As a resident of the Timber Creek subdivision, I would like to see the following changes
made to the Harmony Village Shopping Center:
♦ Traffic is of utmost concern. I would like to see a light on Harmony just to the east
of the railroad tracks to allow access tothe Village for both east and west bound
Harmony traffic. There is a precedent for this at the intersection of Harmony and
Mason. It will also alleviate congestion' like that at the Carmike theaters on
Horsetooth.
♦ Hours businesses are open. No 24 h+furs! No service after 10 P.M.
♦ Eliminate one drive through fast fool restaurant and make it a sit down
restaurant (as discussed at the first meeting). Flip the locations of the remaining
fast food restaurant and the gas stationwith building "C" moving them closer to
Harmony. Patio services improve ambience.
♦ Additional landscaping along Timberline to provide visual and sound barriers.
• Encourage local businesses rather than big chains. Locals care about Fort Collins.
I want to continue to take pride in the surrounding neighborhood and our "Choice City."
I think the above suggestions will improve; the Harmony Village Shopping Center and
surrounding area.

To Whom It May Concern:
As a resident of the Timber Creek subdivision, I would like to see the following changes
made to the Harmony Village Shopping Center:
♦ Traffic is of utmost concern. I would like to see a light on Harmony just to the east
of the railroad tracks to allow access to the Village for both east and west bound
Harmony traffic. There is a precedent for this at the intersection of Harmony and
Mason. It will also alleviate congestion like that at the Carmike theaters on
Horsetooth.
♦ Hours businesses are open. No 24 hours! No service after 10 P.M.
♦ Eliminate one drive through fast food restaurant and make it a sit down
restaurant (as discussed at the first meeting). Flip the locations of the remaining
fast food restaurant and the gas station with building "C" moving them closer to
Harmony. Patio services improve ambience.
♦ Additional landscaping along Timberline to provide visual and sound barriers.
♦ Encourage local businesses rather than big chains. Locals care about Fort Collins.
I want to continue to take pride in the surrounding neighborhood and our "Choice City."
I think the above suggestions will improve the Harmony Village Shopping Center and
surrounding area.

with travelers looking for that quick meal. The bulk of fast food establishments would be
better located closer to the Interstate.
We also share the neighborhoods concern with the hours businesses located in the
Village will be open. We would like to see no new service after 10 p.m., and definitely
no 24 hour service. Fort Collins boasts of little crime. I believe that decisions such as
this will help to keep it that way.
We recognize the concern residents directly to the south of the proposed shopping center
in Harmony Crossing might have. There is truth to the adage that a man's home is his
castle. Putting ourselves in their position, we would not want to see the main road of the
shopping center connected to our residential mad. The movie theater will have late
showings, meaning a substantial number of people will be exiting at late hours. They
should not be encouraged to drive through a neighborhood to avoid other traffic. I like
the City's idea of connecting the two areas in hopes of encouraging walking and cycling.
This can be done by providing a bike path and does not require a mad. Roads encourage
cars.
Again we share the neighborhood's concern that additional landscaping along
Timberline be in the plans to provide visual and sound barriers. Moreover, we hope
that the developer is encouraged to put in amenities such as a fountain, sculpture, green
space, or other pleasantries -avoiding the "parking -lot, all -too -commercial look." Such
actions will help make this shopping center an asset to the community as a whole and the
nearby neighborhoods. We can learn from some of the earlier shopping developments
along College and elsewhere in the City and move forward to create an even better Fort
Collins.
Thank you for taking the time to read our concerns as set forth in this letter. We agree
with the Ft. Collins Community Planning Department "that as Fort Collins grows it

RE: HARMONY VILLAGE SHOPPING CENTER
Prior to the announcements of the City of Ft. Collins Planning Department's information
meeting on the Harmony Village Shopping Center, we had made flight reservations for a
brief vacation. We regret that we will miss this meeting, as well as the one on the PVH
South Campus. We have made the effort to be at similar meetings that effect this area
and specifically our neighborhood, the Timber Creek subdivision.
We hope that you will consider our concerns listed below as you review the Harmony
Village Shopping Center plans.
The traffic that will be generated by this development is an important issue. We
recognize that the City of Fort Collins plans to improve the Harmony and Timberline
intersection. We don't feel that modifying the comer alone will be sufficient to control
the increased traffic that the shopping center will produce. Since many people visiting
the shopping center will need access only to Harmony, we would like to see that traffic
diverted from Timberline. We concur with our neighbors that suggest a traffic light on
Harmony just to the east of the railroad tracks to allow access to the Village for both east
and west bound Harmony traffic. There is a precedent for this at the intersection of
Harmony and Mason. It will also alleviate congestion like that at the Carmike theaters on
I-iorsetooth.
We are also concerned with the placement of the two fast food restaurants and the gas
station (convenience store). One issue is the environmental implications. Drive throughs
and gas stations result in cars standing with their motors running, creating unhealthy
exhaust. A second important issue is safety for pedestrians, cyclists, and automobile
traffic. These establishments generate quick in -and -out traffic. Fast food drive throughs
become backed -up at peak hours such as noon and 5 p.m. Eliminating one of the fast
food restaurants would help, replacing it with an eating establishment that encourages
more leisurely dining. The remaining fast food restaurant and convenience store could
be located where retail/office building "C" and fast food restaurant "D" are currently
shown on the development drawings. The retail/office building "C" could then be
located where the fast food building "F" currently is located on the drawings, and the
restaurant could be moved to where the convenience store "E" is located on the drawings.
This would provide three benefits: 1) moves the traffic more out of the path of walkers
and cyclists, 2) moves the automobile exhaust further from residential areas, and 3)
moves the odor of cooking foods further from the nearby residential neighborhoods.
We hope to see the Harmony Village Shopping Center serve as a true community
shopping area. More than one fast food restaurant will encourage more traffic from I-25

Dear Mr. Shepard:
In regards to the proposed development project at the Harmony Village
Commercial Center located at the southwest corner of Harmony and Timberline Roads.
Having lived in this neighborhood for the past 8 years and off and on in Colorado since
1961, I find the recent "growth" of this region appalling. In my opinion planning for this
growth has been and continues to be helter skelter and lacking in foresight.
I feel plans for a 14-plex movie theatre, a convenience store, etc., will negatively
impact the residential areas surrounding this corner for the following reasons:
1) Increased traffic congestion and accidents in an already dangerous
intersection at Harmony Road and Timberline.
2) Convenience stores are presently located in this area: two located on
Timberline Road between Harmony Road and Horsetooth, another located next
to Fort Collins High School, two further west at LeMay and another even
further west at Boardwalk. Why do we need another such store in this area?
My answer is, we don't.
3) The proposed type of development is not conducive for the school located
on the northeast corner of Timberline and Harmony. This just does not make
sense to have a school for small children on one corner and a 14-plex theater
and convenience store located diagonally from it. Safety issues are probably
the primary reason to rethink this combination.
4) This is primarily a residential community. Incorporating any more
commercial facilities into this part of our community may lead to a less
appealing living situation including possible decreased values of homes,
decreased selling potential of our homes, increased crime, and increased traffic
congestion.
Please consider other options for the remaining vacant land adjacent to Harmony
Road and Timberline. Consider perhaps a branch of the library, a park, a church, a plan
that has minimal impact on our neighborhood, something that adds beauty rather than
detracts. '
