A vicinity map must be added to the annexation plat. _.-. - --- Please contact Ward Stanford, at 221-6750, if you have questions pertaining to these engineering comments. 4, Basil Hamdan of the Stormwater Utility stated that an individual drainage and erosion control report will be required upon development of this property. 5. City staff will be recommending to City Council that this property be placed in the hb - Highway Business Zoning District with a planned unit development condition attached. The surrounding properties within the City currently are zoned. hb, bp, and BL. Staff feels that the hb District is more consistent with current, existing policies and zoning districts. 6. It is important that this development request is reviewed against the All Development Criteria and. the applicable point chart in the Land Development Guidance System. Neighborhood involvement and input is also important, beginning with a neighborhood 'information meeting to be held prior to formal submittal of the development request. This request should go to the Planning and Zoning 'Board for the ultimate final decision. Obviously,. you will have the opportunity to support your request for the CL Zoning District in your presentations to the Board and City Council. 7. Currently, with the Proposed "New" Zoning Districts being recommended with the . City Plan/Principals & Policies, this property would be located in the Commercial District (COM). The Draft Purpose Statement for the District states that it includes a wide range of community and regional -retail uses as well as offices, business and personal services and, to a lesser extent, residential uses. While the District is typically the location for highway business and auto -related uses, it offers opportunities to create new areas, and to transform existing developed areas, made up of a series of mixed -use, multi -modal centers. If adopted, auto . sales would be a Type II, Conditional land use. that would have to go to the Planning and Zoning Board for a decision. This completes staff comments at this time. Any revisions to the annexation plat, made necessary by these comments, must be resubmitted to .the City on November 6, 1996. Five copies of the revised plat should be sufficient at that time. This request will necessitate an amendment to the Residential. Neighborhood . Sign District map in the Fort Collins Sign Code. The property is in, and fronts on, the South College Avenue commercial corridor and is bounded to the north, south, and east by business, office, commercial uses that are currently excluded from the Neighborhood Sign District. This property, with a proposed automobile sales land use, should be excluded from the District, as well. 2... The Light & Power Department stated that this area is currently within the, electric_ service territoryof Poudre Valley REA. Following annexation of the. - property, the responsibility for electric service will be transferred to the City. All existing electric services will be subject to a 25% service rights fee for a period of 10 years, new services will be subject to a 5% service rights fee for the same period.of time. Please contact Ellen Alward, at 221-6700, if you have questions about electric services to the property or the service rights fee that will be assessed. 3. , The Engineering Department offered the following comments: a. The land will be subject to all City standards and specifications at the time of development; or that already may exist and be relevant at the time of annexation. b. Paragraph 3 and 4 in the Annexation Agreement attached to the petition will need further review and discussion by the_Stormwater Utility, Water/Wastewater Department, and Planning Department before the City could accept the agreement. 281 North College Avenue • P.O.
