UGA AGREEMENT CRITERIA The adopted Comprehensive Plans of Larimer County and Fort Collins do not appear to provide clear guidance for a boundary amendment at this location. Therefore, the following should be considered: a. There have been substantial changes in conditions in the vicinity of the subject. property: The South Fort Collins Sanitation District has extended a sewer line through the area immediately north of this property to serve the developing Taft Canyon area, and because of the Urban. designation of adjacent properties in the applicable comprehensive planning documents. The City of Fort Collins has acquired large parcels in the area previously designated for urban density development - as open space. Urban development has reached the perimeter of the open space area on the north and east. If the in -place utility infrastructure is to be utilized, it will have to serve development to the south of the open space. b. The existing transportation, recreation, education, and utility facilities are adequate to serve the subject property. C. On balance - because of the proposed extension of the open space area, because of the limited development proposed, and because the site is being planned to minimize traffic and other impacts to existing residents in the area - the affect on the immediate neighborhood, vicinity, and the greater community is anticipated to be positive. . The applicant has spent a good deal of time in an effort to plan this property in a manner that will be mutually beneficial to the City and the land owner. Throughout a series of meetings with natural resources and the planning director, the applicant was told that it was appropriate that this property be annexed, that the public open space proposed was precisely in line with the goals and desires of the Natural Resources Department, that. Taft Hill Road could remain in its existing condition while serving urban density development on the subject property, and that the proposed annexation and development plans would receive Staff support. If what has been represented to the applicant does not reflect City Staff's position, please let us know as soon as possible. Box 580 Fort Collins, CO 80522 Dear Ken; cao�n@@p� urban design, inc. 3555 stanford road, suite 105 fort collins, colorado 80525 (303)226-4074 FAX (303) 226-4196 As you requested, this letter is intended to address the "allegations" found in the standard City of Fort Collins Annexation petition, as they apply to the South Taft Hill Annexation; and to address issues and criteria from the UGA agreement. ANNEXATION PETITION ITEMS 1. Planning Director, Tom Peterson has consistently indicated to the applicant that it is appropriate that the portions of the property not proposed to be added to the City's adjacent open space area be developed at a density of at least three dwelling units/acre; and that it is therefore desirable and necessary that the subject property be annexed to the City of Fort Collins. Given this direction from senior City Staff, the applicant does not feel the need to provide further evidence related to this allegation. 4. The community of interest that exists between the subject property and the City of Fort Collins includes: An interest in expanding the adjacent open space area; The desire to create controlled, quality development around the edges of the city; and The need to create an opportunity for secondary access to properties already within the Urban Growth Area. 5. Based on the existing District utilities and the direction received from Tom Peterson, it is reasonable to expect that the subject property will be urbanized in the near future. 6. Preliminary planning has indicated that the subject property is capable of being integrated with Fort Collins. Integration of this site into the city is desirable for its benefits to natural resources; and to relieve access and circulation problems of adjacent properties already within the city.
