The Engineering Department will require a Soils Report to determine ground water conditions. If a sub drain system is needed, then its design must be included in the Utility Plans. For information on the submittal requirements for a sub drain system, please contact Mike Herzig, 221-6750. 16. The ditch company will be referred to for comments on any proposal for Tract J. It is recommended that the developer contact the ditch company early in the process to discuss impacts on the ditch. 17. A temporary cul-de-sac will be needed at the east terminus of Rolland Moore Drive in order to serve Lot 24. 18. The Street Oversizing Fee is $584 per unit, payable at the time of building permit issuance. 19. A traffic study will be required. The traffic consultant should contact the Transportation Department regarding the scope of the study: 20. The site is included within the study area for the Prospect Shields Neighborhood Plan. It is anticipated that a portion of this plan will address streetscaping along Shields Street. 21. It is recommended that parking for the multi -family be on the east side of the buildings, not along Shields. 22. Buffering along the north for the benefit of Sundering Townhomes must be considered. 23. The O.D.P. for Tract J will have to be amended. 24". A neighborhood information meeting will be required. Fire sprinkler systems result in bonus points on the Residential Uses Point Chart of the L.D.G.S. 6. Presently; the Parkland Development Fee is $779 per unit, payable at the time of building permit issuance. The City Council is considering raising this fee for single family and lowering for multi -family. 7. The Department of Natural Resources cautions that if there are any wetlands on the site, they must be delineated on the site plan. Wetland areas should not be developed. 8. The site is located in the Spring Creek Drainage Basin. Development of the site and design of the drainage. system must comply with the overall C.A.T. drainage study. 9. Previous submittals on this property did not have the benefit of being able to work with the property owner to the north. This resulted in a complicated scheme for stormwater detention and routing of storm flows. The opportunity to coordinate drainage issues with Wind Trail Townhomes and Wind Trail on Spring Creek could have a positive impact on providing proper routing of storm flows off Tract J. Onsite detention may or may not be required depending on the. ability to route the 100- year developed flows directly into Spring Creek. For further information, please contact Glen Schlueter, 221-6589. 10. The transportation system meets the goals of the C.A.T. and Shields Street. The central issue is to coordinate with the proper land owners so that key sections of the proposed street system are acknowledged and expected to be a part of future development. It had not been previously considered that Rolland Moore Drive would be a collector street but this idea may have merit. 11. The closing of Shire Court has long been a premise with the construction of Rolland Moore Drive and to Hill Pond Road. The issue remains as to 'who closes this intersection and at what point. Funding of the closure should be firmly identified so all parties are aware of their responsibilities. Design of the closure should be part of the Utility Plans. 12. Please be aware that the alignment of Rolland Moore Drive and Shields Street must account for the median on the west side of Shields at the park entrance. 13. If Rolland Moore Drive becomes a collector, it may be undesirable to have Lots 24 through 33 taking direct access. A "frontage road" may be safer in the long run if traffic volumes exceed the volumes typically associated with,a local street. A frontage road could be separated from Rolland Moore Drive by a landscape strip that becomes an amenity. CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: January 10, 1994 ITEM: Wind Trail Apartments on Tract J of C.A.T. APPLICANT: Mr. John McCoy c/o of Jim Sell Design, 117 East Mountain Avenue, Fort Collins, CO. 80524. . LAND USE DATA: Request for 60 multi -family units divided between eight, two-story apartment buildings, and 33 single family lots. The site is 13 acres located on CS.URF's Tract J of the Centre for Advanced Technology. This site is on the east side of Shields Street, south of Sundering Townhomes. COMMENTS: 1. Electrical facilities are available on the north in the Sundering Townhomes and along the east side of Shields. Either source can be extended to serve the property. Charges for multi -family and single family are different. Please coordinate with Light and Power on preliminary design of the electrical system. 2. A 30 inch diameter water line is available to serve the site. Any water main brought to the site will have to be extended to the east property line of Tract J or at least as far as the eastern terminus of Rolland Moore Drive. 3. Sewer is not directly available to the site. There is a nearby sewer line that was paid for by Everitt and CSURF. This line may have to be run up Shire Court or tied to Wind Trail Townhomes. For further information regarding water or sewer issues, please contact Mark Taylor, 221-6681. 4. The project will be reviewed by the 1991 Uniform Building Code. All ground floor units must comply with the Model Code for handicap accessibility. The handicap units must be available in the same proportional bedroom mix as the, whole project. For further information on building codes, please contact Sharon Getz, Plans Examiner, 221-6760. 5. The Poudre Fire Authority will.require that Rolland Moore Drive be 36 feet wide, curb to curb. All units and single family lots must be within 400 feet of a fire hydrant. The installation of automatic fire extinguishing system allows flexibility from the siting requirements of the Fire Code.
