This message provides an update on the latest development in our
negotiations to acquire a 16-acre parcel of land along Spring Creek,
south of Wallenberg Drive, for natural area purposes.
This morning I received a call from John McCoy, the owner of the
property. He informed me that he was withdrawing his offer to sell
the property to the City. The reason for his change of position is that
he learned yesterday that he cannot obtain sewer service from a nearby
location he thought was available and therefore must bring in sewer
approximately 1,200 feet from the east at a cost of $23,000. This extra
cost makes it infeasible, in his view, to proceed as he had planned --
to develop townhomes on a portion of his 35 acre site and to sell the 16-
acre portion to the City of Fort Collins. To spread the cost of the sewer
extension, John feels it is necessary to develop single-family lots on
the 16 acre parcel. He did say he would work with staff and the neighborhood
to leave a substantial open area along the Spring Creek bike trail.
Needless to say, this is disappointing news, especially since we had
reached a verbal agreement on the sale last Wednesday and were moving to
take care of some final details before drafting a contract for the purchase.
I haven't given up on this yet. John is also working on a land trade with
CSURF involving some adjacent land. I suggested that City staff, John, and
CSURF meet soon to see if there aren't some other alternatives that would
achieve a more desirable, larger natural area corridor in this vicinity.
John agreed to do this, if it looks as if he is moving ahead with CSURF.
He should have more information today.
