreements with
the developer. However, the Company has some concerns with how the plat
may be unintentionally designating a larger public access area than intended.
The Company does not want the public near the ditch and irrigation structures.
The south 25' of the ditch easement has been called out on the plat at the
location for the public access trail, and that is correct. However, there is a
larger label indicating, 'Tract A Public Access Trail Easement" appearing on
the plat indicating that the entire 50' is public access. The northern 25' feet are
exclusive to the ditch company. Can we discuss including language that under
that Tract A label on the plat that this is restricted to the southern 25'? If you
have time, please give me a call to discuss how we can better have the plat
clarify this.
RESPONSE: Updated plat to contain Public Access Trail Easement to southern 25' of ditch
easement.

05/14/2019: The Fort Collins -Loveland Water District and South Fort Collins
Sanitation District have reviewed the FDP submittal for 190010 Hansen Farm
Subdivision and offer the following review comments.
Fort Collins -Loveland Water District:
- the bend radius on the 8" PVC waterlines exceed the manaufacturer's
allowable deflection. Please revise so that the radius of curvature is 1150' or
larger (based on Diamond Plastics criteria so that any C900 pipe can be used
for installation and repair.)
-Connections to the existing 16" transmission line at two locations in Timberline
need to be made with wet taps so that the 16" line does not need to be taken
out of service.
-In locations where a pipe or structure 24" or larger crosses over a district
waterline, the waterline shall be installed in a casing pipe. (Intersection of Burly
Tree and Twisted Root Drive).

ramps that cross along the south leg not meeting ADA.
RESPONSE: Adjusted curb return grades to maintain 2% cross -slope at ADA ramps. However,
ADA R302.6.1 allows up to 5% (max) cross -slope without yield or stop control at intersections.

Similar to the previous comment, the access ramps across Zephyr Road east of
Burly Tree Drive would appear to be creating access ramps at the intersection
that exceed 2%.
RESPONSE: Relocated ADA ramp to west side to have <2% cross -slope.

In general, please label the sidewalk and parkway width on all sheets of the
roadway plan and profile sheets, concurrent with the curb and gutter type. The
use of driveover curb does reduce the parkway width compared to vertical and
having the info all described and dimensioned out would be helpful. On sheet
CS3 please have the local connector differentiate between sections of where
crossings over the ditch

The roadway crossings over the ditch for both Fallen Branch Drive and Zephyr
Road don't appear to meet minimal cover requirements from the boxes to the
pavement subgrade. We would need to look at other options to address
achieving sufficient cover (perhaps a different size box, crossing material,
elevating the roadway etc.)
RESPONSE: Updated RCBC wall thickness to actual (4" per manufacturer [Rinker Materials]) and
raised Zephyr slightly to allow for full -depth asphalt over street crossings.

Coordinate with PFA, does the emergency access require a drive approach or
rollover curb?
RESPONSE: Response from PFA during DRT meeting was that they are OK with vertical curb for
temporary Emergency Access.

The interim striping on R15 is confusing along Twisted Root Drive. Is the
intention to not have any striping further west of the proposed bike lane? I'm
wondering if impact attenuators should be installed north of the concrete
barrier?
RESPONSE: Removed "future" label, this was to depict that they will be installed but not utilized.
Reduced angle of concrete barriers to 10:1 in accordance with CDOT M-606-14 to concrete curb.

The Timberline Road cross sections on Sheet XS1 need to provide cross
slopes of the existing west side of Timberline Road while also showing future
cross sections of Timberline on east side of the road as evidence that the curb
and gutter being added at this time is in the ultimate location and that the City's
widening on the east side will work with the establishment of finished grades
and flowines with this project on the west side.
RESPONSE: From the meeting with City staff on 5/22/19, the consensus was to design the east
flowline as a sag vertical curve, which is similar to the original design plans for Timberline Road in
this area. If the median is built with the capital improvements, then the median flowline grade on
the east side will correct the sag vertical curve and conform the flowline grades to current
standards (0.5% min). If the median is not built, the east flowline can be built as a sag vertical
curve as previously designed. Another option is to lower the inlet on the east side to maintain the
0.5% minimum slope along the east flowline. In each scenario, the flowline grades along the
west side of Timberline road, as currently design, will work.

Tracts G, H, & I are dedicating to the City "Private Access Easement" across
the tracts. The word Private should just be removed as conveying an interest
that is "Private" to the City is inherently awkward.

The dedication of right-of-way offsite is needed to ensure the ditch crossings of
both Fallen Branch Drive and Zephyr Road will have all of the structures in
right-of-way. The south half of each structure couldn't just be just utility and
temporary construction easement and not also right-of-way for the structure.

this project and the obtaining of easements and right-of-way off -site will be prior
to plan approval.

south would help in providing further context.

FOR FINAL: Site Plan. For SF attached building arched entry sidewalks at
intersection of detached street sidewalk, show concrete at "right angle", with no
acute angles. For SFA Building in Block 9 (lots 1-6), since it is so close to
street, in place of the arched sidewalk it would be more efficient to just connect
entrance sidewalks directly to street.
Block 9 has been revised to reflect direct walks. A radius has been added to walks that can not
intersect with the ROW walk at a 90 degree angle.

FOR FINAL: Landscape Plan. For SFA alley, add trees in 6' planting islands. It
is not clear what ground plane mulch is used (river cobble?).
RESPONSE: There are utility conflicts in all of the landscape areas between drives which
prohibit tree planting.
