If elements of the adopted Comprehensive Plans lack specific guidance for the boundary amendment request, the request must be justified through the following considerations: a. Has there been substantial change of conditions in the vicinity of the property in question? Have time and experience demonstrated that the existing UGA boundary is unwise or in need of change? b. Are there existing transportation, recreation, education, utility, and other facilities to accommodate the potential uses permitted in the requested UGA boundary amendment area or are there adopted plans to extend necessary services and facilities in the requested UGA boundary amendment area? C. Will the impact of this boundary amendment request upon the immediate neighborhood, vicinity and the community as a whole be positive? The City is allowed to unilaterally amend the UGA boundary through the annexation process. However, the City is required, under State law, to provide an Annexation, Impact Report to the County on all proposed annexations. Given the current City Council and County Commissioner meetings to discuss UGA issues, and the on -going "Corridor Study," I believe it will be necessary for this annexation proposal to provide as much information and justification as possible to the County Commissioners, the Planning and Zoning Board, and the City Council. Tom Peterson, Director of Planning e October 6, 1993 Mr. Eldon Ward Cityscape Urban Design, Inc. 3555 Stanford .Road Suite 105 Fort Collins, CO 80525 RE: South Taft Hill Annexation Dear Eldon, In reviewing the application and file for the proposed South Taft Hill Annexation, I cannot find any materials which present justifications for this annexation. As you know, the proposed annexation is for a property outside of the current Fort Collins Urban Growth Area boundary and as such is not in the "slam dunk" category it would be if it were inside the UGA. There are several statements within the Petition for Annexation, and several issues and criteria within the UGA Agreement which I would like to have additional discussion on from the applicant. From the Petition for Annexation, the following allegations are made and need to be further discussed: 1. That it is desirable and necessary that such area be annexed to the City of Fort Collins. 4. That a community of interest exists between the area proposed to be annexed and the City of Fort Collins. 5. The area to be annexed is urban or will be urbanized in the near future. 6. The area proposed to be annexed is integrated with or capable of being integrated with the City of Fort Collins. From the UGA Agreement the following issues and criteria are among those to be considered in an analysis and evaluation of UGA amendment requests: 1. The primary criteria for evaluating an UGA boundary amendment request is compliance with elements of the Larimer County and City of Fort Collins Comprehensive Plans, specifically, but not limited to adopted land use plans and policies.
