10. The site plan indicates that only 52% of the single family
lots comply with the requirements (65%) of Solar Orientation
Ordinance. Please submit a written variance request.
11. Street trees should be added on the north side of Rolland
Moore Drive to match the trees on the south side.
12. Please note that."Rolland Moore Drive" may conflict with Moore
Lane, an existing street in the same zip code. Please contact
Mike Spurgin at the U.S.P.O., Mike Pretz, Poudre Fire Marshal
and Police Dispatch to see if a close resemblence to an
existing street name will cause problems for these two
agencies. Staff hopes that Rolland Moore Drive is distinctive
enough to use since it reflects a community facility and
contributes to neighborhood identity.
13. The site plan should label Weathertop Lane.
14. A temporary turn -around may be needed at the terminus of
Rolland Moore Drive to legally serve Lots 4 and 5, until a
street connection is made.
15. It appears there are five screen walls along Shields. Please
provide a schematic as to height, material, and other details
of these walls.
16. Please label adjacent uses to the south, including the New
Mercer Ditch.
17. Please revise the phasing schedule under Project Statistics.
This concludes Staff comments at this time. Please note the
following schedule for the June 27, 1994 Planning and Zoning Board
meeting:
Plan revisions (3 sets) are due June 9, 1994.
P.M.T.'s,.10 prints, renderings are due June 20, 1994.

Dear Jim:
Staff has reviewed the request for Windtrail Apartments Preliminary
P.U.D. and offers the following comments:
1. Public Service Company will require that a utility easement
adjacent to all public right-of-ways provide a width of 13
feet from the back of the sidewalk. Street trees must be kept
four feet from underground gas lines..
2. Columbine Cablevision requests that back of Lots 1, 2, 3, 41
and 5 be dedicated for utility easement.
3. The portion of Shire Court that is to be vacated must retain
a utility easement for the existing underground electrical
facilities.
4. The Windtrail Townhomes dictates a two-year historic release
rate for all upstream developments. This release rate was
dictated by Lidstone and Anderson in proposals that are
currently being reviewed by Stormwater Utility. Windtrail
Apartments will need to follow the recommendations for
detention in this area.
5. An offsite drainage easement is needed for the length of the
major drainage swale.
6. The City Forester cautions that the existing row of street
trees along Shields is watered by an existing separate
irrigation system. These existing trees should be ghosted in
on the site and landscape plan. Landscaping for the P.U.D. in
this area should be closely coordinated with Tim Buchanan so
there are no conflicts.
7. The site plan should label the multi -family buildings with the
same numbering system as on the plat.
8. The site plan should indicate the building setbacks for
Buildings 1, 2, 3, 4, and 6.
