HomeMy WebLinkAboutWINDTRAIL TOWNHOMES PUD FIRST REPLAT MINOR SUBDIVISION - 66 93F - CORRESPONDENCE - RESPONSE TO APPLICANTSome of the grading that is currently being shown on the Southwestern end of the larger wetland area can be done in a manner that would blend more readily with the natural grade even if it leads to slightly more disturbance initially. Please provide several cross -sections of the flow channel along the dramageway. There are some locations where we question whether a low flow channel is necessary especially in the comer to the southwest of the future street intersection. A channel cross-section in this area should definitely be provided - Are the Groundwater flows from the future Wmdtrail Park development area (to the southwest) going to be modified in such a manner that they will have an adverse impact on existing wetlands ? Historical drainage patterns are being altered with the berming along the east side of the site at the bend in the outfall swale in order to contain the 100 year flows. Please make sure that the'same amount of surface and subsurface flows would still pass to the south and east of the site as historically was the case. Where will the incoming flows from the CSURF property to the South join the swale ? How much flow from future CSURF development is the swale being designed to handle ? A proposed time line should be provided It should detail when all drainage improvements re -grading, re -seeding, landscaping and wetland restoration would be completed in relation to building permits issued on the Windtrail Townhomes and Windtrail On Spring Creek developments. A meeting with the design engineers, the landscape architect and the developer is also being requested in order to go over the issues mentioned in this memorandum. FROM: Basil Harridan, Stormwater /'J - f Rob Wilkinson, Natural Resources Ted Shepard, CPES RE: Windtrail P.U.D. outfall swale DT: August 16, 1995 We have reviewed the Lidstone Anderson Addendum No. 2, dated August 7, 1995 and have the following comments: The plan suggests the use of groundwater in re-establishing the wetlands. This might cause an alteration in groundwater quality as well as in the ultimate discharge point of that water. Please address potential water rights issues in this regard. Does the Arthur Ditch have any ownership claims on that water 7 Does the developer have adequate control over this water to ensure log -term continued use for the support/restoration of wetlands 7 The area that was previously disturbed in cut for the former swale alignment should be restored - grading and re -seeding. Construction plans should be provided that include protective fencing for any grading in the wetlands and a clear delineation of disturbance area limits. The restoration of the wetland area previously disturbed and filled along the eastern part of the outfall swale was not addressed in this submittal. Please detail how that area would be restored. Will the existing wetland that is on the Southeast end of the site (to the south of the drainageway) be potentially disturbed by future development in that area. If yes, then mitigation for that disturbance should be planned for at this stage. Please address the effect of the future road crossing due to the extension of Hill Pond Road on the swale design. Mitigation for the future disturbance of the wetland area due to that road extension should be planned for at this stage and done along with the current improvements. Please provide a Landscape plan along with the drainage plan detailing what vegetation would be used in the created wetlands. It is our opinion that due to the direct effect that drainage plan would have on this natural area that these two plans should be prepared in conjunction with each other thus allowing for a comprehensive picture of the site. 235 Mathews Street • P.O.
