This access would require another amendment to the Harmony Roar! Access Control Plan. In order for the City to support an amendment to the HRACP, all of the following three criteria must be met: 1. The right Wright out access will provide joint access to an area -wide circulation system serving multiple properties or land uses; and 2. The addition of the right in/right out access will improve actual traffic operations on Harmony Road; and 3. The intersection design meets the geometric design requirements and standards of the Colorado Department of Transportation and the City of Fort Collins. It should be noted that the Celestica amendment met all three of these criteria. At the meeting in November, Mr. Bracke says he was quite candid about the issues that are currently surrounding amendments to the HRACP. Mr. Bracke also indicated that if the traffic engineers for the project conducted the necessary analysis, and the results showed that the three criteria could be met, he would discuss the issue with CDOT in spite of their reluctance to consider access plan amendments. As of today, no analysis has been submitted by the developers indicating that a right intright out access point for the development meets the above - stated criteria. In fact, preliminary discussions with the developers' traffic engineers indicate that no significant improvement to Harmony Road is obtained with the addition of the proposed access point. C. 110 East Oak Street Dort Collins, CO 80524-2880 RE: Ilarmony Road Access Control Plan Dear Lucia: I am writing this letter in response to your letter dated December 19, 1997, in which you expressed various concerns over the management of access along Harmony Road (SH 68). You are correct that it may be time to review the Harmony Road Access Control Plan (HRACP) since nine years have passed since its adoption. However, the plan has proven to be a good tool for access management and for the most part, has held firm in providing good access decisions. To date, only one amendment has occurred, and one additional amendment for the Celestica project is in process. Staff has estimated that revisions to the plan could take as long as a year to complete. You should also be aware that review of the Harmony Road Access Control Plan is not in any of the City's work plans, would take about a year to complete, and would cost at least $50,000. The City has no funds budgeted or available for this, and it is not somethuig we could consider doing for the Dial Properties project. Actually, the next priority for the City is to complete the access control plan i"or SH 14/US 287 on North College, Riverside and Mulberry which has been held up by the Colorado Department of Transportation (CDOT) for almost three years. The completion of this plan will be pursued before the Harmony Road plan is considered for review. The amendment for the Celestica project involves a three-quarter turning movement intersection on the HRACP being modified to a full four way signalized intersection approximately 1/4 mile east of CR 9 at Technology'Parkway, a new public roadway. The developer's engineers and the City's Traftic Engineer have completed extensive analysis to show that the amendment snakes sense and is in the public interest. For example, without the new signalized intersection, CR 9 and }Hrmony Road will fail the Level of Service standards.
