There is a concern that the landscaping transition on the north side of the project, along Spring Creek and the bermed areas, should be plantedwith native trees and shrubs, as opposed to ornamentals and conifers. 9. Based on previous discussions, it is expected that the north - south street between Lots 24 and 25 will be shifted to the west. This will leave a larger parcel on Tract C that may become property of CSURF. Please show this re -alignment on revised plans. 10. There are two connections to the Spring Creek Trail, on the north and east. The Parks and Recreation Department agrees that a seven foot wide path is sufficient_ for these connections. It is requested by Parks and Recreation that the areas that contain these connections be dedicated as "public access easement for pedestrians, equestrians, bicyclists, and maintenance vehicles." These areas (not the path itself) should be as wide as possible in case new concrete or asphalt has to be brought in. The purpose of the "maintenance vehicles" is to gain access for repair or replacement of trail sections and should be 30 feet wide, where possible. Parks and Recreation is willing to work with the developer on a flexible basis if 30 feet does not work in all areas. 11. Please make the following modifications on the Site Plan: A. on the vicinity map, Centre Avenue should be dashed in to indicate the future connection to Prospect Road. B. The correct zoning is R-L, Low Density Residential. C. Note number two should be revised. D. Note number seven should be revised based on final design as per Poudre Fire Authority. E. Note number nine refers to Shadowmere Court but this street name is not referenced on the Site Plan This concludes Staff comments at this time. Please note the following deadlines for the April 25, 1994 Planning and Zoning Board meeting: Plan revisions are due April 7, 1994. P.M.T.'s, 10 prints, renderings are due April 18, 1994. The following comments are offered: 1. It will be recalled that the Preliminary P.U.D. was conditioned on amending the FEMA floodplain map so that lots that are shown within the flood zone are removed, based on upstream improvements. Please contact the City's Stormwater Utility for details on how to amend the official map of the Federal Emergency Management Agency. 2. On the plat, the outerboundary of does not close. 3. On the plat, the use of "Gilgalad Way" as the street name for the north -south connection in Tract C cannot be used as this duplicates an east -west street. This street name should be revised. It is suggested that this street not be named at this time since it will not be .used for addressing. Future amendments to the Windtrail O.D.P., in conjunction with Centre for Advanced Technology O.D.P., may cause this alignment to shift. Naming of this street can be, accomplished by other filings when more is known about.the internal circulation network. 4. The Utility Plans did not include a hydrologic study to address the subdrain design. A study must be included for subdrain systems in the public right-of-way. 5. Other comments on the Utility Plans have been forwarded to the consulting engineer under separate cover. 6. The City's Light and Power Department is concerned about coordinating installation of electrical system so that there is no conflict with the subdrain system. This may require a utility coordination meeting. 7. The Water and Wastewater Department is concerned that trees be kept a minimum of 10 feet .away from existing and proposed sewer mains'.
